Attending: Mrs L Jacob – Clerk; 2 members of the public 20/184 Apologies Apologies were received and accepted from Cllrs N Bent, S W Boggan, S L Dean and S H Taylor. 20/185 Declarations of interest Cllr Wheeler and Cllr Walker, as member and substitute member of the Development Management Committee did not speak on any planning matters. Item 198 - Cllr Robb declared an interest as an allotment holder. 20/186 Public Participation 186.1 PCSO Monthly Report The monthly report contained six incidents of criminal damage to motor vehicles, with car tyres being slashed, five incidents of large gatherings and two incidents of vehicles being driven suspiciously. The team are also exploring partnership projects to engage young people across the parish. 186.2 Members of the Public A representative of the traders’ association added to the police report by reporting that a brick had been thrown through a window at a local pub and that forged twenty pound notes were in circulation. The representative expressed disappointment that car parking charges could not be waived for a period and also asked that the Warrington Borough Council Recovery Plan is shared with Stockton Heath and for trader initiatives to welcome shoppers back to be supported by the recovery team. A member of the public requested that the Walks in Stockton Heath information was uploaded to the parish council’s new website. 20/187 Minutes 187.1 Parish Council The minutes of the Monthly Parish Council Meeting held on Tuesday 9 February 2021 were confirmed as a true record and signed by the Chairman. 187.2 Planning, Finance and General Purposes Committee a) The minutes of the extra Planning, Finance & General Purposes Committee held on Tuesday 16 February 2021 were confirmed as a true record and signed by the Chairman. b) The minutes of the extra Planning, Finance & General Purposes Committee held on Tuesday 23 February 2021 were confirmed as a true record and signed by the Chairman. c) The minutes of the Planning, Finance & General Purposes Committee held on Tuesday 2 March 2021 were confirmed as a true record and signed by the Chairman. 20/188 Clerk’s Report on Correspondence The Clerk provided information received since Tuesday 9 February 2021 to 2 March 2021, for council to note and an update was provided by email prior to the meeting.

20/189 Matters to be resolved arising from the minutes Planning, Finance and General Purposes, Tuesday 2 March 2021 189.1 (minute P20/099) Recommended that the changes to update the Risk Management Register be accepted and that the document is adopted for the financial year 2021/22. This item was discussed at Item 200. 20/190 Updates on actions from the previous minutes To receive updates only on matters arising from agenda items from the aforementioned meetings, where the item is not listed as a separate agenda item. The following information made available prior to the meeting: Parish Council, Tuesday 9 February 2021 190.1 (minute 20/170.1) the PSCO Team confirmed that they have frequent communications with Broomfields Youth Team, that they are aware of the homeless person who is also known to those providing welfare services and that there is no further perceived need for preventing the use of the benches at Victoria Square. 190.2 (minute 20/170.2) the damaged green grit bin at the Forge car park had been replaced with a new bin. 190.3 (minute 20/173.3) a reply had been received from the Trust/Peel Ports and circulated to councillors; meanwhile another homeowner had replaced hedging with a timber fence and representatives from Peel Ports had attended to advise on boundaries. 190.4 (minute 20/173.4) An officer from WBC had confirmed attendance at the April meeting of the parish council to give information about tree planting across Warrington. 190.5 (minute 175) A reply from Peel Ports in answer to queries raised about the condition of the pathways and lighting on the London Road Swing Bridge had been circulated to councillors. 190.6 (minute 20/176) Cllr Murphy had advised that no easement to drain water on to the Red Lane Allotment land existed for homes on Birchdale Road and the Association had been informed.

The following information was provided at the meeting: 190.7 (minute 20/174) The lamp post at the junction of Walton Road/Whitefield Road had been repaired. 190.8 (minute 20/175) The gullies on the London Road Swing Bridge had been swept. 190.9 (minute 20/178) The dimming of the digital sign at night had been compromised by a nearby light but this had been removed and the problem rectified. 20/191 Councillors Reports The following reports were made at the meeting: That further hedges had been removed on the towpath of the Bridgewater Canal; that a resident survey was taking place on parking at East Avenue/Arley Avenue/Sandy Lane; that several residents had shown an interest in Speedwatch training; that advice was against publishing lists of Defibrillators but 999 should be used in circumstances where quick location was necessary; that the BT telephone kiosk on the corner of Walton Road was confirmed by BT as scheduled for removal; that the planters in the village were cheerful and bright.

