EXECUTIVE SUMMARY 1.1 INTRODUCTION Awadhoot Bhagwan Ram Post Graduate College Anpara is a pioneer co-educational institution of Purvanchal Zone of Uttar Pradesh. It is affiliated to Mahatma Gandhi Kashi Vidyapith University, Varanasi. Recognised by University Grant Commission under 2f & 12b, it is 30th best college of Northern India surveyed by renowned Education and Career Magazine ‘Careers 360’. Awadhoot Bhagwan Ram Post Graduate College Anpara is also recognised by NCTE. Sonebhadra at a glance Sonebhadra, the 2nd largest district of Uttar Pradesh, lies in the extreme southeast of the state. The district headquarter is 101 km from the college. It is the only district in India which borders four states namely Madhya Pradesh, Chhattisgarh, Jharkhand, and Bihar. The southern region of Sonebhadra is referred as the " Energy Capital of India ". This region has many power stations around Govind Ballabh Pant Sagar, the reservoir of Rihand Dam (Largest Dam of India by Volume). Govind Ballabh Pant Sagar is largest artificial lake in India. PREFACE 1. This report has been prepared for submission to the Government of Uttar Prdesh in accordance with the terms of Technical Guidance and Supervision (TGS) of the audit of accounts of Panchayati Raj Institutions (PRIs) by the Comptroller and Auditor General of India as envisaged by the Eleventh Finance Commission. 2. This report has two chapters. CHAPTER I contains a brief introduction of functioning of various levels of the PRIs in the state with the observations and comments on accounts and CHAPTER II deals with audit comments based on inspection. 3. The cases mentioned in the report are those, which came to notice in the course of test audit/inspection of accounts during the year 2006-07. During the period from April 2006 to March 2007, accounting and other records of 47 Zila Panchayats, 130 Kstetra Panchayats and 2909 Gram Panchayats were inspected. iii Chapter I An overview of Panchayati Raj institutions CHAPTER I AN OVERVIEW OF THE PANCHAYATI RAJ INSTITUTIONS 1.1 Introduction 1.1.1 In keeping with the 73rd Constitutional amendment, Uttar Pradesh Kshetra Panchayat and Zila Panchayat Adhiniyam was enacted in 1994 to establish a three-tier Panchayat Raj Institutions (PRIs) system of elected bodies- Gram Panchayats (GPs) at village level, Kshetra Panchayats (KPs) at intermediate level and Zila Panchayats (ZPs) at the district level. 1.1.2 Besides paving way for decentralization of functions, functionaries and funds until then vested with the State Government, the system (PRIs) aimed at increasing participation of people and effective implementation of rural development programmes. The overall supervision, co-ordination, planning and implementation of developmental schemes vested with the ZPs. -
