A Note from the Author An important thing to keep in mind as you read this book is that there is information missing. In the first two decades that California’s legislature existed, we had more individuals serve as legislators than we have in the last 90 years.1 Add to the massive turnover the fact that no official biographies were kept during this time and that the state capitol moved seven times during those twenty years, and you have a recipe for missing information. As an example, we only know the birthplace for about 63% of the legislators. In spite of my best efforts, there are still hundreds of legislators about whom we know almost nothing. -

Lessons from the Deukmejian Era for Contemporary California State Budgeting
FROM JERRYRIGGED TO PETERED OUT: LESSONS FROM THE DEUKMEJIAN ERA FOR CONTEMPORARY CALIFORNIA STATE BUDGETING Daniel J.B. Mitchell, UCLA HoSu Wu Professor of Management and Public Policy The new governor took office in the midst of a major state budget crisis. At the time he took office, it was unclear that state could pay its bills if drastic action were not taken. Yet the incoming governor was committed to a notaxincrease program. Through borrowing, the state managed to surmount its budget crisis. As the economy recovered and resulting tax revenue flowed in, it even was able to engage in major construction projects. When he stood for re election, the governor was overwhelmingly returned to office for a second term. Sadly, however, the economy began to slow during that second term. Fears mounted that the state could face a renewed budget crisis. This description may seem to depict the career to date of Arnold Schwarzenegger. He inherited a budget crisis from Gray Davis who he replaced in the 2003 recall. But the introductory vignette actually refers to the story of George Deukmejian (“Duke”) who was first elected in 1982, inheriting a budget crisis from Jerry Brown. (Deukmejian’s construction projects leaned towards prisons for most of his terms in office, needed as state sentencing laws tightened, rather than the roads and other infrastructure pushed by Schwarzenegger.) And as it turned out, the economic downturn that began to take shape towards the end of Deukmejian’s second term indeed did produce a major budget crisis, a legacy he left for his successor, Pete Wilson. -

The February 1999 issue features Assemblywomen Gloria Romero and Charlene Zettel and their commitment to helping community colleges receive the funding they need to do their jobs well. A recall effort over the state’s COVID-19 response means an uncertain future for California Governor Gavin Newsom. Much of the response to COVID-19 in America in the past year has been led by state governments. In California, Democratic Governor Gavin Newsom is now facing an effort to remove him from office fueled by perceptions that his administration has mishandled its pandemic response. Jeff Cummins writes that while poor crisis management also drove a successful 2003 recall effort which saw Arnold Schwarzenegger replace Democrat Gray Davis, Newsom’s greater popularity and the nearness of the next gubernatorial election are important factors in the current Governor’s favor. California is on the verge of facing its second recall election of a governor in its 170-year history as a state. The recall allows voters to remove elected officials in between regularly scheduled elections. Unlike impeachment, where elected officials decide whether to remove an appointed or an elected official, in a recall, voters decide two questions: (1) whether to retain the incumbent; and (2) who will replace the incumbent if removed. Currently, a campaign in California seeking to gather voter signatures to trigger a recall election later this year is at or above the signature threshold required to qualify the petition for the ballot. If recall proponents submit about 1.5 million valid signatures, then incumbent Democratic Governor Gavin Newsom would become the second governor in California in the last 20 years, and just the fourth in US history, to confront a recall. -

One former governor (Ronald Reagan) went on to serve as president ofthe United States, of course, but in addition to that three others ran for president (Earl Warren, Jerry Brown, and Pete Wilson), one served as chief justice of the United States (Warren), and another was a global celebrity who could not seek the presidency only because he was a foreign-born immigrant (Arnold Schwarzenegger). The status of the office as a potential presidential launching pad caused at least two other national political figures-U.S. Sen. William Knowland and former Vice President Richard Nixon-to 'run for governor, and although Nixon lost his gubernatorial bid he ofcourse went on to eventually win the presidency. Aside from national elective politics, California's chief executive governs more Americans than anyone save the pre~ident, sits atop a state with the world's ninth largest economy, and often occupies a place on the world stage similar ta the leaders ofmiddle-sized nations. The incumbent as of 2013, Jerry Brown, is no exception to any of these trends. CALIFORNIA’S RIGHT OF REMOVAL: Recall Politics in the Modern Era DAVID L. SCHECTER, PHD Department of Political Science California State University, Fresno ABSTRACT This article compares the first gubernatorial recall of 1921 with the second such recall of 2003. North Dakota Governor Lynn J. Frazier had always been a footnote in history with his removal from office over 80 years ago, but much can be learned by systematically comparing the first recall campaign with the whirlwind campaign sur- rounding the demise of California Governor Gray Davis and the rise of political neo- phyte Arnold Schwarzenegger. An initial review of the Progressive period is given, followed by an in-depth analysis of America’s first recall, which occurred in the City of Los Angeles in 1903. The article then moves through a detailed discussion of the 1921 campaign to oust Frazier. This first recall is then compared and contrasted with the 2003 California governor’s race. The article concludes with a theoretical discussion of the power of the recall provision and how it may be applied to senior executives in California and elsewhere in the future. This “right of removal” has been both a threat to gubernatorial power and a tool for citizen activism. Imagine a political race where a recently reelected governor faces a tremendous state- wide budget crisis, a well-organized and financially strong opposition, and plunging sup- port from a cynical and frustrated electorate. Adding to this incumbent’s problems, the state is one of only a handful with a rarely used recall provision in its Constitution that some opponents, still bitter from the last race the previous November, plan to exploit.
