Testament to his capability, capacity and strong work ethic, he also holds the position as Minister for Finance, Aboriginal Affairs, and Lands. As a leader of the state his priority is to focus on his pronounced Ministerial portfolio, his obligation to his constituents and to make a difference to the lives of Aboriginal and Torres Strait Islander people across the state and the nation. As such Ben is deeply committed to the principles of closing the gap in Australia. Elected to the Legislative Assembly in 2006 after by-election for the seat of Victoria Park, Ben has now been serving the State for more than 10 years from an area in which he lived for more than 20. Prior to his appointment as a senior Minister in the current Government, Ben held the positions of Shadow Treasurer and Shadow Minister for Federal State Relations, Aboriginal Affairs, Native Title and Government Accountability. She is an advocate for gender equity and a past president of CEW. Diane is non-executive director of AGL Energy Limited, Wesfarmers Limited, HBF Health Limited, NQA (the operator of Cairns and Mackay airports) and Keystart Loans group. In the Federal Government sphere, she chairs the member body for Safe Work Australia. In 2019, Diane was a member of the panel that reviewed the capability of APRA (the Australian financial system prudential regulator) enacting one of the Hayne Royal Commission recommendations. She is also the Chair of the inaugural Nominations Committee for the World Anti-Doping Agency (WADA) and was the Chair of a 3 member panel conducting the independent review of Football Federation Australia (FFA) National Teams’ Management. Diane serves pro bono as Chair for the Committee for the Economic Development of Australia (CEDA), Chair of the Business School Advisory Board for the University of Western Australia (UWA) and Deputy Chair of the Council for Methodist Ladies’ College (MLC). Diane holds an MBA from the University of Sydney and a BEc from UWA. In 2015 she was awarded an Honorary Doctorate of Economics from UWA. She is a Fellow of the Australian Institute of Company Directors (AICD), Governance Institute of Australia (GIA) and an adjunct professor of corporate governance at UWA. In 2018 Diane was the Business Award winner in the West Australian of the Year Awards in recognition of her contribution to business in the state and her advocacy for gender equity. She received the President’s Award from the GIA in 2017 for exemplary service to the profession. [In compliance with standing orders, at least five members rose in their places.] Mr Z.R.F. Kirkup interjected. The SPEAKER: Yes, I know. I call the member for Dawesville to order for the first time. MR D.C. NALDER (Bateman) [3.19 pm]: I move — That this house condemns the McGowan Labor government for failing to have a long-term jobs plan to address the highest unemployment rate in the nation and the highest number of unemployed in the state’s history. The McGowan government’s jobs promise is in tatters. We are facing a jobs crisis never seen in Western Australia’s history. A total of 104 000 jobs have been lost in the last three months, from February to May 2020, and WA now has 30 000 fewer jobs than it did in March 2017. Let me remind members that ahead of the 2017 election, the Premier, then the Leader of the Opposition, promised to fix WA’s unemployment crisis. Last February, the Premier promised to create at least 150 000 new jobs by 2023–24, yet there are now 30 000 fewer jobs than there were when he announced an unemployment crisis.

HARVEY (Scarborough — Leader of the Opposition) [2.56 pm]: I rise to continue my remarks about this amending legislation. I put on the record once again that the position of the Liberal Party room was a consensus position to not oppose this legislation. I would like to get on the record that we do not support the actions of Clive Palmer, which is why we are not opposing this legislation. During question time, I asked the Premier whether he would support a short sharp committee inquiry. It is ridiculous to say that the suggestion of a committee inquiry or that contentious legislation go to a committee to potentially strengthen it is in any way, shape or form showing that the legislation is not supported. That is ridiculous. The amending legislation in front of us is backdated to have effect from 11 August. It was read in just after 5.00 pm yesterday so that Mr Palmer and his lawyers could not get wind of it and could not lodge a writ in court. It needed to be read in yesterday after that opportunity had lapsed. The legislation is backdated to be effective from yesterday, 11 August 2020, at around about 5.00 pm. Should the upper house choose to send it to a committee to potentially strengthen it and ward off a potential High Court challenge, it could be done and dusted by 15 September.

