INTRODUCTION

This profile updates the previous individual CCG profiles published in February 2017. There are currently nine equality characteristics that are protected by discrimination law. These are age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion and belief, sex and sexual orientation. This profile includes data for seven of the equality characteristics currently protected by law; age, gender, disability, race, religion, sexual orientation and marriage and civil partnership. The profile provides a summary of the data available for Clinical Commissioning Groups (CCGs), and includes data on carers in the County.

Currently there is no data on gender reassignment at a local level and for this reason information on this strand is not presented. However, we have some local data on sexual orientation from a Population survey in 2015/16 of 13,700 East Sussex residents. This survey will be repeated in 2017 and 2019. Where population percentages have been calculated within this briefing, ONS Mid year 2016 estimates have been used as these are the latest figures. This means that any population changes after this time are not captured within the calculations.

EAST SUSSEX CCGS

There are 3 CCGs in East Sussex (High Weald Lewes Havens (HWLH) CCG, , and Seaford (EHS) CGG and and Rother (HR) CCG, each made up of several localities. The map below shows the three CCGs in East Sussex in relation to each other. It also shows the towns, villages and built-up areas within each CCG. As at 1st October 2017, EHS CCG has the largest patient population (195,456), then HR CCG (188,313) and HWLH CCG has the smallest (170,172 patients).

AGE The average age in HWLH CCG (43.7 years) is higher than for (39.8 years) but lower than East Sussex overall (44.4 years). POPULATION AGE

Looking at 5 year age bands, people aged 50 to 54 make up the highest proportion of the population with 8.1% of all people in HWLH CCG. People aged 50 to 54 make up the highest proportion of the male population (8.2%), and the female population (8.1%).

Life expectancy at age 75 is similar in HWLH (13.4 years) than East Sussex CCGs overall (12.9 years). However, there is considerable variation across

GENDER 21.3% males in HR CCG are aged 65 years or older compared to 24.6% of females. In HWLH CCG 49.1% are males and 50.9% are females. HWLH CCG has a larger proportion of the population aged 0-14 year (16.2%) than either EHS CCG (15.2%) or HR CCG (15.3%), and a smaller proportion of people aged 65+ (23%) compared to 26% in EHS CCG and 25.1% in HR CCG.

As with East Sussex and England, females have an older average age (44.9) than males (42.4) in HWLH CCG, and for both males and females the average age is lower than for the other two CCGs in East Sussex.

In addition to the Index of Multiple Deprivation and the seven domain indices, there are two supplementary indices: the Income Deprivation Affecting Children Index (IDACI) and the Income Deprivation Affecting Older People Index (IDAOPI).

The IMD measures relative deprivation for lower-layer super output areas (LSOAs), small areas with an average population of 1,500 residents. Within East Sussex there are 329 LSOAs, 19 of which rank among the 10% most deprived neighbourhoods in England. CCGs have boundaries that are coterminous with those of Lower-Layer Super Output Areas (LSOAs). At the time of publication, there were 209 CCGs.

IMD is presented in a score (the higher the score, the more deprived the area) and a rank. The CCG with a rank of 1 is the most deprived, and ranked 209 is IMD 2015 the least deprived. LIMITING LONG-TERM HEALTH PROBLEM OR DISABILITY

DISABILITY LIVING ALLOWANCE CLAIMANTS BY CCG 2.7% of HWLH CCG residents claim Disability Living Allowance which is lower than both East Sussex overall (3.5%) and the national average (3.6%). A greater proportion of males (2.7%) than females (2.3%) in HWLH CCG claimed DLA in May 2017, reflecting the national and regional picture. It is not possible to look at DLA figures by age group at CCG level due to rounding of numbers at Lower Super Output Area level.

In May 2017 the average weekly amount of benefit claimed was £84.31 in HWLH CCG, higher than HR CCG (£84.15), but lower than EHS CCG (85.58) and East Sussex overall (£84.69). The national average weekly claim was £85.32 as at May 2017. The average weekly claim in HWLH been increasing since 2014, although at a slower rate than nationally and compared to the other two CCGs.
