Annex H1 Flood Action Groups
H1.1 National Flood Forum Advice The National Flood Forum web site sets out the steps required in forming a FAG, in summary these steps are: i) Set up a residents meeting. ii) Establish a core group (Chair, secretary etc.) and determine how formal the group will be (for example will it have any funding, will a constitution be developed). This may be, for example, formed as a sub-group of a Parish Council. iii) Establish the key issues/ concerns for the group. iv) Promote and publicise within the local community. v) Plan approach to Authorities and Agencies. vi) Establish a multi Agency meeting (this might include for example, The District Council, the Highway Authority, The Environment Agency, the Local Water Utility, riparian owners (who may be individual or commercial property owners). vii) Establish a (local) meeting venue. viii) Set up and undertake the meeting with an established Agenda, chairperson etc. ix) Determine the frequency of (regular meetings) and criteria for extraordinary meetings (e.g. response to flood events) .
x) Inform wider community of outcomes and actions arising.
H.1.2 Existing Parish Plans Flood Action Groups The LRFMS (Annex C2) identifies Parishes with Parish Plans, although few of these specifically mention FAGs. Table H1 identifies those settlements that have established Parish Plans or are in the process of establishing Plans and Table H2 identifies those settlements for which the Parish Council have developed a Flood Action Plan.
