INTRODUCTION 2. 1 • 1 Introduction During the past two decades the coastal districts of New Zealand have received increasing attention , in terms of recreation, settlement, pollution and the evaluation of mineral deposits. This trend is clearl y in evidence along the west ~e llington coast, especially in r e lation to the pressure of a rapidly increasing population on coastal facilities. The region considered in this thesis as the west Wellington coast is shown in Figure 1. For the southern coastal section, recently-mooted development proposals include the offshore siting of a Jumbo Jet airport and the establishment of a marina complex, with accompanying breakwater , in the vicinity of Kapiti Island. This southern section has a documented history of incipient erosion since the 1930's, the consequences of which have been accentuated by widespread road, housing and property development on the foredunes. In recent months there has been renewed discussion on groyne and breakwater construction to protect these beaches. Whether or not these proposals are eventually realised , they have highlighted the fact t hat , with the exception of work by Donnelley (1 959 ) and Burgess (1971), little basic investigation has been made into the movement of material contributing to foreshore change along the west Wellington coast. The aim of this thesis is therefore to provide further information on the coastal environment and to discuss the possible processes which may contribute to coastal change in the district. Section One includes an i ntroduction to the top ic a nd a review of beach sediment litera ture. The various components of the material and energy sets of the environment a re described i n Section Two. Section Three is a discussion of field and labora tory inves tiga tion of beach sediment a nd bea ch morphology along the west We llington coast . Sec tion Four discusses the nature of, and the contributing factors for , r e cent coastline change ; special reference is made to the Wa ikanae- Paekakariki district .

Septeinher i WX Introduction For the purposes of the presknt report, the 'Wairarapa1,is detjned as that area of land lying between the Rimutaka and Tararua Ranges and the eastern coastline of the southern North Island, and south of what is recognised as the province of Hawkes Bay. In the mid nineteenth century there was a notional split between what was considered the .Wairarapa proper, 'the valley lands', and the seaward hills and coast, the East Coast. Hence the term Wairarapa districts, rather than district, has been employed. , 3,.. 1:. Pre 1865 the Wairarapa distric&G~rethe location of the most intensive efforts by the Crown to purchase Maori lands in the southern North ~sland.'Estimates of the total acreage secured by the Crown vary greatly, but it may be safely assumed that well over three-quarters of the Maori estate had been alienated by 1865. The conundruin facing concerned researchers is the means by which the alienated acreage, as well as the boundaries and locations of the blocks making up that acreage, can be relatively safely established. As a contribution, specialist advice has been sought on: r The reliability of the original pre 1865 Wairarapa survey plans and field books setting out the extent of Crown purchase transactions r An indication of how the Crown calculated the extent of its property (i.e. purchased Maori land) at c. 1865 r The likely difiiculties to be overcome in reconstructing the pattern of pre 1865 purchases cartographically.

Received 9/8/82, in revised form 2/5/83, accepted 6/5/83. ABSTRACT The shelf seas of Central New Zealand are strongly influenced by both wind and tidally driven circulation and mixing. The region is characterized by sudden and large variations in bathymetry; winds are highly variable and often intense. Cook Strait canyon is a mixing basin for waters of both subtropical and subantarctic origins. During weak winds, patterns of summer stratification and the loci of tidal mixing fronts correlate weil with the h/u3 stratification index. Under increasing wind stress, these prevailing patterns are easily upset, particularly for winds b1owing to the southeasterly quarter. Under such conditions, slope currents develop along the North Island west coast which eject warm, nutrient depleted subtropical water into the surface layers of the Strait. Coastal upwelling occurs on the flanks of Cook Strait canyon in the southeastern approaches. Under storm force winds to the south and southeast, intensifying transport through the Strait leads to increased upwelling of subsurface water occupying Cook Strait canyon at depth.

