I wanted to let you know that Heathrow has announced plans to hold a public consultation on the expansion of the airport from 17 January until 28 March 2018. This consultation is being carried out by Heathrow and is separate to the government’s consultation on the draft Airports National Policy Statement which ended on 19 December 2017.

I am writing to you because your Council is a neighbour to a 'host' local authority for the scheme, (i.e. your authority shares a boundary with a local authority in which part of our development will be located, as defined by the Planning Act 2008) and we want you to have your say on how we build a future Heathrow. This will be an opportunity for the Council to formally contribute to the development of Heathrow’s expansion proposals.

Since the Airports Commission process concluded by unanimously recommending a new north-west runway at Heathrow, we have been evolving our plans for how we could deliver expansion. This consultation is an opportunity for you, your residents and local businesses to contribute to how an expanded Heathrow might look, how it might operate, and how we might best mitigate the potential impacts, including proposals for compensation and noise insulation. We will also be consulting on the principles of how we should design Heathrow’s future airspace. The consultation represents a major milestone in the delivery of Heathrow expansion in a way that is fair to our local communities, meets strict environmental tests and connects all of the UK to global growth.

At the start of the consultation, we will be sending a leaflet to many of the households within your area, as well as placing advertisements in local newspapers, social media and on the radio. These communications will provide details about the consultation and how to respond to it. The leaflet will also include a list of consultation exhibition events.

Three River District Council Monthly Economic Summary General Economy Compared to November, in which we saw the first rate rise in a decade as well as a Budget, December was relatively tame. Most economic figures continued the trends we have seen throughout the year as markets and geopolitical positions generally remained unchanged.

The first economic release of the month was the Purchasing Manager’s Index (PMI) survey for the manufacturing sector, which came in at a four year high of 58.2, exceeding polled expectations of 56.5. This figure suggests that growth in the sector has further accelerated in Q4, with sterling’s slide seemingly providing ample support for manufacturers. Construction PMI also exceeded expectations of 51.0; the actual figure coming in at 53.1. Services PMI came in slightly below expectations of 55.0 at 53.8, however for many analysts this was arguably a simple reversal of October’s sharp rise. The figure is still a little higher than Q3’s average of 53.5. The survey did however suggest that cost pressures have intensified. A rise in input prices reversed some of the decline of previous months as a result of the recent rise in oil prices. Output prices also rose to their highest level since February 2008. However, with inflationary pressures caused by sterling’s fall now starting to fade, commentators suggest that it should not be too long before pricing pressures begin to wane. The future activity component of the index also suggested that November’s dip in sector activity could just be temporary, and that firms are not overly pessimistic about the near-term outlook. The rise in manufacturing and construction PMIs offset much of the weakening in services PMI, and the composite PMI points to Q4 GDP growth of 0.4-0.5%.

The headline inflation figure, Consumer Price Index (CPI), rose to 3.1%, its highest level in nearly six years, tightening the squeeze on households’ spending. CPI was pushed up by the cost of air travel, computer games and chocolate as food costs reflected the impact of sterling’s plunge after the 2016 referendum. Additionally, rising global oil prices suggested that factories were facing more price pressures. With inflation more than a percentage point over the Bank of England’s (BoE) target of 2%, Bank Governor, Mark Carney, will have to write a letter to the Chancellor of the Exchequer, Philip Hammond, to explain how the Bank intends to respond to the elevated level of inflation.

Unemployment unexpectedly held at its four-decade low of 4.3% for October, against expectations of a further decrease to 4.2% according to a poll of economists. Employment figures dropped, suggesting employers are turning more cautious as the uncertainty over Brexit continued. Pay growth for British workers increased slightly in the three months to October, rising to 2.5% (including bonuses) against the previous month’s 2.3%. No improvement had been expected, and while a welcome surprise wage growth is still being outstripped by inflation, meaning households are still feeling the squeeze as “real wages” are still negative.

As expected, the Monetary Policy Committee voted unanimously to keep the base rate at 0.5%, a month after raising them for the first time in more than a decade.

Public finances strengthened in November as tax revenues rose. The budget deficit edged down last month, boosted by robust income tax revenue and keeping finance minister Philip Hammond broadly on track to meet his new fiscal targets. Public sector net borrowing (excluding state owned banks) fell to £8.7 billion in November; 1.9% less than the same month last year and slightly below forecasts of it rising to £8.9 billion. In total, borrowing since the start of April 2017 has totalled £48.1 billion – 6.1% less than in the same period of 2016 and the lowest for this point in the financial year since 2007. The final estimate for Q3 UK GDP affirmed growth to be at 0.4% q/q, with the annual figure upwardly revised, by 0.2%, to 1.7%. For the first time, the Office for National Statistics (ONS) has used VAT returns from hundreds of thousands of Small / Medium sized Enterprises (SMEs) in order to bolster the data used for estimating GDP. This boosted GDP growth by an average of 0.05% per quarter in 2017. Although this change did not affect the quarterly figure, it did boost the annual rate of growth.

Across the channel, Eurozone Q3 GDP was confirmed to be 0.6% q/q. Meanwhile, the annual figure was revised slightly higher, to 2.6%, an increase from the upwardly revised Q2 figure of 2.4% y/y.