Items for discussion and decision: 20/192 Lockdown Roadmap The roadmap out of lockdown was discussed. The clerk and assistant are still predominantly working from home. It was felt that central government may alter the roadmap over the coming months. 20/193 Annual Meeting of the Parish/Annual Meeting of the Parish Council The dates of the meetings against the background of possible legislative changes were discussed. Resolved that the Annual Meeting of the Parish (the Annual Assembly) will take place by Zoom on Tuesday 13 April 2021, 7.00pm and that a suitable venue should be found for the Annual Meeting of the Parish Council with a date of Tuesday 18 May 2021 as preference. 20/194 Town Centre and House Extension Supplementary Planning Documents consultation The response of the parish council to both consultations was discussed. Resolved that the parish council will respond to the Home Extension SPD stating that it supports the emphasis placed on green spaces, the retention of front gardens, trees and vegetation and the requirement to address flood issues when extension plans are submitted. 20/195 Air Quality Action Plan Consultation The response of the parish council to the consultation was discussed. Although the deadline on the consultation had passed a WBC officer had confirmed that a response would be welcomed. Resolved that the parish council will respond as follows: The parish council’s monitoring of particulates (PM2.5 in particular) and results from the borough’s own monitor at Selby Street indicate that particulate matter is increasing and therefore the parish council would like to request that more monitors to record particulate pollution are placed to determine the scope of the problem and so begin to effect a remedy. 20/196 Public Space Protection Order Consultation The response of the parish council to the consultation was discussed. Resolved that the parish council support the re-introduction of the Public Space Protection Order. 20/197 Service Level Agreement for PCSO The service level agreement for the provision of the part-time PCSO post from April 2021 to March 2022 was discussed. Resolved that the SLA will be renewed for the financial year 2021/22 and that the Constabulary and Appleton Parish Council will be approached with a proposal that a meeting takes place in November between the parties to reconfirm the terms of the agreement and for the agreement to then be confirmed for a suggested period of two years. 20/198 Red Lane Allotments The response of the Stockton Heath Allotments Association to the draft lease document was discussed. The parish council stated that its intention in bringing forward the new lease was to bring only benefit to both parties and maintain a good working relationship with the association. Resolved that the parish council will seek advice from its appointed solicitor to take forward the enquiries made by the association.

20/199 Cheshire Association of Local Councils Membership and Councillor Training 199.1 The offer of a reduced fee membership of ChALC was discussed. Resolved that the parish council would not take up the offer, preferring to buy services on the basis of need. The clerk advised that this decision carried a risk to the council, to be recorded in the Risk Management Register. 199.2 Resolved that the resolution made at the meeting on 11 February 2020 (minute 19/142) to offer ChALC-led councillor training following the election will be reaffirmed. 20/200 Risk Management Register The updated changes to the Risk Management Register for adoption as the Risk Management Register for the financial year 2021/22, deferred from the PFGP meeting were discussed, including answers to the query about litter bin emptying frequency. Resolved that the changes will be incorporated and the Risk Management Register adopted for financial year 2021/22. 20/201 Reports from Outside Bodies Cllr Barlow attended a recent Friends of Alexandra Park meeting and reported that work was underway with a community garden with two gooseberry plants and two apple trees recently introduced. The ongoing issue with the footpath to the north side of the primary school boundary had not been resolved and there was a suggestion to apply to WBC for part of the Covid Recovery fund to be directed towards repairs as there had been heavier than usual footfall on the path during the lockdown periods. Funding had been granted from the Police and Crime Commissioner to the FOAP for the creation of a nature trail through a wooded area. The project had been started and scheduled for completion by the end of summer. Cllr Barlow and Cllr Walker attended a meeting with WBC and Stockton Heath Primary School to discuss the development of the Forge Car park with particular reference to pedestrian access routes to the school site. The WBC officers proposed that the lower car park would be cited as the preferred drop-off point for the school, with the existing footpath by the Suncentre highlighted as the preferred route and build outs on the pavement adjacent and opposite the pathway installed on Egerton Street. The school will assist in the design of footpath signs to mark out a pedestrian walkway on the ramp from the higher to the lower car park and signage will be provided at the entrance and exits to the car park. 20/202 Future Agenda Items and Items for Publicity It was agreed that the following items will be placed on a future agenda: April - David Cotterill attending on the issue of urban trees; invitation to Peel Ports to attend on the issue of the hedgerows; invitation to David Rostron to speak on the car park development; confirmation of the date and time of the May meeting to be resolved. May – further discussion on the PSCO Service Level Agreement arrangements for future years. It was agreed that the Stockton Heath Walks information, election information and census information will be publicised through the website. 20/203 Planning Applications Cllr Walker and Cllr Wheeler left the meeting. Attending: Mrs. L Jacob (Clerk); A Young. L20/031 Apologies Apologies were received and accepted from Cllrs J C Wheeler. Cllr C E Jones was absent and Mr. F Lythgoe and Mr. M Monks of Warrington Anglers Association did not attend. L20/032 Declarations of interest No interests were declared. L20/033 Public Participation No members of the public were present. Matters for information L20/034 Ackers Pit The following updates were provided prior to the meeting: 1. An informal tree inspection had taken place on 21 January 2021. All trees appeared to be healthy and safe when viewed from the ground. A broken bough on a willow tree close to Ackers Lane had been made safe by the water bailiff and needed no further works but should be kept under observation. 2. There had been several incidents of anti-social behaviour with the round litter bins being thrown into the water. The PCSO Team have been made aware and patrol when on duty. 3. A replacement bench had been installed and work to repair, clean and stain other benches was scheduled when the warmer weather arrives. L20/035 Mill Lane The following updates were provided prior to the meeting: 1. The contractor had planted more bluebells to extend the bluebell area under the trees. 2. An informal tree survey had been undertaken on 18 January 2021. All trees appeared to be healthy and safe when viewed from ground level. Several self-seeded willow trees near Lumb Brook have branch damage which can be managed by the parish rangers. 3. One of the rangers had filled holes on the field near the wooden goalposts.

