Reasonable and prudent investigations have been conducted on the site to determine whether there is reason to suspect current or historical environmental impairment at the site, or from adjacent properties. 1.1 Scope of Work A2L Technologies' Phase I Environmental Site Assessmentwas performed pursuant to the American Society for Testing and Materials ASTM E 1527-05 Standards for Phase I Environmental Site Assessments, and consists of: .. A site inspection and investigation for the purpose of identifying apparent visual evidence of hazardous materials and hazardous wastes and non-compliance with environmental regulations. .. A historical review"of available City Directories and Sanborn Fire Insurance Maps to Cleterrriirie current and previous subject site and adjacent property uses: .. A review of historic aerial photographs in and around the area of the site to determine the potential of past detrimental uses of the property and surrounding areas. .. A review of title and environmental lien records to determine historic property ownership and usage. .. A review of pertinent regulatory agency records and lists to determine the use of, disposal of, or improper handling of hazardous materials, hazardous wastes or other regulated materials at the site and surrounding areas. .. CEP CAPTRUST LLC Property Phase ¡ Environmental Site Assessment 102 West Whìting Street 8B&T ESA #102928 Tampa, Hillsborough County, Florida A2L Project # 100268 1.2 Property Description According to the available information, the subject site consists of a single irregular- shaped commercial parcel totaling approximately O.24:t acres of land. The Hillsborough County Property Appraiser Office lists the subject site as follows: " Parcel 10 #: A-24-29-18-4ZM-OOOOOQ-00011.0 - commercial parcel totaling 0.24:t acres. The subject property currently contains a six-story office building. Floors two through six contain the professional offices, while the first floor contains the main lobby and a parking garage. A basement parking area is also present under the building. Access to the property is by way of West Whiting Street from the north or by South Ashley Street from the east. 1.3 Data Gaps No title information or environmental lien search was provided by the client and thus historical property ownership was not investigated. Additionally, A2L was not authorized to request a chain of title or environmentaI4.i~n search for the subject site, In accordance with ASTME1527-05', the lack of title information and environmental lien search constitute a data gap far thls,assessmei5t. 1.4 Environmental Consideration ASTM E1527 - 05 defines a recognized environmental condition as "the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, groundwater, or surface water of the property." The following known or suspect recognized environmental conditions, historical recognÎzed environmental conditions, and potential environmental concerns were identified during the assessment activities: . No RECs identified in association with the subject property. Historical presence of a fertilizer warehouse on site in 1903. Due to the date of occupancy and the fact that the property is tidally influenced, the potential for contamination to exist today is de minimis. Historical presence of commercial businesses, industrial facilities, gas stations, cleaners, and auto repair shops in the area of the subject site from 1890's to 1930's. Hillsborough County, Florida A2L Project # 100268 . The flooding of the garage and elevator shaft serves as a potentíal source of unwanted microbial growth. Areas of water intrusion were observed at the exterior of the buílding. Water stained ceiling tiles and mold growth observed within the halls, janitor closets, and a few of the units. Mold growth also present on the ceiling tiles within the garage. Damaged asbestos containing materials present within the HVAC equipment room on each floor. The return air is directed to the plenum area above the ceiling tile, which is then mixed with fresh air in the mechanical room prior 10 being re-dîstributed throughout the floor, There is a potential for the debris and damaged material to enter the HVAC system.