    A Report Commissioned by the Waitangi Tribunal for the Taranaki Claim (Wai 143) Concerning Kumara Kaiamo Pa and Associated Lands of Ngati Mutunga at Urenui by Brian Bargh December 1995 Any conclusions drawn or opinions expressed are tltose of tlte writer Introduction Ngati Mutunga are an iwi descended from the original inhabitants of the Urenui area who had merged with people who arrived on the Tokomaru waka in about 1350 AD.I Their tribal area is in northern Taranaki centred on Urenui (see Figure 1). Their grievance is that their land was confiscated in the 1860s by the Crown contrary to the Treaty ofWaitangi. They presented evidence to this effect to the Waitangi Tribunal in 1991 and had prepared a report at that time on their claim. Ngati Mutunga in their evidence raised the question of their pa at Urenui known as Kumara Kaiamo. They claim that this is an important wahl tapu and that it was confiscated by the Crown and never returned.2 The purpose of this report is to investigate claims made by Ngati Mutunga regarding Kumara Kaiamo pa in order that the Waitangi Tribunal can determine whether or not the Crown was in breach of Treaty principles with respect to the alienation of that land. The Waitangi Tribunal commission for this report is attached as Appendix I. The N gati Mutunga Claim Ngati Mutunga are joint claimants with other Taranaki hapu in Waitangi Tribunal claim Wai 143. Their claim is in essence that the Crown breached the Treaty ofWaitangi by firstly using the military to attack Taranaki Maori in order to obtain their land and later enacting the NZ Settlements Act 1863 which provided for the confiscation of land of any Maori who was deemed to be in rebellion.

    B.8 SUBDIVISION AND DEVELOPMENT ISSUES B.8 SUBDIVISION AND DEVELOPMENT ISSUES B.8.1 General Subdivision and consequent development has a significant effect on the character of the district. Subdivision design and density is a significant factor determining the availability of resources for activities and the character of urban form. It also creates expectations by landowners that they can further develop their land and utilise services and community resources. The approach taken in the District Plan regarding subdivision and development must be seen in the context of the response to urban growth arising from the Strategic Plan and the consequences of long-term planning options. B.8.2 Urban Growth The district has an abundance of land zoned for residential, commercial and industrial development. In producing the District Plan, Council gave consideration to various options with regard to growth, varying from introducing a moratorium on development to increasing the existing residentially zoned areas to accommodate as much growth as possible. Council decided to retain essentially the same area of land zoned residential as is currently in the Transitional District Plan. This approach enables growth to continue for at least the next fifteen years, but for Council to review the situation ten years hence. An important part of the strategy adopted by Council is the creation of green belts within and between existing communities. Future growth is to be based on Raumati, Paraparaumu, Waikanae and Otaki, with Paekakariki to be retained as a unique village centre. Also the settlements of Te Horo and Peka Peka are expected to retain their special characteristics.

    "a distressing lack of regularity": New Zealand architecture in the 1850s Date: Friday 7th December 2012 Venue: School of Architecture/Te Wāhanga Waihanga, Victoria University/Te Whare Wānanga o te Ūpoko o te Ika a Māui, Wellington Convener: Christine McCarthy ([email protected]) When Colonel Mould of the Royal Engineers at Auckland reported on behalf of the New Zealand Government on Ben Mountfort's proposed accommodation for Governor Thomas Gore Browne, he queried the design's ability to be ""lastingly pleasing to the eye,"" and identified the building's "distressing lack of regularity." This conference asks whether this phrase, describing Mould's discomfort with Mountfort's picturesque design, might also describe New Zealand's built environment in the 1850s more broadly as it negotiated architectural cultural exchanges, largely resulting from incoming British settlers' "flight from flunkeydom and formality." Philippa Mein Smith refers to a William Strutt drawing to indicate its cultural hybridity, as well as "the power of the "pioneer legend,"" unpinned by the religious ideology of western commerce: "Pioneers tamed the land and, they believed, made it productive as God intended." Provincial Government and a General Assembly were established, following the British Parliament's New Zealand Constitution Act (1852), which also seemingly prompted the originator of New Zealand's systematic colonisation, Edward Gibbon Wakefield, to arrive in New Zealand in 1853. Wakefield, according to Smith, was hopeful of a political career in the colonial government, now made possible by the Act. In the 1850s significant changes to the mechanism of British government in New Zealand occurred: the end of the Crown colony (1841-1853), when a Governor, with an executive council, "ruled" the colony, the appointment of a Resident Magistrate (Archibald Shand) to the Chathams (1855), and the conclusion of George Grey's first governorship in 1853.
