Lorenzana and United States Ambassador to the Philippines Sung Y. Kim led the inauguration of the Humanitarian Assistance and Disaster Response (HADR) multipurpose warehouse at Lt. Cesar Basa Air Base in Floridablanca, Pampanga today, January 29, 2019. As one of the major projects under the Enhanced Defense Cooperation Agreement (EDCA) between the two countries, the HADR facility will provide access to necessary prepositioned equipment and infrastructure, thus enabling the two countries to respond efficiently to both traditional and non-traditional defense and security challenges. “I am delighted that we have finally undertaken the first among the many activities and projects under the EDCA,” Secretary Lorenzana said. “This HADR warehouse will surely boost the Philippines’ efforts to be a disaster-resilient nation.” For his part, Ambassador Kim highlighted the strength of the partnership between the Philippines and the U.S. “This project illustrates not only our commitment to the U.S.- Philippine alliance, but also both countries’ dedication to peace and stability in the larger Indo- Pacific region,” Ambassador Kim said. Humanitarian assistance and disaster response is one of the main aspects of cooperation between the Philippines and the United States under EDCA, along with interoperability, capacity building, maritime security, and maritime domain awareness, among others. ### DND Press Release | Page 1 of 1 .

By Aaron Jed Rabena SYNOPSIS Since the election of Philippine President Rodrigo Duterte, various uncertainties have confronted Philippines-US relations. These are mainly due to human rights issues and the challenge posed by China in the South China Sea. COMMENTARY IN JANUARY 2020, Philippine President Rodrigo Duterte ordered the termination process of the longstanding Visiting Forces Agreement (VFA) with its lone security ally, the United States. The move rekindled anti-US sentiments and stoked widespread disapproval from the general public, including pro-US quarters in the country. According to the Duterte government, the reason for the VFA abrogation is the lack of respect for Philippine sovereignty or the “accumulation of a series of disrespectful acts” committed by some American senators against the Philippine government and its officials. Santillan University of the Philippines - Cebu [email protected] Abstract A new hope has sprouted from the southern part of the Philippines. Politicians outside the Manila-circle felt that they were vindicated when Duterte won the presidency. Of course, the entire nation rejoices with the coming of a “non- traditional” politician, and self-proclaimed leftist and socialist president. But the first two years of Duterte's presidency compel Filipinos to ponder what's going on with the country. Thus, this paper focuses on the incongruity of Duterte's promises with his implementing policies: first, his being leftist and socialist with neoliberal policies implemented; second, democracy with looming tyranny; third, independent-foreign policy while remaining subservient to U.S.A.; lastly, integrating Rousseau's Social Contract Theory, the country's representative democracy is dealt with the government’s insensitivity to its own polity. Concluding, the paper argues that Duterte's new politics maintain, if not worsen, the socio-politico economic problems he inherits from the preceding presidents. Riphlei Martinez, a P-19 vehicle handline operator with H&HS, MCAS Futenma. “If an aircraft crashes or has a fuel spill and the fuel spill ignites, this is what we would do if that were to happen.” Fuel spill fires can be unpredictable and becoming familiar with the procedures can make all the difference. “Here in Okinawa, training is important because we don’t get calls for very many emergency situations,” said Martinez. “We get new junior Marines every other month and for a lot of them this is their first fire or the first time they practice something that can actually happen.” This monthly training is part of the intense discipline it take to ensure ARFF Marines are ready for any situation that comes their way.
