In this Issue BY MATTHEW HALITSKY, CHAIR, NATIONAL ALLIANCE OF PRESERVATION COMMISSIONS Every other year, NAPC gathers preservation commissioners and staff for FORUM, where we can all learn from one another and from a host of experts. This July we return to our organization’s roots in the South and to the home of the oldest Mardi Gras festival in the country, Mobile, Alabama. Not only a vibrant community with a rich history and a fantastic array of heritage assets, Mobile also exemplifies so many cities across the country today, facing the challenge of development pressures as a result of the Great Recession, keeping historic districts relevant, climate impact, and political winds. We look forward to continuing the national dialogue from previous FORUMs in such a remarkable community. This issue provides a small preview of the great things to see and hear at FORUM 2016. We are also excited to partner with the National Park Service for the 50th anniversary of the National Historic Preservation Act (Preservation@50). With the help of our local partners, including the Mobile Historic Development Commission, the Alabama Trust for Historic Preservation, and the Alabama Historical Commission, we have organized an exceptional programming lineup comprised of educational sessions, workshops, tours and training courses revolving around the conference themes of Preservation@50, advocacy, diverse and underrepresented resources, climate impact, and local commissions. An impressive array of speakers including Frank Vagnone, author of the Anar- chist’s Guide to Historic House Museums, Ed McMahon, fellow with the Urban Land Institute, and Joe Minicozzi of Urban3 will reflect on the accomplishments of the preservation movement over the past fifty years, as well as look towards the future of preservation over the next fifty. Our national partners, including the National Conference of State Historic Preservation Officers, the National Trust for Historic Preservation, the U.S. National Committee of the International Council on Monuments and Sites, and of course the National Park Service will join us in Mobile to help celebrate the 100th anniversary of NPS. We hope you will, as well. As the largest gathering of preservation commissions across the country, FORUM continues to provide not only essential training, but an open environment for the continued discussion of important preservation issues relevant to all of us. Photo by: Daniel Fiore/SEARCH, Inc. via AP MOBILE, Alabama — Dives into murky water, painstaking examinations of relics and technical data and rigorous peer review led historians and archaeologists to confirm last week that wreckage found in the Mobile River in 2018 was indeed the Clotilda, the last known ship to bring enslaved Africans to the United States. An event heralding the discovery on May 30 in the Mobile community of Africatown made clear that much work remains. The Alabama Historical Commission and others working on the project must decide how much can be salvaged, whether it can be brought ashore or if it should be left in place and protected. Perhaps more important: How can the interest and publicity engendered by the discovery of the Clotilda be harnessed to foster economic and racial justice in the community? Anderson Flen, a descendant of one of the Clotilda's enslaved, believes the historic find can spark new discussions on those topics. "Number one is talking and communicating honestly and transparently," Flen said after a news conference on the effort to confirm the discovery. "The other thing is beginning to make some tangible things happen in this community." Another Clotilda survivor's descendant, Darron Patterson, said Africatown residents "have to come together as a group to make sure we're on one page, of one accord, to make sure this community survives." Thursday's gathering at a community center drew roughly 300 people.

    The Lady Slocomb: How Mobile, Alabama, Lost its Most famous Civil War Cannon to New Orleans By Paul Brueske, April 13, 2020 blueandgrayeducation.org The Lady Slocomb, Confederate Memorial Hall Museum, New Orleans Many fascinating stories were produced during the campaign for the capture of Mobile in March 1865. One of the more interesting tales related to the last siege of that terrible war, involved the fate of a Confederate cannon that was used at the siege of Spanish Fort called the Lady Slocomb. In the 1890s this cannon was displayed prominently on Mobile’s Government Street but vanished before the turn of the nineteenth century, ending up in New Orleans. During the siege of Spanish Fort, the big cannon was located at a redoubt known as Battery Blair. The big gun was manned by the Washington Artillery’s Fifth Company, which named it the “Lady Slocomb” after their captain’s wife. The cannon caused the besieging Federals much suffering until two Union shells disabled it and killed three Southerners. The dismounted gun was placed on the ground nearby, where it rested for nearly 25 years. Before the cannon was moved to the city, a charge of canister in the barrel was discovered by the old veterans and removed. Spanish Fort plan, 1865 | Library of Congress After the war, the Blue and Gray Veterans Union, a group of Union and Confederate veterans living near Mobile, was organized on July 4, 1890, on the battlefield of Spanish Fort, Baldwin County, Alabama. It was there the veterans, to their amazement, discovered the old Lady Slocomb cannon—a big 8-inch Columbiad built at Tredegar, Virginia.
