  • People, Places and Policy
    People, Places and Policy Set within the context of UK devolution and constitutional change, People, Places and Policy offers important and interesting insights into ‘place-making’ and ‘locality-making’ in contemporary Wales. Combining policy research with policy-maker and stakeholder interviews at various spatial scales (local, regional, national), it examines the historical processes and working practices that have produced the complex political geography of Wales. This book looks at the economic, social and political geographies of Wales, which in the context of devolution and public service governance are hotly debated. It offers a novel ‘new localities’ theoretical framework for capturing the dynamics of locality-making, to go beyond the obsession with boundaries and coterminous geog- raphies expressed by policy-makers and politicians. Three localities – Heads of the Valleys (north of Cardiff), central and west coast regions (Ceredigion, Pembrokeshire and the former district of Montgomeryshire in Powys) and the A55 corridor (from Wrexham to Holyhead) – are discussed in detail to illustrate this and also reveal the geographical tensions of devolution in contemporary Wales. This book is an original statement on the making of contemporary Wales from the Wales Institute of Social and Economic Research, Data and Methods (WISERD) researchers. It deploys a novel ‘new localities’ theoretical framework and innovative mapping techniques to represent spatial patterns in data. This allows the timely uncovering of both unbounded and fuzzy relational policy geographies, and the more bounded administrative concerns, which come together to produce and reproduce over time Wales’ regional geography. It is the largest town and the administrative centre of Blaenau Gwent county borough. Originally a rather insignificant spot in rural Monmouthshire with only about 120 inhabitants but at the end of the 18th century, Ebbw Vale—and the whole valley—was transformed by the Industrial Revolution. The Ebbw Vale Iron Works, later to become the Ebbw Vale Steelworks, opened in 1778, followed by the opening of a number of coal mines around 1790. At its height (1930s — 40s) the steel works in Ebbw Vale was the largest in Europe, although attracting very little attention from German bombers during World War II. By the 1960s around 14,500 people were employed in the works in and around Ebbw Vale, but the end of the century witnessed a massive collapse to the industry. A strike in 1980 was followed by closures and redundancies which resulted in the dismantling of many of the old plants.     Capel Soar-y-mynydd, Ceredigion Richard Coates 2017 Capel Soar-y-mynydd, Ceredigion The chapel known as Soar-y-mynydd or Soar y Mynydd lies near the eastern extremity of the large parish of Llanddewi Brefi, in the valley of the river Camddwr deep in the “Green Desert of Wales”, the Cambrian Mountains of Ceredigion (National Grid Reference SN 7847 5328). It is some eight miles south-east of Tregaron, or more by road. Its often-repeated claim to fame is that it is the remotest chapel in all Wales (“capel mwyaf pellennig/anghysbell Cymru gyfan”). Exactly how that is measured I am not sure, but it is certainly remote by anyone in Britain’s standards. It is approached on rough and narrow roads from the directions of Tregaron, Llanwrtyd Wells, and Llandovery. It is just east of the now vanished squatter settlement (tŷ unnos) called Brithdir (whose site is still named on the Ordnance Survey 6" map in 1980-1), and it has become progressively more remote as the local sheep-farms have been abandoned, most of them as a result of the bad winter of 1946-7. Its name means ‘Zoar of the mountain’ or ‘of the upland moor’. Zoar or its Welsh equivalent Soar is a not uncommon chapel name in Wales. It derives from the mention in Genesis 19:20-30 of a place with this name which served as a temporary sanctuary for Lot and his daughters and which was spared by God when Sodom and Gomorrah were destroyed. Gone are the days when we can look at a single issue in isolation. People’s lives are not lived in silos. The ability to work is not just dependent on skills but other factors such as having a transport system that is affordable and easily accessible. It depends on good health and wellbeing, for which we need access to green spaces and clean air. As decisions about the Cardiff Capital Region City Deal are being made since the Well-being of Future Generations Act came into force they are an important milestone in the life of the Act. They offer an opportunity for us to see how local authorities, Welsh Government, and other partners are working to fulfil their obligations. That is, how they intend to maximise their contribution to the well-being goals using the five ways of working set out in the Act. As a 20-year programme, the City Deal also offers an unusual and valuable opportunity for the authorities involved to work on a longer time frame. Short-term funding cycles are often blamed by public bodies for an inability to make long-term plans with positive long-term impacts, so we expect that they will welcome the opportunity that the City Deal programme offers to do just this.
