Parking: To avoid getting towed, all resident vehicles must be registered with the office and display a valid Ram’s Village Parking Permit on the lower drivers side corner of the front windshield. Overnight guest parking passes are available in the office during normal business hours. Remember, NO GUEST PARKING ON CSU HOME FOOTBALL GAMEDAYS! 2. Parties: We want you to have fun here, but please keep in mind that excessive, noise, alcohol or more than 15 people in your apartment is a violation of your lease. Kegs are not allowed at Rams Village! 3. Smoking: Is not allowed: in your apartment, at the pools, in the laundry rooms, office, study, or workout rooms. You may smoke outside your apartment but please take care of butts or waste. Butt cans are available in the office. 4. Trash: Please keep your apartments and porches free of garbage using the dumpsters located in the parking lots. **Glass bottles and containers are not permitted outside your apartment and need to be disposed of in the dumpsters. 5. Recycling: If you would like to recycle, we do have a recycling container available on the west side of our property by O building. **All corrugated RNG150N cardboard must be recycled per City of Fort Collins ordinance. 6. Pets: We love animals but your lease does not allow any pets, visiting or otherwise., anywhere on the property. Any pets discovered in your apartment will result in a $100 fee per day/per roommate. 7. Furniture: All Ram’s Village furniture must remain inside your apartment. Only appropriate patio furniture is permitted to be outside. 8. Grills/Barbeques: Rams Village has provided charcoal grills throughout property as well as gas grills located at each of the pools for residents to use. **No personal grills/hibachis are allowed on resident balconies, porches or patios per City of Fort Collins ordinance. 9. Amenity Codes: These codes are for your apartment’s use only. DO NOT give out your code to non-residents other Ram’s Village residents or your amenity privileges will be revoked.     REQUEST FOR EXTENSION OF TRANSITION PHASE COMPLETION DATE AND WAIVER OF DEADLINE TO CEASE OPERATIONS ON PRE-AUCTION CHANNEL Estrella Television License LLC (“Estrella”), licensee of television station KETD(TV), Castle Rock, CO (“KETD” or “Station”) hereby submits this request for an extension of the Phase Completion Date for KETD and a waiver of the requirement in Section 73.3700(b)(4)(iii) of the Commission’s Rules that KETD must cease operating on its pre-auction channel within 39 months of the issuance of the Closing and Channel Reassignment Public Notice, or by July 3, 2020.1 As demonstrated below, grant of the requested extension and waiver will not frustrate the underlying policy of the Federal Communications Commission (“FCC” or “Commission”) and good cause exists for a grant of the requested relief to allow the Station to continue to operate on its pre-auction channel until it can transition to its post-auction channel. I. INTRODUCTION AND SUMMARY When the FCC adopted the Incentive Auction Report and Order in 2014, it sought to strike a balance between the interests of various stakeholders by “provid[ing] sufficient flexibility to both broadcasters and the Commission to ensure a successful, expeditious transition, while minimizing disruption to consumers and providing appropriate certainty to the wireless industry.”2 Accordingly, the Commission adopted a 36-month post-incentive auction transition period (the “Broadcast Construction Period”), designating authority to the Media Bureau to establish individual deadlines within the construction period subject to an outside date after which no stations may operate on their pre-auction channels.

This study is similar in scope and content to one published in 1974,1 but also includes data on Class A television stations, a service which did not exist at that time.
