Former chief economist of Pakistan Sakib Sherani is the fourth member of the 18-member EAC to have resigned since its establishment in September 2018. The EAC was set up by Prime Minister Imran Khan to seek expert advice on economic and financial policies of the government. The commission comprised seven members from the government and 11 from the private sector. Officials at the finance ministry have sought to downplay Sherani’s resignation, saying that he had said in the first meeting of EAC that it wouldn’t be possible for him to continue as member for too long because he was already working as a consultant. According to sources, Sherani has informed the prime minister and Finance Minister Asad Umar about his resignation. Sherani is the fourth member of the EAC to have resigned within four months and 25 days of the formation of the premier commission. Finance Ministry officials claim that Sherani has resigned due to personal reasons. However, sources say that is not the case. Sources say that Sherani has stepped down in protest against the government move to bypass the EAC in the preparation of the Finance Supplementary (Second Amendment) Bill, 2019, and five-year macroeconomic framework and midterm budgetary framework.

    Governance Structure The State Bank of Pakistan (SBP) is governed under the SBP Act, 1956, which gives the Bank the authority to function as the central bank of the country. The Act mandates the Bank to regulate the monetary and credit system of Pakistan and to foster economic growth in the best national interest with a view to securing monetary stability and maximize utilization of the country’s productive resources. Board of Directors The SBP is governed by a Board of Directors, which is responsible for the general supervision of the Bank, other than the functions assigned to Monetary Policy Committee. The ten-member Board is chaired by the Governor, comprising eight non-executive Directors and Federal Secretary Finance. Non-executive members of the Board are appointed by the Federal Government for a period of 3 years, under Section 9(2) (c) of the SBP Act, 1956. Four meetings of the Board were held during FY19. Executive Management The Governor being the Chief Executive Officer, heads the executive management. He is assisted by one or more Deputy Governors. The management hierarchy also includes Executive Directors, Chief Economist and Departmental Heads (Organogram is placed at Annexure - B). The Governor The President of Pakistan appoints the Governor for a term of three years that may be extended for another term of three years. The Governor is the Chief Executive Officer and manages the affairs of the Bank. Dr. Reza Baqir is serving as Governor, SBP since May 5, 2019. The previous Governor, Mr. Tariq Bajwa served from July 7, 2017 to May 3, 2019.

She added that he got his education from prestigious international educational institutions, though she did not name Harvard and Berkeley (California), and added that he was the pride of Pakistan, though her claim was not backed by his achievements other than his position as International Monetary Fund’s (IMF) senior resident representative in Egypt. Responding to criticism by the opposition that he was an employee of the IMF, Dr Awan maintained that he had resigned from the position and that Imran Khan’s ‘Naya Pakistan’ acknowledged the capabilities of intelligent Pakistanis working abroad; Baqir, she contended, had joined the Prime Minister’s finance team to steer the economy out of the current crisis. One would have to disagree with Dr Awan for claiming that only Imran Khan has acknowledged the capabilities of Pakistanis serving abroad especially for the position of Governor SBP. During the previous three administrations, those employed to serve as Governor SBP were either retirees from international institutions (Dr Ishrat Husain) or those who took a leave of absence from the World Bank (Shamshad Akhtar in Asian Development Bank). Yaseen Anwar and Salim Raza worked in international commercial banks before being appointed as governor of SBP.
