MINUTES The Parish Council Meeting of Catworth was held on Wednesday 13 November 2019 at 7.30pm at Catworth Village Hall

Present P Carr (Chair), C Ellson, J Hurley, A Moore, J McAuley and Stuart Rupp, Parish Councillors. HDC Cllr J Gray 3 members of the public

OPEN Each person wishing to address the council will be allowed to speak for a maximum of 3 minutes MEETING subject to the Chair’s discretion. This part cannot be longer than 15 minutes. Draft Budget to be posted to the website before the next meeting. Some items due to GDPR will be removed. Headteacher of Brington Primary School attended the meeting and presented the next challenge they are facing re: Computing. The school are seeking for some support. In total School need £5,000 for computing equipment. It was noted that 20% of children are from Catworth. The School applied and already received some funding. A list of break down will be shown. PC will need to check if it would be possible to use S137 or General Power of Competence to make the payment. 11/721 To Receive and Approve the Minutes of the Parish Council Meeting 9 October 2019 Proposal: Proposed by Councillor AM, seconded by Councillor CE, all in favour and it was RESOLVED Carried that the minutes be accepted and signed as a true record of the meeting. Chair signed the Minutes.

11/722 Planning None received.

11/723 Clerk’s Report County Highways were chased re: potholes.

11/724 To Consider and Discuss NP for Catworth Next step is to examine what the process is if to proceed with NP. Cllrs JH, PC and CE are going JH, PC & to Local Plan workshops arranged by HDC. CE

11/725 Finance - Budget Reports 11/725.1 Finance report: To note a Bank Reconciliation, Cashbook and I&E up to 31 Oct 19. Noted. 2nd CIL payment for £7,692.51 received on 22 Oct 19. Bank Balance and Cashbook balance as at 31 Oct 2019 was £46,809.01, no outstanding payments. 11/725.2 To Consider Budget proposals for 2020/21 Financial Year: Finance Committee met on Tue 15 Oct 19 and brought proposals/recommendations to PC meeting. Note: Precept has to be submitted to HDC by 12 Dec 19. Regarding the streetlights: PC may wish to use LED lights for the next phase, PC consider they could well have enough funds to complete the scheme if included the 2nd CIL payment received. in Streetlighting would fall under infrastructure. PC agreed to approve the Budget Precept for 2020/21 at the next meeting in Dec. The draft Budget will be published onto PC website. Clerk 11/725.3 To Consider Support to Brington School for children’s computers, Cllr J McAuley Catworth PC value children’s education and will look into this request at the next meeting. Either S137 or General Power of Competence could be used to donate money to school. In which case PC could use this year’s S137 which is £1,200 in the budget. Next month’s Agenda item. Clerk to check the S137 limits. Clerk 11/725.3 To consider the expenditure of the CIL funds received The payments just received by PC in Oct 19 are for then 2nd & 3rd instalments on those Demand Notices so no further payment will be received covering the 2 planning applications, the payment made in April covered the 1st Instalment received. PC proposed these funds to be used for specific purpose: Streetlighting project which is infrastructure and therefore could be spent on. Agenda item – application of CIL funding of £7,692.51 for use of street lighting project. The 1st payment received in Apr 19 was ring fenced for footpaths. Proposal: Proposed by Councillor JH, seconded by Councillor CE, all in favour and it was RESOLVED Carried that all items tabled in 11/725.4 are to be paid. Councillors JH and PC agreed to authorise the CW, PC online payments. Check with Lloyds re: Cllr S Rupp to become a signatory.

11/726 Hedges and Paths in the Village - trees 11/726.1 Feedback re: Church Lane hedges, update by the Clerk Cllr PC will issue a map marking the boundaries and the offending hedge. Clerk then will email PC Bletsoes showing the boundaries.

11/726.2 Feedback re: The offending hedges in the village, report by Cllr S Rupp Cllr SR reported that he was approached by the resident with regards to the hedge along Church SR Road. Cllr SR have reported it as a highways issue to County Council as it reduces the width of the road & has now over grown so traffic signs can no longer be seen. Still awaiting response from CC Highways. Reporting to the County Council can be done by anyone via their website, as it would add weight to any complaint. The field reported as not tenanted but still needs to be maintained. Monitor.

Hedges by the garage are getting overgrown. Cllrs SR and PC will approach residents and report SR it online as it is County Council Highways issue.

11/727 Highways issues in the village: Outcome after meeting with CCC Highways 11/727.1 LHI scheme application: Awaiting feedback from CCC

11/727.2 Pot hole outside 21 Church Rd reported to CCC and feedback received. Side of the road will be done in the next financial year. With the help of County Cllr I Gardener, PC received following feedback from CC Highways explaining the situation. District Highway Maintenance Manager East & Cambridgeshire County Council reported that he asked the Local Highway Officer, Joseph Hudson to visit site and investigate this, subsequently on the 11th November, twenty carriageway potholes were ordered for repair, these works will be completed by the 29th November 2019. Although there are currently no plans to undertake carriageway patching Highways Manager have requested Local Highways Officer to monitor the location with a view to carrying out works in the next financial year. PC thanked County Cllr IG.

11/728 Streetlighting – Ongoing The working group will meet to discuss the further actions, the streetlighting drawings and the file AM are with Cllr AM. Light outside 60 Station Road PC03 was reported as not working, now repaired.

11/729 Parish Council website, Cllr PC Review and look at the ideas when we have an ability to do it as a group. PC

11/730 Correspondence – Noted. ‘Operation Bridge’ – No response.

HDC Cllr JG joined the meeting A verbal report presented. HDC Cllr JG left the meeting.
