  • Dyfed Final Recommendations News Release
NEWS RELEASE Issued by the Telephone 02920 395031 Boundary Commission for Wales Caradog House Fax 02920 395250 1-6 St Andrews Place Cardiff CF10 3BE Date 25 August 2004 FINAL RECOMMENDATIONS FOR THE PARLIAMENTARY CONSTITUENCIES IN THE PRESERVED COUNTY OF DYFED The Commission propose to make no change to their provisional recommendations for five constituencies in the preserved county of Dyfed. 1. Provisional recommendations in respect of Dyfed were published on 5 January 2004. The Commission received eleven representations, five of which were in support of their provisional recommendations. Three of the representations objected to the inclusion of the whole of the Cynwyl Elfed electoral division within the Carmarthen West and South Pembrokeshire constituency, one objected to the name of the Carmarthen West and South Pembrokeshire constituency and one suggested the existing arrangements for the area be retained. 2. The Commission noted that, having received no representation of the kind mentioned in section 6 (2) of the Parliamentary Constituencies Act 1986, there was no statutory requirement to hold a local inquiry. The Commission further decided that in all the circumstances they would not exercise their discretion under section 6 (1) to hold an inquiry. Final recommendations 3. The main objection to the provisional recommendations was in respect of the inclusion of the Cynwyl Elfed electoral division in the Carmarthen West and South Pembrokeshire constituency. It was argued that the division should be included in Carmarthen East and Dinefwr on the grounds that the majority of the electorate in the division fell within that constituency and that inclusion in Carmarthen East and Dinefwr rather than Carmarthen West and South Pembrokeshire would reduce the disparity between the electorates of the two constituencies and would bring them closer to the electoral quota.

Sustainable Development 1.1 The Carmarthenshire Well-being Assessment (March 2017) looked at the economic, social, environmental and cultural wellbeing in Carmarthenshire through different life stages and provides a summary of the key findings. The findings of this assessment form the basis of the objectives and actions identified in the Draft Well-being Plan for Carmarthenshire. The Assessment can be viewed via the following link: www.thecarmarthenshirewewant.wales 1.2 The Draft Carmarthenshire Well-being Plan represents an expression of the Public Service Board’s local objective for improving the economic, social, environmental and cultural well- being of the County and the steps it proposes to take to meet them. Although the first Well- being Plan is in draft and covers the period 2018-2023, the objectives and actions identified look at delivery on a longer term basis of up to 20-years. 1.3 The Draft Carmarthenshire Well-being Plan will focus on the delivery of four objectives: Healthy Habits People have a good quality of life, and make healthy choices about their lives and environment. • Dafydd Coslett Thomas, Eleanor His Wife and Their Six Children Emigrated to Patagonia on the Thames in 1875
A number of people from Carmarthenshire, or who had connections with the county, emigrated to the Welsh Colony in Patagonia, and here is a little information about some of them. DAVID BOWEN, TRES CASAS David Bowen is said to have been born in Trelech-a’r-Betws, Carmarthenshire in 1844 but as a young man he moved to Pentre in the Rhondda and married Mary Anne Williams. In 1875 David, Mary and their children sailed for Patagonia on the Olbers and landed near the estuary of the Chubut on 31 October 1875. The family moved soon afterwards from Rawson to Drofa Fresych where they stayed for nearly three years. Early in 1878 the family moved to Gaiman where David Bowen built a house at the foot of the hills. At the beginning of winter 1879 they moved to a smallholding in Dyffryn Uchaf, an area later called Trebowen. When a chapel was built at Trofa Gwen Ellis, David became a member and an officer of the chapel. A new location was found for the chapel and it was named Bethesda. He served as both deacon and Secretary of Bethesda Chapel. He was one of the small band who went up to rocks at the top of Dyffryn Uchaf to search for somewhere to build a canal. His knowledge of the lands of Dyffryn Uchaf was of great advantage to those who were looking to build their homes in that area. David and Mary Anne’s eldest son and a daughter died of Typhoid in 1883. Thomas married Elizabeth Knowles, Marged Ann married Alun Meirion Williams, Mary Jane married Adrian Eusebio López, Hannah married William John Lloyd and Sarah married José Isabel Quiroga.

  • Llanddowror to Salt Lake City; the Isaac Pioneers
Llanddowror to Salt Lake City; The Isaac Pioneers uring the uprising in west Wales in the early decades of the 19th century, the DToll Gate in the village of Trevaughan [Trefechan], in Cyffig parish, across the river Taf south of Whitland received particular attention from Rebecca and her daughters. They demolished the Toll Gate and its replacements, four times between November 1842 and April 1843 ! Rees Isaac [1796-1868], his wife Margaret [née Phillips][1795-1869] and their five sons and one daughter lived right by the Toll Gate in a house called Bridge End. Rees was a Stone Mason as was his eldest son while his second son, nineteen year old Benjamin, was an apprentice learning the same trade. Were they also members of Rebecca’s family ? Their cousin and my wife’s great great grand-father, twenty three year old Thomas Isaac was a farm labourer in nearby Llangan parish and was very likely to have been one of Rebecca’s daughters. As tradesmen, the Isaacs of Trevaughan would have been less af- fected by the Tolls than the lime-carting farmers. But at the same time any dis- inclination on their part to support the uprising would have been countered by Rebecca’s threats of retribution. Be that as it may, it is undoubtedly true that oppression of the ordinary people by landowners, magistrates and other ruling cliques in 19th century Wales, not only caused the Rebecca uprising, but also turned people to religion for their hope of a better life. And they went about it with extraordinary vigour: a new chapel opened its doors every eight days; a building programme that lasted for the first half of the 19th century ! 36 The grey boxes provided a platform for “big” preachers to deliver their thundering message which, in fact, brought scant relief for their oppressed flock who were told to accept their lot in this world for the promise of better in the “world to come”.

  • Open Space Assessment
Carmarthenshire Revised Local Development Plan (LDP) 2018 – 2033 Open Space Assessment January 2020 1.0 Introduction Open spaces are vital for health, well-being, amenity and can contribute to an area’s green infrastructure. They can provide a place for play, sport, physical activity and a place to relax often in the presence of nature, and they contribute to our quality of life. Networks of high quality green and recreation spaces can also promote nature conservation and biodiversity and can also have a role in climate protection and adaptation. This includes flood management and helping to reduce the effect of urban heat islands. Planning Policy Wales (PPW) requires local planning authorities to provide a framework for well- located, good quality recreational and leisure facilities, and to develop clear policies for the provision, protection and enhancement of sport, recreation and leisure facilities. These policies should set standards of provision, so that local deficiencies can be identified and met through the planning process, and set out policies to avoid or resolve conflict between different activities. Both formal and informal open green spaces should be protected from development, especially in areas where they fulfil multiple purposes and functions. The objectives set out in PPW can best be achieved by undertaking local assessments of need and audits of existing provision. These assessments, taken together, form an Open Space Assessment which, among other things, should be used to inform the preparation, monitoring and review of LDP policies. Information from such assessments may also be useful for the preparation of corporate Open Space Strategies and Community Strategies in which broader environmental, social and health issues can be addressed.
