Quirk — That this house condemns the Barnett government for misappropriating funds collected by the emergency services levy for purely administrative purposes instead of for frontline emergency needs, and calls for a system of independent allocation of ESL funds to be implemented as recommended in the first Keelty inquiry. MR J.M. FRANCIS (Jandakot — Minister for Emergency Services) [5.40 pm]: I start by acknowledging members of the opposition who have spoken to this motion; I do not have a list of names with me, but I know the member for Armadale made a contribution last Wednesday before this motion was adjourned. I say from the start that obviously the government does not support the motion brought to the house by the shadow Minister for Emergency Services, the member for Girrawheen, and I will outline the reasons why. Firstly let me say that the wording of the motion — The ACTING SPEAKER (Mr I.M. Britza): Members, if you want to have a conversation, I ask you to leave the chamber, please. Mr J.M. FRANCIS: Firstly let me say that obviously the government will not support this motion and I will outline the reasons why. I do not mean to be provocative by saying this, but I would suggest that the motion is fairly harshly worded and, I would go so far as to say, pretty offensive to both the Fire and Emergency Services Commissioner and the staff of the Department of Fire and Emergency Services, purely through the use of the words “misappropriating funds”.

    Working together for Western Australia to reform our criminal justice system A word from the Ministers The work of the Justice Planning and Reform Committee is fulfilling this Government’s commitment to bring fresh ideas and new resources to make our criminal justice system smarter, safer and fairer to benefit all Western Australians. John Quigley Attorney General; Minister for Commerce The drivers behind any movements in Western Australia’s prisoner population are complex. The Justice Planning and Reform Comittee’s evidence-based approach to medium and long-term planning is contributing to a comprehensive reform, rehabilitation and rebuilding of the prison system. Francis Logan Minister for Emergency Services; Corrective Services Community safety is always the first priority for this Government. A whole of system approach to reform is essential to ensure much-needed improvements to some parts of our criminal justice system do not unintentionally reduce safety in others. The work of the Justice Planning and Reform Committee is bringing this essential oversight. Michelle Roberts Minister for Police; Road Safety 2 | Working together for Western Australia to reform our criminal justice system Justice Planning and Reform Committee The Justice Planning and Reform Committee (JPRC) was established Committee members: by the State Government to take a (to 30 June 2019) holistic, collaborative approach to Darren Foster (Chair) making our criminal justice system Director General, work more effectively and efficiently, Department of the Premier and Cabinet with a particular focus on slowing Dr Adam Tomison, the growth of the adult prisoner Director General, Department of Justice population. HARVEY (Scarborough — Leader of the Opposition) [2.56 pm]: I rise to continue my remarks about this amending legislation. I put on the record once again that the position of the Liberal Party room was a consensus position to not oppose this legislation. I would like to get on the record that we do not support the actions of Clive Palmer, which is why we are not opposing this legislation. During question time, I asked the Premier whether he would support a short sharp committee inquiry. It is ridiculous to say that the suggestion of a committee inquiry or that contentious legislation go to a committee to potentially strengthen it is in any way, shape or form showing that the legislation is not supported. That is ridiculous. The amending legislation in front of us is backdated to have effect from 11 August. It was read in just after 5.00 pm yesterday so that Mr Palmer and his lawyers could not get wind of it and could not lodge a writ in court. It needed to be read in yesterday after that opportunity had lapsed. The legislation is backdated to be effective from yesterday, 11 August 2020, at around about 5.00 pm. Should the upper house choose to send it to a committee to potentially strengthen it and ward off a potential High Court challenge, it could be done and dusted by 15 September.

