Cofnodion Cyngor Bro Trelech a’r Betws Community Council Minutes

Meeting held at Tŷ Hen Vestry on Monday evening the 16th of September 2019 at 8.00pm.

Councillors present: Ambrose Lewis(Chair), Arwyn Jones, Andrew Jones, John Phillips, Linda Davies, Alyson Harries, Dyfed Davies & Derrick Harries

1. Apologies: Eirian Howells, Ann Sillars & County Councillor Jean Lewis 2. Chairman’s Comments: Ambrose Lewis opened the meeting and thanked all for attending and expressed his condolences to Dyfed Davies & Eirian Howells on their recent bereavements. 3. Declaration of Interests Mr Arwyn Jones noted his interest in item 6.8 of the Agenda 4. To confirm minutes of the previous meeting The minutes of the meeting held on the 8th July 2019 had been emailed to all prior to the meeting. They were agreed and signed as a true record. 5. To discuss matters arising from the minutes  Ronnany –Mr Tony Williams of County Council had been to visit the site and had written to the clerk noting that he would call with the owners of Ronanny regarding this area.  Traffic Speed through Trelech – there had been a site visit by Mr Andrew Morgan of Carmarthenshire County Council and ‘counters’ should be placed in the village in September/October. The results would then be extracted, reviewed and reported back to the Community with recommendations. The Safe Routes application had been unsuccessful.  Bus Shelter – Mr Tony Williams of Carmarthenshire County Council had emailed the clerk noting that the repairs to the bus shelter should be done within the next couple of weeks.  Clunfelyn – Carmarthenshire County Council had provided the clerk with maps of the footpaths surrounding Clunfelyn. The Councillors had walked the path on the 27th of July and the clearing/remedial works were noted. Approval had been obtained from the property owner and works were underway.  Members Interests’ Forms had been completed by the Councillors and had been returned to the clerk.  Training – The clerk had attend the Code of Conduct training provided by the County Council and the training packs had been circulated to all Councillors. 6. Correspondence

6.1) An email had come from Carmarthenshire County Council regarding a faulty wood pole in Velindre. Western Power Distribution had inspected poles in the area and the wood pole with street lighting in Velindre was deemed in danger of collapse. WPD had quoted £4,686.42 including vat for the removal of the old pole and the erection of a new timber pole. The local Community Council had discussed with the adjacent property owner the requirement of the light and had concluded that the light was not a necessity and therefore it’s removal was suggested and approved.

6.2) Audit had completed its assessment and found that the accounts were in order. 6.3) An invoice had been received from Thomas Fattorini Ltd for £98.17 and it was agreed to pay.

6.4) Zurich Municipal had sent an invoice for the insurance renewal, It was agreed to pay the £290.86 invoiced.

6.5) An email had been received regarding the proposed changes to the County Council ward and had been forward to the councillors. The proposal was to incorporate Merthyr and Newchurch with the current Ward of Trelech.

6.6) An invitation from the Mayor to attend the raising of the World Peace Banner was read in the meeting.

6.6) The newsletter received from Eluned Morgan AM was circulated in the meeting.

6.7) The email received from BT with the proposal to remove the telephone kiosk in Penybont had been circulated to all Councillors.

6.8) A Planning application had been received and forwarded to all Councillors regarding the proposed erection of an Emergency Services mast ESN40145.

6.9) Two emails had been received regarding confirmation of locations of public footpaths in Penybont had been forwarded to the Councillors.

6.10) The email from Tynged yr Iaith had been forwarded to all Councillors.

6.11) The email from Yes Cymru was distributed to all at the meeting.

6.12) The letter of appeal from Carmarthenshire County Council for Polling Clerks was read to all and if anyone was interested in the post could contact the clerk for the application form.

7. Finances

Business Current account: £432.90

A copy of the 6 month budget v spending report was distributed to all Councillors and discussed.

8. Any Other Business  Concern were raised regarding the overgrowth on the new site in Trelech and it was requested that the clerk contact the site owner to request the overgrowth be cleared.  Mr Tony Williams from Carmarthenshire County Council had been out to look at the poor condition of the road between Glaspant & Dinas in Penybont and the potentially dangerous tree in the same area. Some patching works had been done to the road and felling of the tree was expected to take place.  It was requested that the clerk contact the Highways Department regarding the poor vision on the junction by Dyffryn Stores due the location and growth of a plant.

There being no other business the Chairman thanked all present and closed the meeting at 9.00 pm.
