Basic Hire Charges (A) Auditorium Concessionary Rate Purpose Service Code Normal Rate (See Scale V (D)) $ $ (1) Performance of music, (a) Basic charge for each performance/function drama, dance, government departments, District Councils or registered schools. Note 2 : Concessionary rates are not applicable to bookings outside normal booking hours. Note 3 : Provision of overnight service is subject to availability of staff resources and at the SOLE discretion of the Manager. Note 4 : Application for use of the Plaza will only be accepted from non-profit-making organizations for non-commercial activities not involving sale of commercial commodities or services. Note 5 : Charges for use of the Plaza is for provision of the venue only. No special cleansing service, crowd control service, security service and technical equipment/ services will be provided. Service Schedules Schedule A Air-conditioning, electricity (for Theatre fixtures and equipment only), water, the use of furniture as provided, stage, sound and electrical equipment as installed (except those equipment and services as listed in miscellaneous charges at Scale II), basic ushering service (except for rehearsals), service from electrical technicians and sound controllers as necessary, and the use of dressing rooms. Schedule B Working light, water, the use of furniture and stage equipment as provided (except those equipment and services as listed in miscellaneous charges at Scale II), service from electrical technician (one only) as necessary, and the use of dressing rooms. Schedule C Air-conditioning, electricity (for Theatre fixtures and equipment only), the use of furniture as provided. Schedule D (for Plaza booking only) Electricity (1 no. of 63Amp x 3 phases TP&n Fuse Switch only). Page 3 of 7 Scale II. Miscellaneous Charges (A) Musical Instruments (See Note 6) Code Charge $ (1) Charge for use of each Steinway concert grand piano per function per day (available E002D1 1,300 at Auditorium (on stage) only) (2) Charge for use of timpani per set (4 pieces) per function per day (available at E002G1 330 Auditorium only) Note 6 : Charges for use of piano include the service for one tuning only. Any extra tuning service will be charged at cost levied by the venue contractor with payment settled by the hirer to the contractor directly. Grand piano of brand name other than Steinway and upright pianos, if available as part of the original provisions of the hiring units, will be provided free but the service charge for any tuning will be charged at cost levied by the venue contractor with payment settled by the hirer to the contractor directly. BACKGROUND AND KEY ISSUES 1.1 THE STUDY The Consultancy Study on the Provision of Regional / District Cultural and Performance Facilities in Hong Kong was carried out in the period from end 2001 to mid 2002. The objectives of the study were: to make a clear assessment of community needs for cultural and performance facilities at the regional and district level to identify facility requirements in light of these needs to review and redefine the roles of existing cultural and performance venues and make recommendations for the rationalisation of provision if necessary in the form of a Rationalisation Plan to identify requirements for additional new regional and district cultural and performance facilities if necessary in the form of a Strategy for New Facilities Provision to recommend an effective means of implementation, including private sector involvement. It should be noted that the Rationalisation Plan and Strategy for New Facilities Provision are consultants’ independent recommendations rather than current policy commitments of the Government. The implementation of the consultants’ recommendations will be subject to government decision. The Study was divided into four stages.     LC Paper No. CB(2)772/11-12(01) For discussion 13 January 2012 Legislative Council Panel on Home Affairs Use of Public Open Space Managed by the Leisure and Cultural Services Department Purpose This paper briefs Members on the use and management of public open space under the Leisure and Cultural Services Department (LCSD). Background 2. LCSD develops and manages a wide range of recreational and sports facilities throughout Hong Kong for the enjoyment of members of the public and for the purposes of promoting a healthy lifestyle and sport for all. As far as public open space is concerned, the department manages over 1 500 parks and playgrounds of varying sizes providing leisure and recreational facilities such as gardens, walking and jogging trails, children’s playgrounds, sitting-out areas, football pitches, basketball courts and fitness equipment. The outdoor areas at the performing arts venues managed by LCSD are also open and accessible to all. Management of Public Open Space Leisure Venues (a) Designated uses 3. The Public Health and Municipal Services Ordinance (Cap.132) and the Public Pleasure Grounds Regulation made thereunder provide LCSD with the statutory authority to manage public pleasure grounds. Under this legal framework, we seek to meet the diverse leisure and recreational needs of the public by ensuring that activities in our pleasure grounds are conducted in a safe and orderly manner. The Regulation prohibits activities which may cause physical harm or danger to other park users or damage public property (e.g., lighting a fire other than in an area set aside for cooking, erecting unauthorised structures, tampering with hot wax and defacing or damaging any wall or fences in the parks).
