My responses on each of your points are below. Welsh Government support for businesses participating in trade missions Developing new export business requires a certain level of investment of time and money from companies. The Welsh Government contributes to this investment with both free and subsidised advice and support. Companies should not see trade missions as the first step towards exporting. Whilst they are a good way of assessing the potential opportunities in a market, they require a significant amount of advance preparation to ensure companies can maximise the benefit from their time in market. A great deal of support is available to help companies prepare for the trade missions, much of which is free or heavily subsidised. As I mentioned in Newtown, sharing the cost demonstrates a joint commitment and partnership between the company and Welsh Government. The cost of participation is substantially subsidised and, if a company is serious about exporting, then this should not be a barrier to joining a trade mission. There are three different types of intervention to take a company to market which are: Food and Drink Trade Development visits; attendance at major trade shows; and multi-sector trade visits.

Second vote on 18th May: Carwyn Jones nominated unopposed The Deal Labour and Plaid Cymru have reached an agreement where Plaid can influence legislation and policy for the duration of the Fifth Assembly: Standing committees on legislation finance constitution National Infrastructure Commission Development Bank for Wales The new Welsh Government 4 senior Welsh Government members departed at the election – Huw Lewis, Edwina Hart, Leighton Andrews and senior special adviser Jo Kiernan. Cabinet Members Need to present a new, fresh image – virtually everyone gets a new job Except Kirsty Williams, everyone has been a minister before… Further reshuffle in a year or so to bring in truly new Members? Smaller government – overall number of Ministers reduced, less pressure on Labour backbenchers Housing priorities of the Welsh Government – manifesto commitments We will deliver an extra 20,000 affordable homes in the next term.

I am grateful for the Committee’s consideration of these key issues throughout the Assembly term and am happy to address the comments and queries in your letter. Child poverty We remain committed to ensuring that the people of Wales have access to the best support available where they are looking for suitable and sustainable employment. The Welsh Government has a strong track record of providing support through a range of interventions that have successfully moved people from benefit dependency into long term employment; none of which have required mandatory participation. With regard to mainstream UK employment support provided through the Department for Work and Pensions (DWP), I recognise that there are intrinsic links between this and the administration of the benefit system with its associated regime of mandatory participation in a number of employment related activities. I believe, however, that there are opportunities worth exploring with DWP to determine more appropriate routes into employment that are more encouraging and supportive as opposed to operating a strict regime that does not suit all. Our approach has always been to provide access on a voluntary basis, which has proved successful in many cases. I have recently agreed with the UK Government that we will work jointly with the Cardiff Capital Region to co-design the Work and Health Programme that will replace the Work Programme in Wales from April 2017.

You have asked for further information about how the devolution settlement is working in practice, with particular regard to the inter-governmental relations between the Welsh Government and UK Government departments. The Commission will have seen the Permanent Secretary’s evidence to the House of Commons Public Administration Select Committee, which I sent you on 1 May. This describes our working relationships with the UK Government as professional, business-like, constructive, numerous, complex and sometimes frustrating. In this letter I set out a number of key issues in our relations with the UK Government. In the Annexes, I have included a selection of case studies, related to your questions, to illustrate in more detail the positive collaboration as well as some of the frustrations. The Commission will appreciate that I have not been able to share examples where negotiations are live and sensitive. On your question about the extent of bilateral engagement between Welsh Government and UK Government Ministers, this is business-driven and very extensive on some issues. In other areas, where matters are largely devolved, the need to engage is considerably less. I have not provided a specific Annex on this, but Ministerial engagement is a feature of most of the case studies.

    Y Pwyllgor Cyfrifon Cyhoeddus / Public Accounts Committee PAC(5)-11-20 PTN5B Sir Brendan Barber Mr Mark Drakeford AM First Minister of Wales 14 April 2020 Dear First Minister The death of Carl Sargeant and the IQCI You asked me in December if I would consider taking on a mediating role to explore with the family of Carl Sargeant and the Former First Minister Carwyn Jones whether common ground could be established on the most appropriate way forward. The background to this, as you well know, was that in the wake of Carl’s death it had been decided to establish an independent, QC led, investigation (IQCI) to consider the actions and decisions of the Former First Minister. Since that decision however other events have intervened, including protracted exchanges on the proposed working methods of the IQCI, an internal Welsh government leak enquiry, and notably a Coroners’ Inquest into the death of Carl Sargeant as a result of which a great deal of evidence concerning the actions and decisions of the former First Minister has been considered on which he has been questioned extensively and publicly. These intervening events have resulted in decisions by the government up to this point to pause the investigation and have led to a questioning on whether the IQCI is now an appropriate and proportionate way of considering any outstanding matters. Having accepted your December request, I have now had the opportunity to discuss all these issues extensively with members of the Sargeant family (Bernadette Sargeant and Jack Sargeant and their legal adviser Neil Hudgell), and with the Former First Minister Carwyn Jones.
