HOUSING AND URBAN PLANNING DEPARTMENT 3.1 Working of Lucknow Development Authority Lucknow Development Authority was constituted (September 1974) under the Uttar Pradesh Urban Planning and Development Act, 1973 for planned development of the city. Performance audit of its working revealed delay in preparation of Master Plan, poor financial management and deficiencies in implementation of master plans/schemes. The scope of audit was however, limited due to non-production of records. Highlights Annual accounts of the LDA were neither certified by the Statutory Auditor nor submitted to the Government. At the end of March 2006, discrepancy of Rs. 17.77 crore between the books of LDA and various banks had not been reconciled. (Paragraphs 3.1.6.2 & 3.1.6.3) Expenditure exceeded budget provision by 150 per cent to 239 per cent during 2003-06 indicating defective budget making process in the Authority. (Paragraph 3.1.6.4) Advances aggregating Rs. 194.33 crore given to the officials of LDA and Government departments/ agencies remained unadjusted for the last 1 to 20 years though temporary advances given to officials were to be adjusted within one month.     INTRODUCTION 1 ______________________________________________________________________________________ 1.1 Introduction Urbanisation and economic development have caused rapid city expansion in size and structure. The urban structure is becoming increasingly complex, heterogeneous and irregular in shape. The development spreads over to the peri-urban areas resulting in degradation of natural and rural land over time. This process will continue further, if remain unchecked through proper planning measures. This will adversely impact the quality of life of both urban and peri-urban dwellers. Although the urban sprawl in a developing city cannot be stopped, however; a remedy to this issue can be devised through strict zoning regulations based on land suitability and carrying capacity, which allows land use to be channelled towards more sustainable uses. In this context, research study entitled Dynamics of Peri-Urban Areas: Prospects and Challenges of Sustainable Development - A case study of Peri-Urban area of Lucknow is undertaken and peri-urban areas are illustrated at Map 1. Lucknow has been divided into two parts based on growing urbanisation i.e. old Lucknow and New Lucknow. The peri-urban area denote to a grey area which is neither entirely urban nor purely rural in the traditional sense. Urban sprawl in recent times is a subject of popular debate between policy makers and environmentalists in context of the status of urban people and the state of the human ecology. With the high pace of social and economic development resulting growth of urban population, lack of infrastructure, congested traffic, environmental degradation and shortage of housing became the major issues faced by the urban areas. The present paper is an attempt to identify and analyze the rate of urban growth, with a focus to explore the morphological structure and characteristic of urban sprawl in Lucknow City (capital city of the most populous state of Uttar Pradesh, situated in the middle of Gangetic Plain and spreads on the banks of the river Gomati, a left bank tributary of river Ganga) arising out of dynamic interaction between different urban functions along with historical, social, economic and administrative factors based on primary and secondary data.