L20/036 Red Lane Allotments The following updates were provided prior to the meeting: 1. The Stockton Heath Allotments Association had expressed that the lease document presented is too commercial but have yet to reply with proposed changes. A request had been sent to the Association to progress the issue with their advising party. 2. An informal tree survey had been undertaken on 18 January 2021. All trees appeared healthy and safe when viewed from ground level. Members of the Association intend to carry out trimming and ivy removal from several shrubs sharing a boundary with the allotments. 3. Research into the rights of neighbouring properties to use pipes to discharge drainage water into the ditch bordering the allotment land was ongoing. L20/037 Budget The payments made and balances across the budget headings over which the Land Assets Committee has oversight were noted, as were the figures for the new financial year 2021/22. L20/038 Pest Control – Ackers Pit The report and recommendations of the pest control contractor were discussed. A proposal was put to try an alternative option suggested by the contractor but was not carried. Resolved that the contractor will be asked to continue monitoring as before with a review in May 2021. L20/039 New Litter Bins – Ackers Pit The quotation received for supply and install of two new litter bins at Ackers Pit was discussed. Resolved that the quotation of £1194 from TC is accepted in principle but the clerk should establish if the bins can be directly invoiced to the parish council by the manufacturer and delivered to the Northwich depot, rather than Northwich TC buying the bins on the parish council’s behalf. The installation preference is for anchored in ground rather than on flagstones. L20/040 Brash Removal – Ackers Pit The quotation and advice received for the removal of accumulated brash was discussed. Resolved that the quotation of £100 is accepted and that councillors will meet with the contractor to discuss the scope of the work. If, as a result, the costs rise then a decision will be brought back to this committee. Cllr Dean left the meeting at 7.30pm and the meeting was no longer quorate. L20/041 Marginal Planting – Ackers Pit Information obtained from Cheshire Ecological Services was shared. This item was then deferred to a future meeting.

MINUTES OF THE VILLAGE COMMITTEE HELD ON THURSDAY, 18 MARCH 2021, AT 7.30PM VIA ZOOM.

Attending: Mrs. L Jacob (Clerk); Cllr H J Dutton; 8 members of the public V20/029 Apologies Apologies were received and accepted from Cllr. Murphy. Cllr. Welborn was absent. V20/030 Declarations of Interest There were no declarations of interest. V20/031 Public participation A resident remarked on the planters through the village, stating that they were stunning. A member of the Risby Wildlife Group gave a presentation on the formation and work of the group and a question and answer session followed. V20/032 Biodiversity 32.1 The formation of a working group to take forward ideas and projects for increasing biodiversity across the parish was discussed. Recommended that the full council discuss the adoption of an active, long-term policy for supporting biodiversity across the parish. Agreed that the Village Committee will support the formation of a community-led group to pursue projects and ideas to support biodiversity across the parish. 32.2 Information on a resident project relating to providing safe havens for hedgehogs was provided. V20/033 Budget The payments made and balances across the budget headings over which the Village Committee has oversight were noted, as were the figures for the new financial year 2021/22. V20/034 Updates 34.1 The toilet block at the Forge Car Park had been demolished and the contractors for the car park redevelopment were due on site at the end of March. 34.2 Warrington Borough Council had issued a parking consultation questionnaire to residents on Arley Avenue, East Avenue and Sandy Lane. The proposals included the introduction of resident parking and an introduction of a one-way system. WBC had received the responses and concluded that there was not enough support for the options presented, but they will survey again with the Resident Permit Zone option on the basis that residents need to respond to opt-out of a proposed scheme, thus maximising resident response to the option.