(2) The committee and the proceedings of the committee are subject to chapter XXII of standing orders and it is to be regarded for all purposes as a committee appointed under that chapter. (3) The committee is to inquire into and report on government measures to audit the operational and financial performance of the Western Australian public sector and any other means by which efficiencies in public sector expenditure can be gained, and all the circumstances surrounding the implementation of the three per cent efficiency dividend, including — (a) the impacts of the three per cent efficiency dividend on the general level of service delivery across all agencies, in particular any impacts on service delivery to regional areas; (b) considering alternative methods for achieving a three per cent reduction in government expenditure; (c) whether the efficiency dividend has a disproportionate impact on smaller agencies, including whether or not smaller agencies are disadvantaged by poorer economies of scale or a relative inability to obtain funding for new policy proposals; (d) what measures agencies are taking to implement the efficiency dividend, and the effect on their functions, performance and staffing arrangements; and (e) alternatives to an across-the-board efficiency dividend to encourage efficiency in the public sector, including consideration of whether certain agencies or functions of agencies should be exempt from the efficiency dividend, or whether the rate of the dividend should vary according to agency size or function.

These changes were required after the resignation of two former ministers, Minister for Agriculture and Food and Minister for Transport, Hon Dean Nalder MLA and the Minister for Minister for Local Government, Minister for Community Services, Minister for Seniors and Volunteering, and Minister for Youth, the Hon Tony Simpson MLA. WA Ministerial Arrangements The changes to the WA Ministry are outlined below: The Hon Mark Lewis MLC, Member of the Legislative Council for Mining and Pastoral Region, is the new Minister for Agriculture and Food; The Hon Paul Miles MLA, Member for North Metropolitan Region, is the new Minister for Local Government in addition to his existing role as Minister for Community Services, Minister for Seniors and Volunteering and Minister for Youth; The Hon Bill Marmion MLA, in addition to his role as Minister for State Development and Innovation, adds Transport; The Hon Sean L’Estrange MLA retains the Mines and Petroleum as well as Small Business and adds Finance.     , I, Hon Ben Wyatt MLA Treasurer; Minister for Finance; Aboriginal Affairs; Lands Our Ref: 69-17331 Hon Stephen Dawson MLC ACTING MINISTER FOR LANDS NATIONAL BUSHFIRE SUPPORT - DIRECTION UNDER SECTION 65(1) OF THE LAND INFORMATION AUTHORITY ACT 2006 I refer to your letter of 13 January 2020 requesting my concurrence for Landgate to supply land information data free of charge for the national bushfire support. In accordance with section 17 of the Land Information Authority Act 2006 (the Act), you have requested my concurrence to provide land information data free of charge to a class of persons for the 2020 calendar year namely: ■ the Commonwealth of Australia and all Commonwealth government agencies, including but not limited to, the Australian Defence Force; ■ State Government agencies and Territories of Australia and their government agencies; and ■ all nominated non-government organisations and persons appointed by the Commonwealth of Australia and the States and Territories of Australia to assist with the nominated purpose including, but not limited to, Landcare Australia. I note that to date, various government agencies and organisations have requested land information data from Landgate in relation to the bushfire emergencies occurring across Australia. I understand Landgate will assess each request received in the 2020 calendar year, to determine if it fits within the scope of national bushfire support. Based on the Department of Treasury's assessment, I am satisfied that the provision of land information data free of charge is considered as an exceptional case under section 17 of the Act To avoid any perceived conflict of interest, the documents were referred to another member of the ·Expenditure Review Committee, Hon Mark McGowan MLA, Premier, (the Premier) for consideration.

HARVEY (Scarborough — Leader of the Opposition) [4.00 pm]: I move — That this house condemns the McGowan Labor government for its handling of the lifting of COVID-19 restrictions and causing unnecessary economic harm, small business closures and job losses. At the outset, I have no quarrel with the way this government, in conjunction with the national cabinet, has handled the health crisis around COVID-19. The way that the state Premiers and the Prime Minister have come together, along with all the health ministers, to put in place measures, a strategy and a response around managing the COVID-19 health crisis has been handled well. I want to be very clear and put that on the record. I believe the lockdown was necessary at the start, because we did not understand what we were dealing with, we did not understand quite how virulent COVID-19 would be and we needed a national stocktake of our health system, its capacity and what was going to be required should we have outbreaks of COVID-19. I am glad the Minister for Health is in the chamber to hear this. I think that the health response has been very good. We are now in a very good position in Western Australia and we have had hundreds of nurses trained to step up into intensive care units should we have an outbreak and require additional ICU beds to open.
