J6151 SES3 Contents AW.Qxd Chapter 1 Introduction 2 Crossrail 1 Introduction 1.1 Overview 1.1.1 This document is supplementary to, and should be read in conjunction with, the Environmental Statement (ES) for the Crossrail project (referred to as the ‘main ES’) as published in February 2005. Two Supplementary Environmental Statements (SESs) have been published since the main ES, the first in May 2005, and the second in January 2006. This document forms the third SES since the main ES. It provides additional information on some proposed changes to works (project alterations) following consultation on the ESs, interim findings of the Crossrail House of Commons Select Committee in July 2006, undertakings given to the Select Committee and individual petitioners, and changes following further design development. 1.1.2 All of the changes are within the current limits of the Bill and no changes to the powers set out in the Bill are required, hence none of these changes require an Amendment of Provisions. It is the purpose of this ES (hereafter referred to as ‘SES3’) to provide an assessment of the environmental impacts arising from the revised proposals to which the changes relate. The changes that require assessment are summarised in Table 1.1. Specifically this SES3 describes the permanent and temporary works and/or requirements for the use of land arising from the revised proposals, and any changes to the environmental baseline and assessment of significant environmental impacts from those reported in the main ES. 1.1.3 Errata which have been identified since the publication of the preceding ESs are set out in Appendix 1 of this SES3. Appendix 2 includes a copy of the clarifying report sent recently to affected residents in the Whitechapel station area setting out the likely construction noise impacts and associated mitigation. 1.1.4 The measures that will be used to mitigate impacts during Crossrail’s construction are described in Appendix B1 of the main ES. Implementation of these measures has been assumed in this SES3. The impacts reported in this SES3 are residual impacts, ie the significant impacts that will remain after the application of generic or specific measures to reduce or control them. 1.1.5 This SES3 is presented by route window, as in the main ES. It is not comprehensive, but aims to give a flavour of the variety of topics surrounding Spitalfields and the different materials available in the library. Dating from the 1720s it is located in Fournier Street, the most prestigious street in the area and home to some of the best preserved early Georgian domestic town-houses in Britain, few of which ever come on the market. Originally built for a wealthy French Huguenot family, this impressive listed building covers 4,313 sqft (401m2) configured over five floors. It has been lovingly and carefully restored by the current owner, an art collector and connoisseur, to retain all its original features, including the 18th century panelled interiors, sash windows and fireplaces as well as an imposing George I staircase. “ There are about one hundred and thirty Georgian terrace houses in the historic heart of Spitalfields, centred around Nicholas Hawksmoor’s magnificent Baroque Christ Church, completed in 1729. Of these houses – all of which are precious and generally different in the plans, forms and details – a half dozen or so are particularly important and architecturally impressive. This is partly a result of their larger than usual size but also because of the richness of their interiors, the erudition and ambition of their design and execution, and the completeness of their preservation.

    Life and Work: Poverty, Wealth and History in the East End of London Part One: The East End in Time and Space Time: The Historical Life of the East End Resource Spitalfields By Sydney Maddocks From: The Copartnership Herald, December 1931-January 1932 With the exception of its inhabitants and of those who have business there to attract them, Spitalfields is but little known even to a large number of the population of East London, whose acquaintance with it is often confined only to an occasional journey in a tramcar along Commercial Street, the corridor leading from Whitechapel to Shoreditch. By them the choice of the site of the church, as well as that of the market, may very easily be attributed to the importance of the thoroughfare in which they are both now found; but such is not the case, for until the middle of the last century Commercial Street had not been cut through the district. The principal approach to Spitalfields had previously been from Norton Folgate by Union Street, which, after a widening, was referred to in 1808 as "a very excellent modern improvement." About fifty years ago this street was renamed Brushfield Street, after Mr. Richard Brushfield, a gentleman prominent in the conduct of local affairs. The neighbourhood has undergone many changes during the last few years owing to rebuilding and to the extension of the market, but the modern aspect of the locality is not, on this occasion, under review, for the references which here follow concern its past, and relate to the manner of its early constitution.