V20/035 Seasonal Planting 34.1 Update – the spring planting was supplemented by bulb-planting by a group of councillors. 34.2 Ideas for future planting schemes that will encourage biodiversity were discussed. Agreed that the current contractor will be asked if there are plans to incorporate more pollinating plants in future planting and for a consideration to be given to varying the heights of plants within the scheme. V20/036 Christmas Lighting The Christmas light display for 2020 was discussed. Agreed that a shorter, fuller-leaved real Christmas Tree with brighter lights was required to make an impactful display. V20/037 Litter Management 37.1 An update on the Parish Rangers and weekend litter pick service was provided. The Rangers had settled to a working pattern of Monday and Wednesday on foot and Tuesday and Thursday with the leased van. Both rangers had settled well, were enjoying their tasks and making an impact on the cleanliness of the village. The weekend team were still operating, which supplements the weekly work. 37.2 Agreed that four additional double bins will be purchased from the 2021/22 budget. 37.3 Litter pick events were considered. Agreed that the Spring Litter Pick will be scheduled for after 12 April and will be advertised for individuals and family groups to borrow equipment from the parish council to undertake their own event. An organised community litter pick will be scheduled for October, coronavirus restrictions permitting. V20/038 Government funding for Changing Places Toilets It was concluded, following further research that no venue within Stockton Heath would fit the funding criteria. It was acknowledged that there is a lack of public facilities in Stockton Heath. Agreed to enquire if a store in the Forge Shopping Centre will be re- opening customer toilets. V20/039 Reports from attendance at outside groups There were no reports from outside groups. V20/040 Publicity The following items were agreed for the next newsletter: redevelopment of the Forge Car Park; parish rangers; biodiversity community group. STOCKTON HEATH PARISH COUNCIL A meeting of the Planning, Finance & General Purposes Committee was held on Tuesday 6 April 2021, commencing at 7:30pm via Zoom.

P20/103 Declarations of interest Cllr Walker, as a substitute member for the Development Management Committee, did not take part in the Planning discussions. P20/104 Public Participation . There were no members of the public present.

P20/105 Accounts for Payment Resolved that approval be given for payment of the accounts as detailed on the schedule of payments dated to 31 March 2021 (appended below), with arrangements for cheques to be signed by Cllrs. Todd and Robb following the COVID-19 procedure.

P20/107 Statement of Receipts and Payments for the Financial Year 2020/21 The Statement of Receipts and Payments for the period to 31 March 2021 was noted.

P20/108 Bank Reconciliations It was arranged that Cllr Helen Dutton will verify, by signature, the monthly bank reconciliations.

P20/109 Internal Auditor It was noted that the internal auditor for 2020/21 will be JDH Business Services Ltd and their fee for this service was authorised at £241.50 plus VAT.

P20/110 Donation It was considered that this agenda item had been worded incorrectly. The request from The Three Elms Residential Care Home in was for the Parish Council to share their request for financial donations and items of garden furniture, plants and decoration for the renovation of their garden for the enjoyment of the residents, on the Parish Council website, newsletter or any social media platforms. Resolved to take no further action.

P20/111 SLCC Membership Resolved that the clerk’s annual membership fee of £263 be approved.

P20/112 Planning Applications a) Responses to planning applications received from 2 March 2021 are detailed in the appended table. b) There were no notifications of refused planning applications or applications referred to WBC Development Management Committee. 1

c) There were no updates on any other planning issues.

The idea for this came from the posts by a gentleman called Ray Corcoran of old photographs of Stockton Heath on the Living in Stockton Heath facebook site (over 8500 users). These always generate a lot of interest and enthusiasm from fb users. There is very little public history about Stockton Heath and this would go some way to remedying this The calendar would serve as a means to promote Stockton Heath Parish Council and assist in community/village cohesion

Copyright Parish Council would need to be as certain as possible that no copyright infringement/breaches arose through the use of the photographs. Warrington Museums and Libraries could offer advice on this

Print run All three companies I spoke to said it was better to overproduce as there was nothing worse than not being able to meet demand and small additional runs are more costly.

Advertising A minefield and significantly adds to the cost . However logos of some business in Stockton Heath could be used instead.

Parish Council input I would suggest a page at the end giving useful ‘phone numbers for WBC etc plus a little piece about the Parish Council and what it does – maybe with a brief history.

Quotes I obtained three quotes from local printers just to gain initial costs and to seek advice on how you ‘produce’ a calendar. They were based on a standard cover and page with a stapled finish – wire is much more expensive. This format also makes it easier to do small runs should the supply need to be increased.