In the USA, Q3 GDP was downwardly revised to 3.2%. However, this is still an increase from the Q2 GDP figure of 3.1% and the fastest rate since Q1 2015. Non-Farm Payrolls rose by 228,000 in November. US Unemployment remained unchanged in 4.1%. Average hourly earnings increased by 0.2% in the month. Meanwhile, President Trump signed his long awaited legislation for an overhaul of the tax system containing $1.5 trillion in tax cuts.

Housing House prices rose for the fifth month in a row according to Halifax. They rose 0.5% m/m in November, up from 0.3% in October. However, on an annual basis, they rose by 3.9%, down from a 4.5% rise in October.

I am writing to invite you to respond to a consultation on proposals to better tackle waste crime and poor performance in the waste sector. In particular I would like to draw your attention, as a local authority, to Part C which proposes the introduction of a new Fixed Penalty Notice for household Duty of Care offences for fly-tipping.

In the last few years, we have taken a number of measures to address waste crime and poor performance, for example, by giving regulators, Environment Agency in England and Natural Resources Wales, new powers to tackle waste crime on the ground or, as you will know, giving local authorities the power to issue fixed penalty notices for small scale fly- tipping.

In 2015, a call for evidence asked for views on a number of measures to tackle waste crime and poor performance at waste sites. We have since worked with the regulators and stakeholders to develop proposals to introduce these measures as well as others and we are now seeking your views on these proposals through this consultation process.

The 2018 consultation is divided into three sections:

 Part A focuses on raising the standard of operator competence across all permitted waste sites by strengthening the regulators’ assessment and enforcement abilities;  Part B is about reforming the waste exemptions regime within the waste permitting system;  Part C covers the introduction of a new Fixed Penalty Notice for household Duty of Care offences for fly-tipping.

Hertfordshire County Council Briefing for Members in Three Rivers Autumn Term 2017

YC Hertfordshire provides targeted prevention and early intervention, through youth work projects and programmes, information, advice, guidance, work related learning, outdoor education and support for young people.

Pathways to Success 33 young people across Three Rivers & Watford have now signed up with YC Hertfordshire to take part in the Pathways to Success course – a bespoke six- week programme for NEET young people. The course takes place at YouthPoint in Watford, and is tailored to individual requirements, including two weeks’ work experience designed to match the young person’s individual specification. As a result, 18 of these young people are now either in further education, employment or training, including recent offers of employment to two young people who had previously suffered with anxiety and been home educated.

Young People’s Awards Showcase Success A record number of young people in Three Rivers were delighted to receive a young people’s award from YC Hertfordshire in November – in recognition of the many achievements they have made. Awards celebrated those who had gained employability skills to gain apprenticeships; those campaigning against inequality and discrimination as well as young people who had made significant developments in personal and social skills – enabling them to make positive choices about their future. The awards were presented at a ceremony at County Hall, attended by Executive Member for Children’s Services, County Councillor Teresa Heritage. As noted by one parent attending, it was an inspiring event which showcased the massive benefit given to young people by YC Hertfordshire.

‘Voice of the Young Person’ Brings the Community Together A new Youth Forum in Three Rivers has had significant success in bringing together the local community in West Hyde – thanks to the inspiring fundraising efforts of the young people involved. Transforming West Hyde Youth Centre into a haunted house for Halloween, and inviting the local community to take part in a variety of fundraising activities, saw them raise over £200 for the Short Breaks Centre – which supports young people with learning

disabilities and complex health needs in the area. Buoyed by their success, the Youth Forum are now holding a second Christmas event and hope to raise even more money for the charity – as well as building on the ties already formed within the local community.

National Youth Work Week Youth workers across Three Rivers used the opportunity presented by National Youth Work week to further publicise the work of YC Hertfordshire among young people across the district. Youth workers manned stands in four schools promoting our services – under the theme of youth work for today and tomorrow – and as a result have seen an increase in numbers attending projects, and a greater awareness of the services we offer.

Upgrade to YouthPoint Music Studio and Activity Hall Using S106 funding, both the music studio and activity hall in YouthPoint in Watford have been upgraded. A new Icon mixing desk has been added to the studio to ensure that the facilities remain relevant and keep pace with technological change, and acoustic panels have been added to the wall of the activity hall – to enable it to be used as a venue for live music events. A number of young people who have really struggled in a conventional school setting have benefitted from using the creative medium of music and have been able to follow instructions and work with others in a very positive way. The resulting increase in self-esteem is wonderful to see.

Work with LGBTQ Young People YC Hertfordshire hosted its first Pride Prom in YouthPoint in November, welcoming almost 50 young people from across Hertfordshire. The event gave LGBTQ young people in the district the opportunity to enjoy an evening of music, food and entertainment in a safe and secure environment. As well as YC Hertfordshire, members of Hertfordshire Constabulary, Hertfordshire Fire and Rescue Service and the OLLIE Foundation, which promotes mental health and well-being among young people, attended the event. There was also a range of LGBTQ support service information and advice available for young people.

