OPLAN HARABAS IN CITY AND CITY

(25 out of 695 transport drivers tested positive for drug use)

PDEA RO9 in partnership with the LTO, LTFRB, PNP and ZCADAC implemented OPLAN HARABAS, Drug Test Muna Bago Pasada today March 29, 2019.

The activity was highlighted by the conduct of drug test to the drivers of tricycle, taxi, jeepneys, express van vehicles facilitated by the Chemists of PDEA9 in 5 different designated areas / terminals in : San Roque Terminal, Divisoria-IBT Terminal (Plaza Pershing), Dreamville Ayala, Canelar (Avon) area, and at KCC Mall, and one drug testing area in Pagadian City (IBT Terminal).

The security and safety of the riding public / passengers is the primary concern in implementing this plan. It aimed to prevent road accident incidents due to illegal drug use among transport drivers.

K9 panelling / sweeping was also conducted in selected terminals utilizing PDEA9 K9 dog.

PDEA comics (Ang Driver) were also distributed to the drivers during the activity.

In Zamboanga City, 24 out of 570 drivers who were subjected to drug tests yielded positive results for use of illegal drugs. Their licenses were immediately turned over to LTO for proper action/disposition.

Moreover, 1 out of 125 transport drivers tested positive for use of illegal drugs in Pagadian City.

The activity started at 8:30AM and ended at 5:30PM.

On March 14, 2019, at about 1330H, personnel of this Office led by Agent Jury G. Rocamora, PDEA Zamboanga City Officer, proceeded to Conference Room,Philippine Ports Authority admin Building, Zamboanga City, and attended the meeting. Said forum was attended by Liberto C Dela Rosa, PMAC/PSAC Chairperson, Acting PSD Manager Far East Fuel, Jezrel Gesulgon, PPD Manager, PNP, MARINA, Philippine Coast Guard key officials. Furthermore, Agent Jury G. Rocamora discussed matters on the anti-illegal drug operations in cooperation with the various sectors of the government.

On March 24, 2019, at about 0900H, personnel of this Office led by Agent Jury G Rocamora, City Officer, proceeded to Recodo, Zamboanga City and attended the Barangay Assembly 2019 of the said barangay. Agent Jury G. Rocamora, gave insights on the supply and demand reduction of the government against illegal drugs. Said activity was attended by the barangay officials and its constituents, DILG City Director, Police Station 9 and Zamboanga Joint Task Force. Furthermore,PDEA Comics was distributed among the constituents of the said barangay.

On March 20, 2019 at around 1000H – 1400H, the Regional Oversight Committee on Barangay Drug Clearing Program headed by the above- signed, facilitated the Declaration of Five (5) Drug-Cleared Barangays of Zamboanga City. The ceremonial declaration was held at Garden Orchid Convention Center, Zamboanga City. These after all the said barangays have complied and satisfied the parameters as enumerated in DDB Regulation No. 3, Series of 2017.

The declaration was attended by other members of the Regional Oversight Committee, headed by Hon. Mayor Maria Isabelle G. Climaco-Salazar, and BADAC members of 98 barangays in Zamboanga City, estimated to be more or less 1,000.

Further, in the afternoon of the same day, Agent Jury G. Rocamora, City Officer, PDEA Zamboanga City Office, lectured on the Illegal Drug Situation followed by the lecture on Barangay Drug Affectation by PSUPT Robert Marcos, DCDO, ZCPO and BADAC Functionality (Points to Remember) by Mr. Jun Cillo, the City Local Government Operations Officer of DILG – Zamboanga City Field Office.

On or about 1:30PM of March 28, 2019, Agent Ingrid E. Radaza together with Agent Margelyn C. Asoy and Francis H. Lopez proceeded to -Pagadian Branch, Zone 4, Airport Road, Barangay Tiguma, Pagadian City. Agent Asoy discussed the Drug Situation in the and Strategy/Method in Curbing Illegal Drugs which was participated by the Medical Technology students of the said school.

On 1500H of March 12, 2019, PDEA Provincial Office in coordination with BJMP Sanito, Ipil Jail Male Dormitory conducted the following activities: Agent Dharyll Ian C. Pasagad conducted lecture ondrug identification and concealment method for jail officers to theBJMP Personnel held at BJMP Sanito, Ipil District Jail Male Dormitory, Ipil, ZamboangaSibugay. Distributions of PDEA Comics on illegal drugs were also disseminated as part of anti–drug campaign.

On or about 9:00AM of March 01, 2019, Agent Ingrid E. Radaza together with Agent Rizza L. Osorio and Agent Reyne A. Barrientos proceeded to National High Schoo, Sominot, . Agent Radaza discussed the Ill Effects and RA 9165 that were participated by Grades 10 to 12 of the above-mentioned School. PDEA Comics were distributed to participants of the said lecture of Sominot National High School.

On or about 1:30PM of March 15, 2019, Agent Ingrid E. Radaza together with AgentRizza L. Osorioand Agent Margelyn C. Asoyproceeded Barangay Kalingayan, , Zamboanga del Sur. Agent Radazadiscussed the Drug Situation in the Philippines and Strategy/Method in Curbing Illegal Drugs that wereparticipated bythe members of Barangay at Pulisya Laban saKrimen (BPLK) of some barangays in Pagadian City, and , Zamboanga del Sur. PDEA Comics entitled “That’s Enough, Brother!”were distributed to the participants of the said lecture.

On March 28, 2019, personnel of PDEA under the direct supervision of IAV MARIA FELINA M. BACHA conducted “Symposium on Anti-illegal Drugs” at School of Fisheries, Brgy. Olingan, Dipolog City, Zamboanga del Norte. During the said activity, Agent Eugene Daniel Morcilla discussed the following:  RA 9165 (Comprehensive Dangerous Drugs Act of 2002)  ill-effects of dangerous drugs  Types of Drugs and its classification

On March 18, 2019, personnel of PDEA Zamboanga del Norte led by IAV MARIA FELINA M. BACHA attended the Joint Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council (PADAC) Quarterly Meeting held at Top Plaza Hotel, Dipolog City.