It is both an honour and a privilege to be elected to the thirty-ninth Parliament as a Labor member for the East Metropolitan Region. The East Metropolitan Region is an exciting area to represent. It is a diverse region that covers electorates from Mount Lawley to Armadale and the hills of Kalamunda to Midland. It takes in Perth Airport, Ascot Racecourse and the tourist attraction of the Swan Valley. I would like to acknowledge and congratulate my Labor colleagues in the East Metropolitan Region, Hon Alanna Clohesy and Hon Amber-Jade Sanderson, whom I look forward to working closely with over the next four years. And may I congratulate all new members in this place tonight. The process and procedures of Parliament can seem daunting at first, but I would like to take this opportunity to thank you, Mr President, the Clerks, the staff at Parliament and the government Whip for making the new members feel welcome and ensuring our transition is as smooth as possible. I appreciate the professionalism that has been extended to me, and as the Whip for the opposition, I look forward to having a strong working relationship with all of you in the chamber.

    Barton Deakin Brief: WA Ministry 26 September 2016 The Premier of Western Australia, the Hon Colin Barnett MLA, has announced several changes to the WA Ministry. These changes were required after the resignation of two former ministers, Minister for Agriculture and Food and Minister for Transport, Hon Dean Nalder MLA and the Minister for Minister for Local Government, Minister for Community Services, Minister for Seniors and Volunteering, and Minister for Youth, the Hon Tony Simpson MLA. WA Ministerial Arrangements The changes to the WA Ministry are outlined below: The Hon Mark Lewis MLC, Member of the Legislative Council for Mining and Pastoral Region, is the new Minister for Agriculture and Food; The Hon Paul Miles MLA, Member for North Metropolitan Region, is the new Minister for Local Government in addition to his existing role as Minister for Community Services, Minister for Seniors and Volunteering and Minister for Youth; The Hon Bill Marmion MLA, in addition to his role as Minister for State Development and Innovation, adds Transport; The Hon Sean L’Estrange MLA retains the Mines and Petroleum as well as Small Business and adds Finance. The new Ministers were sworn into their new positions by the Governor of Western Australia, HE the Hon Kerry Sanderson AO on Friday. A full list of the WA Ministry is enclosed. MR C.J. TALLENTIRE (Thornlie — Parliamentary Secretary) [12.32 pm]: I rise to speak on the Misuse of Drugs Amendment (Methylamphetamine Offences) Bill 2017. I begin, as I know many members in this place have, by saying this issue that affects us all. We can all relate cases of constituents with families who have been touched by some drug or intoxicant that has caused their family enormous stress and strain, grief, and in many cases tragedy. This is a very real issue that affects all Western Australians. By way of this bill the government is trying to increase and toughen the penalties, and I know there has been a strong call for that measure. Indeed, good supporting evidence exists to suggest that this will have a strong impact on the availability and supply of drugs—in this case methamphetamine. I will talk a little in my contribution about how we can tackle the problem of the demand for that terrible substance. Before doing that I want to talk a little about my electorate, Thornlie, and about how we are touched by this issue, and some of the services we have to counter the problem. We have a wonderful organisation right next door to my office in Spencer Road—the Palmerston and Next Step service. It provides for people who have made that very important decision—that commitment—to cease their dependence on this terrible substance.

HARVEY (Scarborough — Leader of the Opposition) [4.00 pm]: I move — That this house condemns the McGowan Labor government for its handling of the lifting of COVID-19 restrictions and causing unnecessary economic harm, small business closures and job losses. At the outset, I have no quarrel with the way this government, in conjunction with the national cabinet, has handled the health crisis around COVID-19. The way that the state Premiers and the Prime Minister have come together, along with all the health ministers, to put in place measures, a strategy and a response around managing the COVID-19 health crisis has been handled well. I want to be very clear and put that on the record. I believe the lockdown was necessary at the start, because we did not understand what we were dealing with, we did not understand quite how virulent COVID-19 would be and we needed a national stocktake of our health system, its capacity and what was going to be required should we have outbreaks of COVID-19. I am glad the Minister for Health is in the chamber to hear this. I think that the health response has been very good. We are now in a very good position in Western Australia and we have had hundreds of nurses trained to step up into intensive care units should we have an outbreak and require additional ICU beds to open.
