PLAN OF MANAGEMENT FOR SPRING CREEK RESERVOIR ORANGE CITY COUNCIL DATE OF ADOPTION: 3 December 2007 GENERAL MANAGER D07/15538 1. LAND COVERED UNDER THIS PLAN OF MANAGEMENT This Plan of Management applies to land comprising Spring Creek Reservoir as indicated on Map 1. Each parcel of land covered by this plan is detailed in Schedule 1 to the plan. 2. CATEGORY AND CLASSIFICATION OF LAND The land is classified as community land under the Local Government Act 1993 (“the Act”). The following community land categories apply to the land: • General Community Use • Natural Area - wetland The Natural Area category applies to that part of the dam and foreshores identified for the protection of bird habitats and breeding areas in the report prepared by Dr J Beard and Professor D Goldney in April 2000 to assess the potential for recreational activities on Spring Creek Reservoir as indicated in Map 2. 3. LAND OWNERSHIP The Land is owned by Orange City Council. 4. LOCATION & AREA The land comprises about 143.5 hectares of land adjacent to Lone Pine Avenue, Calton Road, Louie Lane and Shepherd Road in the locality of Summer Hill. The reservoir is located about 400 metres south of the edge of the Orange urban area defined by the Leewood Industrial Estate. 5. BACKGROUND Spring Creek Reservoir was constructed in 1931 at the confluence of the Gosling and Spring Creeks as the City’s third water supply reservoir after Gosling and Meadow Creek Reservoirs (Lake Canobolas). The reservoir was located downstream of Gosling Dam. The Spring Creek dam wall was raised in 1947 which increased the full supply level (FSL) by 1.8 metres. -

We strategically placed spatially distributed sensors to provide representative measures of changes in snowpack and subsurface water storage, plus the fuxes affecting these stores, in a set of nested headwa- ter catchments. The high temporal frequency and distributed coverage make the resulting data appropriate for process studies of snow accumulation and melt, infltration, evapotranspiration, catchment water balance, (bio)geochemistry, and other critical-zone processes. We present 8 years of hourly snow-depth, soil-moisture, and soil-temperature data, as well as 14 years of quarter-hourly streamfow and meteorological data that detail water-balance processes at Providence Creek, the upper part of which is at the current 50 % rain versus snow transition of the southern Sierra Nevada, California. Providence Creek is the long-term study cooperatively run by the Southern Sierra Critical Zone Observatory (SSCZO) and the USDA Forest Service Pacifc Southwest Research Station’s Kings River Experimental Watersheds (KREW). -

(CGL), together with Tetra Tech EBA. The project was administered by RDEK and the Ministry of Forests Lands and Natural Resource Operations (MFLNRO) provided technical review of the assessment report. The Cold Spring Creek watershed is located on the eastern slopes of the Columbia River valley, approximately 100 km north of Cranbrook, B.C. Situated on the coalesced fans of Cold Spring Creek and Fairmont Creek, are approximately 500 residents of the unincorporated community of Fairmont Hot Springs and the Fairmont Hot Springs Resort (FHSR). The area was impacted by a damaging debris flow on Fairmont Creek on July 15, 2012 and both Fairmont Creek and Cold Spring Creek experienced a high flow event in June 2013 that infilled reservoirs and plugged downstream culverts, causing localized damage. The objectives of the debris flow hazard and risk assessment are to determine the hazard and risk of future debris flow events on Cold Spring Creek, and to identify practical mitigation measures, if required. In summary, the results of the Cold Spring Creek debris flow hazard and risk assessment have determined that: • Because of the lack of field-based evidence, large-scale debris flows affecting extensive areas across the Cold Spring Creek fan are considered rare, with a low likelihood of occurrence. -

21. Recreation Resources 21.1 Introduction This chapter provides a description of the recreation resources setting for the Extended, Secondary, and Primary study areas. Descriptions and maps of these three study areas are provided in Chapter 1 Introduction. Recreation is one of several benefits typically provided by public and private water supply projects. The amount of visitation at regional lakes and reservoirs can reasonably be expected to increase as the population of California increases. Popular recreation activities in California fall into two categories: (1) water-dependent activities, such as boating, waterskiing, swimming, and fishing; and (2) water-enhanced activities, such as wildlife viewing, camping, hiking, and hunting. The quality of the recreation experience at lakes, reservoirs, and streams depends on water levels, natural conditions, and the level of facility development. The regulatory setting for recreation resources is presented in Chapter 4 Environmental Compliance and Permit Summary. This chapter focuses primarily on the Primary Study Area. Potential impacts in the Secondary and Extended study areas were evaluated and discussed qualitatively, except when quantitative estimates were possible. Potential local and regional impacts from constructing, operating, and maintaining the alternatives were described and compared to applicable significance thresholds. Mitigation measures are provided for identified potentially significant impacts, where appropriate. 21.2 Environmental Setting/Affected Environment 21.2.1 Extended, Secondary, and Primary Study Areas 21.2.1.1 Methodology Recreation Resources, Use, and Capacity There are approximately 1,400 reservoirs in California. Their function is to store and distribute water to supplement the needs of agriculture and urban water users. Some provide hydropower and flood control benefits.
