General Characteristics of the District The District Janjgir-Champa was established on 25 May 1998. The district Janjgir- Champa is situated in the center of Chhattisgarh and so it is considered as Heart of Chhattisgarh. The District Head Quarter Janjgir of the district Janjgir-Champa is the city of Maharaja Jajawalya Dev of Kulchury dynasty. The Janjgir-Champa district is a major producer of Food Grains in the state Chhattisgarh. The Vishnu Mandir of Janjgir district reflects the golden past of this district. The Vishnu Mandir is an ancient artistic sample of Vaishnav community. The Hasdeobango project has been considered as life supporting canal for the district Janjgir-Champa. Under this project 3/4th area of the district will be covered for irrigation. 1.1 Location & Geographical Area. The District Head Quarter of Janjgir-Champa is in Janjgir , which is situated on National Highway 200. Janjgir is 65 KM. away from Bilaspur and 175 KM from State capital Raipur through road route. District head quarter Janjgir is also connected with Rail Line of South-Eastern-Central Railway. It is situated on Hawarah-Mumbai main line. State capital Raipur is 152 KM. from Janjgir through Rail route. The railway station of district Janjgir is Naila and Champa. 1.2 Topography Janjgir Champa district is bounded by Raigarh district in the east, Bilaspur district in the west, Korba and Bilaspur district in the North, and Raipur and Raigarh district in the south. It lies between 21.6 degree to 22.4 degree towards North and 82.3 degree to 83.2 degree towards East. Height of the district from sea level is 294.4 Meter. Total area of the district is 446674 Hectare. 1.3 Availability of Minerals. Dolomite Stones are found in this region. However the production data is not available for the relevant year. Rationale The revision in ratings assigned to RCRIPL factors in the delays in servicing of debt obligations by the company owing to delays in execution of its railway siding project for use by the 3600 MW thermal power project (TPP) of its group company, KSK Mahanadi Power Company Limited (KMPCL) in Chhattisgarh. The company is developing a merry-go-round (MGR) rail system from the power plant site of KMPCL to the nearest railway station at Akaltara. While the inward line of the railway siding project has been operational since October 2013 and is being used for supplying coal to the operational capacity of 1200 MW of KMPCL, the outgoing line has witnessed delays in execution with the commissioning now expected by December 2017, due to execution related challenges, delays in execution of the end-use project and funding issues for the KSK group. The rating is also constrained by the weak credit profile of its sole counterparty, KMCPL, due to long delays in implementation of its TPP, owing to execution related challenges and delays in securing funding for cost overruns.
