St Pinnock Parish Council Meeting 16Th February 2015 Page 1 ST ST PINNOCK PARISH COUNCIL 02/2015 Minutes of the Meeting of St Pinnock Parish Council held on Monday, 16th February 2015 in the Connon Chapel Room at 7.30pm. Present: Cllrs. Miss C Spear (Chairman), H Knapman, G Pearse, G Crabb, Mrs S Hardingham-Reeday, M Michell. Also attending: Mrs J Hoskin (Parish Clerk) Cllr B Ellis (Cornwall Council) Two members of the public 1.Public Session: The Chairman welcomed everyone to the meeting and invited the members of the public to address the Council, if they so wished. Local resident Mr Mills asked if the Parish Council would provide regular agendas and minutes for updating the parish website (the electronic version of the parish magazine). This was agreed. Cornwall Council: Cllr B Ellis reported that the Cornwall Council proposed an increase in budget of 1.97% and this was being considered at the Full Council meeting on Tuesday, 17th February 2015. 2. Apologies for absence were received from Cllr.W Hoskin (Vice Chairman), Mrs J Philp. 3. Members Declarations of Interest: None declared at this stage of the meeting. 4. Minutes: The Minutes of the Meeting held on the 19th January 2015 were approved and signed by the Chairman following an amendment to Item 1 (Cornwall Council report). Matters Arising: Item 1 –Proposed development at Hillside – The Chairman and Clerk were monitoring the Cornwall Council as to the formal planning application for this site. 5. Accounts /Financial Matters: a) Invoices to pay – The Council approved the accounts presented for payment. The financial report is issued as Part 2 of these minutes. b) Payment of donation to Trevelmond Methodist Church – It was agreed that an anticipated start date be obtained for the project before the donation is paid. The Clerk had received a letter from Mr Pendray confirming the work to be completed. 6. Planning Applications / Planning Matters: PA14/11790 Mr Ian Hamilton, Maybern Villa, East Taphouse – First floor extension. Support. PA15/00480 Mr Prosser and Ms Lloyd, South Bosent Farm, Trevelmond – Proposed alterations, improvements and ground floor extension. Support. PA15/00486 Mrs Alison Pounder, 2 Meadow Rise, Trevelmond – Application for variation of condition 3 of decision E2/03/00026/FUL following grant of planning permission to allow installation of UPVC doors and windows. Support. PA15/00708 Mr Prosser and Ms Lloyd, South Bosent Farm, Trevelmond – Proposed conversion and re-use of agricultural building as a single dwelling – Support. Playing Field, East Taphouse: The Council agreed that Playsafety Ltd be appointed to carry out the annual inspection of the field and equipment. The Clerk had received a brochure from Wicksteed Playgrounds on adult fitness equipment. 8. Correspondence: o Connon Bridge Landfill Site Meeting – Agenda for the meeting on the 3rd February 2015 and Minutes of the Meeting on the 2nd December 2014. o Cornwall Council – Draft renewable energy supplementary planning document consultation. 9. Highway Matters: It was noted that potholes from Connon Chapel to Bodrane had been repaired. Also areas at Connon Farm and North Lane had been repaired. The road between Trevelmond and St Pinnock remained in a poor condition. It was noted that there were no ‘St Pinnock’ nameplate signs to indicate to the public they were actually in the village. It was stated that the church did have a notice stating St Pinnock. Residents of St Pinnock had also mentioned that there were no winter grit bins in the village. Cllr H Knapman had a supply of winter salt which he had offered to the village if they needed it and this had been the case for two winters. It was reported that the Cornwall Council grit bin on the Highway Estate at East Taphouse was split. Cllr B Ellis will ask Cormac if this can be replaced. 10. Parish Matters / Any other Business: o Speed checking – The police had carried out speed checks at East Taphouse on two separate occasions over the past two weeks. The Community Speed Watch organised by the Liskeard Have Your Say Panel had also been in the village. Cllr B Ellis agreed to investigate costs of the ‘flashing’ speed awareness signs. 11. Date of next Meeting: Monday, 16th March 2015. 12. To close the Meeting: There being no further business the meeting closed at 8.10pm. The presentation of all monitoring features into these catchment maps will assist in developing an integrated approach to catchment management and operation. The water quality monitoring maps and index were originally incorporated into the Catchment Action Plans. They provide a visual presentation of monitored sites within a catchment and enable water quality data to be accessed easily by all departments and external organisations. The maps bring together information from different sections within Water Quality. The routine river monitoring and tidal water monitoring points, the licensed waste disposal sites and the monitored effluent discharges (pic, non-plc, fish farms, COPA Variation Order [non-plc and pic]) are plotted. The type of discharge is identified such as sewage effluent, dairy factory, etc. Additionally, river impact and control sites are indicated for significant effluent discharges. Published December 1994 Foreword The Seaton, Looe and Fowey is the first group of catchments for which the NRA’s Cornwall Area is preparing a Catchment Management Plan (CMP). The preparation of this plan is part of a national programme to prepare CMP’s for all catchments in England and Wales over the next 5 years. An important part of the Catchment Management Plan process is public consultation which is designed to allow those who live in, or use, the catchment to have an input into the development of NRA plans and work programmes. The Consultation Report includes relevant information about the catchment and lists the issues identified by the NRA which need to be addressed. Following the public consultation period the NRA will produce a Final Plan which will set out targets for action by the NRA and others over the coming years. We intend to set up Steering Groups comprising representatives of organisations and interests in the catchment to monitor progress. The Seaton, Looe and Fowey catchments are essentially high quality environments and the NRA’s vision is one of maintaining and reinforcing current high standards and ensuring that the character of the water related environments is maintained.
