Connector lobby space. Winthrop Center is slated to open in early 2023. High Street Place (160 Federal St./100 High St.): • A 18,500 sq.-ft. food hall being developed for the lobby space connecting 160 Federal Street and 100 High Street. The food hall will feature 22 food vendor stalls/kiosks and seating for 400. It is slated to open in September 2021. Development Proposals: 175 Federal Street Renovation: • Proposal calls for a 12,000 sq.-ft. canted structural glass enclosure encompassing 175 Federal Street’s first three floors. Within the structure will be a raised public platform offering sweeping of the Greenway and adjacent neighborhoods. The proposal also calls for the relocation of the building’s lobby. 11 Bromfield Street Development (1 Bromfield St.): • Proposal calls for a 23-floor, 441,000 sf mixed-use office tower, with 59,00 sf of retail space on the first three floors (one of them below-grade). The proposal is currently in its scoping review phase with the BPDA. Completed Projects: 2020: 399 Washington Street Renovation: • A complete renovation and modernization of the 5-story, 75,000 sf building. Internal demolition began in summer 2017 and finished in 2018. The renovation completed in early 2020.

Kuttner RE: Weight and Height Restrictions that Impact Truck Travel 1 INTRODUCTION This memorandum presents information about bridges in the Boston Region Metropolitan Planning Organization (MPO) area that have signs restricting the weight or height of vehicles permitted to pass over or under them. MassDOT personnel monitor these weight and height restrictions, along with a bridge’s physical condition, or rating, and summarize them as inspection reports in MassDOT’s internal database. However, the physical condition or rating of bridges is not the direct concern of this study. The concern of this study is that truck restrictions cause trucks that are otherwise fully compliant with Massachusetts and Federal Highway Administration (FHWA) size guidelines to use more circuitous routes than necessary to reach their various commercial destinations. Forced circuitous truck travel increases expenses for freight carriers and customers, increases the total environmental impact for a given level of freight traffic, and increases the negative impacts on local residents and communities. This study characterizes the severity of height and weight restrictions on trucks in the MPO region. The information developed will be used to evaluate projects considered for inclusion in two MPO planning documents: the Long-Range Transportation Plan (LRTP) and the Transportation Improvement Program (TIP).

The study includes the application of federal and Massachusetts historic tax credits to partially fund a rehabilitation project by comparing successful projects involving churches to the details of the St. John Cantius Church development. Federal Historic Preservation Investment Tax Credits Federal historic preservation investment tax credits are available for income-producing buildings which are listed in or are eligible for listing in the National Register (also referred to as “certified historic structures” in the historic tax credit program), and which are substantially rehabilitated according to the Secretary of the Interior’s Standards for Rehabilitation (Standards). Under this program, 20% of the total qualified rehabilitation expenditures (QREs) are returned to the owner in the form of a dollar-per-dollar credit on federal income taxes. The cost of a project must exceed the greater of $5,000 or the building’s adjusted basis, and after rehabilitation, the historic building must be used for an income-producing purpose for at least five years. A three-part Historic Preservation Certificate Application (HPCA), including project plans and photographs, is submitted to the MHC and NPS. The federal HPCA applications are accepted on a rolling basis. Part 1 presents information about the significance and appearance of the building, for the building to be determined a certified historic structure.
