In response to this, the Council has prepared a Net-Zero Carbon Development Plan Document (‘NZC DPD’), which will enable the District to be as close as possible to net carbon zero by 2030. The DPD defines ‘carbon’ as “all greenhouse gases excluding water vapour… [which] will require the reduction of all greenhouse gases, of which carbon dioxide is the most prominent”. The DPD identifies a suite of policies designed to help the Council meet its objective of tackling climate change and achieving net- zero carbon development by 2030. 1.2 This report tests the ability of developments in Warwick District to accommodate the policies in the consultation version of the NZC DPD, alongside plan policies in the adopted Plan and prevailing rates of Community Infrastructure Levy (‘CIL’) in the Council’s adopted Charging Schedule (subject to indexation). -

Introduction The preparation and publication of an Annual Monitoring Report (AMR) is one of the fundamental planks of the planning system introduced by the Planning and Compulsory Purchase Act 2004. The Coalition Government has recently published the Localism Bill which intends to bring forward reforms to the planning system and will have implications for the publication of AMR’s. To quote Government guidance, ‘monitoring is essential to establish what is happening now, what may happen in the future and … to determine what needs to be done.’ 1 The Act currently requires each local planning authority to submit an annual report to the Secretary of State. It is expected to contain information on the implementation of the Local Development Scheme and the extent to which the policies set out in the local development documents are being achieved. -
