SOUTHWEST DIVISION is one of four Engineering Field Divisions within the Naval Facilities Engineering Command. Officially established on October 1, 1989, it handles the planning, design, and acquisition of facilities. The command also provides technical advice and assistance on the maintenance and operation of facilities and handles the acquisition and disposal of real estate. The Navy and Marine Corps own more than 267,000 acres of land just in San Diego County alone. That amounts to a total facilities investment (Class I and Class II property) of $4.6 billion! Project Title: Operations Training Maintenance Management Plan (OTMMP), and Environmental Impact Statement (EIS) NAB Coronado.

Description: This EIS will analyze potential environmental impacts to sensitive resources resulting from the amphibious training requirements for the Naval Amphibious Base (NAB) as described in the Operations, Training & Maintenance Management Plan (OTMMP). The OTMMP provides a comprehensive, single plan for these training activities. Many training areas contain Western Snowy Plover and Least Tern habitat, and resulting restrictions have drastically reduced the amount of training beaches available to NAB. Background--Originally CERCLA did not include provisions for cleaning up DoD sites; however, the Defense Appropriations Act of 1984 established special funding for DoD cleanups, and in 1987 Congress established the Defense Environmental Restoration Account (DERA), codified in 10 U.S.C. 2703. In a 3 May 1995 memorandum, the Deputy Secretary of Defense devolved DERA to the military Departments beginning in FY 97. DON's portion of the devolvement is referred to as the Environmental Restoration, Navy (ER, N) account.

Approach--The goal of the Navy/Marine Corps IR Program is to reduce, in a cost-effective manner, the risk to human health and the environment from hazardous substance contamination resulting from past Department of Defense (DoD) activities in the U.S. and its territories. Project Title: Preliminary Assessment of Munitions in the San Diego Bay Primary Ship Channels and STENNIS Homeporting Beach Replenishment Areas.

Project Number: CTO-173

Description: The Navy is performing a Preliminary Assessment (PA), the first investigative step under the cleanup law CERCLA - The Comprehensive Environmental Response, Compensation and Liability Act of 1980 to determine the potential for munitions in sediment material. The study addresses areas of the San Diego Bay historically used by the military as primary ship channels, and the beach replenishment areas where sand from the STENNIS homeporting dredge project were deposited.

Cost: $462,135

Purpose: To identify sites that may pose a threat (from munitions) to human health and the environment.
