HISTORICAL AND BIOGRAPHICAL NOTES On October 16, 2000, Missouri Governor Melvin “Mel” Carnahan, his son Roger “Randy” Carnahan and Campaign Advisor Christopher Sifford were killed in a plane crash during a campaign trip for the U.S. Senate. Randy was the pilot and they encountered bad weather outside of St. Louis. Because Carnahan’s name could not be removed from the November ballot, now- Governor Roger B. Wilson said he would appoint Mel’s wife Jean Carnahan to the position. After unsuccessfully asking that the House Office Building Commission overrule the Architect’s decision, the artist and the Congressman sued the Architect for violation of their First Amendment rights. They also sought a preliminary injunction directing the Architect to rehang the painting in the exhibition, which the district court denied.