Abbots Langley Young People Support ‘Tough Ten’ Race For the first time this year, young people who attend the Abbots Langley & West Hyde youth projects joined together to support the community by taking part in the ‘Tough Ten’ race in October. Running either 3 or 5km, together with a YCH youth worker, the young people raised money for the community and to thank the charity – which has donated funds towards equipment for the youth centre over the last three years.

South Oxhey Project Takes Off Following the identification of local need, a targeted prevention and early intervention youth project has been running at YouthZone in South Oxhey, and is already proving very popular. Open to young people in school years 10 & 11, and in the run-up to Christmas, the project is currently focusing on healthy lifestyles – including drugs & alcohol awareness and sexual health. Plans for next term will include the opportunity to develop ideas on giving back to the local community – an idea suggested by the young people themselves.

Garston Manor Partnership Work A new multi-skills sports project run in partnership with Garston Manor School this term has been a great success – building on the strengths of young people through sport. The success of the partnership has resulted in an increased attendance of young people at the LD project ‘Galaxy’ at Rickmansworth Youth Centre.

Takeover Day 2017 – Giving Young People the Opportunity to Help Shape Local Services 22 young people from Hertfordshire were given the opportunity to shape plans for Children’s Services as part of this year’s Takeover Day. The annual Takeover Challenge, a national initiative led by the Children’s Commissioner, saw young people from across the County taking part in a full day of activities which provided a valuable insight into Hertfordshire County Council and other local public organisations. The Takeover Challenge was coordinated by YC Hertfordshire and the aim of the day is to develop the way in which the voice of young people in Hertfordshire is heard by those who make decisions about the services affecting them. It also gives young people an insight into the various roles and decision-making processes across different organisations. This year, 22 young people took part including young carers, children in care, young people with additional needs, and members of Herts1125 Forum including Young Commissioners and the LGBTQ strategic group, Who Not What. Young people took part in a series of workshops with senior officers from the County’s Children’s Services. The workshops were designed to find out what young people wanted to include in Hertfordshire County Council's Children's Plan. They also had the opportunity the take part in a quiz about how the budget is spent on services across the county and were able to share their opinions on how they think money should be spent in the next financial year.

Families First Triage. Young people identified through the Families First Triage system as likely to gain particular benefit from the help that YC can offer have been supported by both Youth Workers and Personal Advisers. This support is tailored to individual need and has included personalised sessions on topics such as avoiding risky behaviour; staying safe; raising aspirations and increasing self-esteem. Young people are also encouraged to take part in group projects and programmes.

The Empathy Project – Update The Empathy Project –a joint initiative by YC Hertfordshire, West Hertfordshire Hospitals NHS Trust and East and North Herts Hospitals NHS Trust – has been up and running at Watford General Hospital since October. A youth worker from YC Hertfordshire has been chaperoning trained volunteers on a Thursday, Friday and Saturday evening as they provide welcome support to young people and their families in the children’s A & E department.

Emotional Health and Wellbeing Youth Heath Champions and Empathy project volunteers, supported by YC Hertfordshire, combined forces to create a powerful photographic exhibition on behalf of the OLLIE foundation at a recent Art of Grieving Exhibition. The exhibition was organised by Bereavement Matters and attracted hundreds of visitors over the course of the weekend. The YC Hertfordshire exhibit focused on suicide and its impact and those attending were able to share stories about their own experiences of losing loved ones.

Conference Focuses on Young People’s Mental Health and Wellbeing Encouraging young people to talk about their mental health was the focus of the first Mental Health Conference held as a joint venture between Hertfordshire County Council YC Hertfordshire and Sandringham School in St Albans. The event took place on the 23rd November at Sandringham School, and more than 300 young people, parents and professionals attended and heard inspirational talks by mental health experts, ambassadors and those who have experienced first-hand the impact that mental health issues can have on young people and their families. There was a special focus on promoting mental health among young men and managing stress, anxiety and body image issues.

NEET Numbers Out of a Year 12 & 13 cohort in Three Rivers of 1,956 young people, only 48 are now registered as NEET (2.45%). Of these, 40 are available and 8 not available for employment, education or training.

Pocket sized books for each subject--birds, animals, insects butterflies, trees wildflowers fungi - are provided. Meet at the former Windmill pub in the middle of the tiny hamlet of Charlton, SG5 2AE. No need to book, just turn up.

Copies of the agenda are available for inspection five days prior to meetings at Three Rivers House or at www.threerivers.gov.uk

The Council welcomes contributions from Members of the public to its discussion on agenda items at Committee meetings. Contributions will be limited to one person speaking for and one against each item for not more than three minutes. Please note that in the event of registering your interest to speak on an agenda item but not taking up that right because the item is deferred, you will automatically be given the right to speak on that item at the next meeting of the Committee.

Details of the procedure and the list of those registering the wish to speak are available 30 minutes before the start of the meeting.

In accordance with The Openness of Local Government Bodies Regulations 2014 any matters considered under Part 1 business only of the meeting may be filmed, recorded, photographed, broadcast or reported via social media by any person. Recording and reporting the Council's meetings is subject to the law and it is the responsibility of those doing the recording and reporting to ensure compliance.
