    Cagayan Riverine Zone Development Framework Plan 2005—2030 Regional Development Council 02 Tuguegarao City Message The adoption of the Cagayan Riverine Zone Development Framework Plan (CRZDFP) 2005-2030, is a step closer to our desire to harmonize and sustainably maximize the multiple uses of the Cagayan River as identified in the Regional Physical Framework Plan (RPFP) 2005-2030. A greater challenge is the implementation of the document which requires a deeper commitment in the preservation of the integrity of our environment while allowing the development of the River and its environs. The formulation of the document involved the wide participation of concerned agencies and with extensive consultation the local government units and the civil society, prior to its adoption and approval by the Regional Development Council. The inputs and proposals from the consultations have enriched this document as our convergence framework for the sustainable development of the Cagayan Riverine Zone. The document will provide the policy framework to synchronize efforts in addressing issues and problems to accelerate the sustainable development in the Riverine Zone and realize its full development potential. The Plan should also provide the overall direction for programs and projects in the Development Plans of the Provinces, Cities and Municipalities in the region. Let us therefore, purposively use this Plan to guide the utilization and management of water and land resources along the Cagayan River. I appreciate the importance of crafting a good plan and give higher degree of credence to ensuring its successful implementation. This is the greatest challenge for the Local Government Units and to other stakeholders of the Cagayan River’s development.

Guzman* Cagayan State University, Philippines Key words: Agriculture, Vulnerability assessment, Province of Cagayan, Hazards, Risk mapping, Vulnerability Indices. http://dx.doi.org/10.12692/ijb/14.6.426-433 Article published on June 30, 2019 Abstract The Cagayan province, being bounded by mountain ranges and traversed by the great Cagayan River, is vulnerable to different climate hazards. Most of which are typhoons which further cause more destructive aftermaths such as flooding, soil erosion, pests and diseases, economic crises, and others. These incur great losses not only on agriculture, fisheries and infrastructures, but also on human lives. With these, strategies and practices to increase the level of awareness of the communities on the perils brought about by climate change shall be adapted. This paper addresses these problems through vulnerability assessment and mapping using Geographic Information System (GIS) to identify the level of vulnerability of three selected municipalities in the province, with regards to their agriculture and aquaculture production systems. Vulnerability indicators from each study sites and their respective barangays were identified and the vulnerability indices of each were obtained. From this information, vulnerability maps were generated. These maps identify the hazards experienced in each study site, the frequency of hazard occurrence and the level of their vulnerability of each area to these hazards.

    Excavations at the Lal-Io Shell middens, Northeast Luzon, Philippines Pebruary 1983 THIEL INTRODUCTION THE LAL-LO SHELLMIDDENS are located in Cagayan Province, Lal-lo municipality, between the towns of Gattaran and Lal-lo, east of the Cagayan River in northeast Luzon (18°07'N, 120041'E) (Fig. 1). The site is not a true shell mound in the sense of one large, deep mound or midden, but rather a series of scattered midden areas that occur in an area over one kilometer long and from 50 to 200 m east of the river (Fig. 2). I heard that there are also middens several kilometers north of this area, but I did survey that region. The River at this point is sea level. There is a rise of the river bank, and rising land to the east and then hills east can be detected by shell exposed on the nlldden areas on the level land the hills, and on the hills. The Cagayan which runs along the western midden areas, was rebuilL during 1969-1972. During this time tlIt; western edge of some of the midden areas was bulldozed away for use as landfill for the road. As a result, the location and thickness of the midden areas that were cut into can be seen in the roadcut. These vary in thickness between 20 em and one meter. They are often overlain by 10-20 em of soil. Many midden areas are also present to the east of the roadcut, and have shell and sherds on the surface. These mid­ den areas very from a few meters to over 70 m in length or width.
