ANTHONY L. TREVIÑO JR. EXPERIENCE Chief of Police January 2015- Present Responsible for planning, directing, managing, and overseeing the activities and operations of the Police Department including field operations, investigations, support services, and general administration. Coordinate assigned activities with other City departments and outside agencies; and provide highly responsible subject matter support to the City Manager's Office. Manage the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establish, within City policy, appropriate service and staffing levels; and allocate resources accordingly. Key Accomplishments – Implemented the following community outreach programs and initiatives: Family Violence Threat Assessment Initiative, Coffee with Cops, Day of Understanding Program, Text 911, Life Skills Academy in collaboration with the Boys and Girls Club, Women in Policing Symposium, SAPD Facebook en Espanol, expanded the following of SAPD Facebook to over 100,000, Citywide NextDoor.com, Chief’s Blue Line Blog, Operation Gateway (Partnership with Haven for Hope) and the UNIDOS Program designed to reach out to the Spanish-speaking community. Implemented the following internal programs and initiatives: expanded the Downtown Bike Patrol, redeployment of the Mental Health Unit, formed the Chief’s Advisory Group, began implementing Justice Based Policing through in-service training, coordinated joint crowd control training with the Bexar County Sheriff’s Department, and UOF Review Board. Deputy Chief – Chief of Staff 2011- 2014 Responsible for the day-to-day operations of the San Antonio Police Department to include providing direction to all members of the Department’s executive leadership team. Administrative and Management responsibility for Internal Affairs, Police Training Academy, Airport and Park Police, Legal Affairs, Police Media Services, Research and Planning, and both Internal and External Assistant Executive Officers along with their subordinate units. Key Accomplishments – Implemented the Patrol Resource Allocation Model (PRAM), 2013 Fiesta Commander, Directed operations for 2014 Spurs Championship Celebration, Co-Chaired DOJ Committee, Expanded the Department’s profile in the community through Social Media, Coordinated the re-establishment of the Eastside Basketball League, Lead the effort to comply with Dependant Care Verification, and Promoted diversity in Departmental assignments. Captain – Executive Officer to the Chief 2010-2011 Assisted the Chief of Police with the effective leadership, overall management, and organizational development of the Department as well as maintaining maximum responsiveness to community needs for police services. Additionally, held administrative responsibilities for leadership and management of the Research Planning and Manpower Allocations units, and both Internal and External Assistant Executive Officers and their subordinate units. Key Accomplishments – Successfully implemented a fourth patrol shift which required the movement of nearly one-quarter of all patrol personnel, Event Commander for the 2011 Alamo Bowl attended by over 60,000 patrons, Selected as the Department’s City Council Liaison, Assisted in the development of the Department’s Vision, Mission, and Guiding Principles, and Matrix Committee member. Lieutenant 2006-2010 Uniform Patrol Division – Patrol Shift Commander for the cities’ largest service area (over 81 square miles). Established the priorities of the shift, including the rendering of basic police services such as the coordination and evaluation of shift administrative functions and personnel deployment necessary for the effective and efficient handling of requests for service from the public. The Patrol Lieutenant is responsible for the quality of first line supervision (Sergeants) and is held accountable for the actions of his/her subordinates. Commander of Internal Affairs – The Internal Affairs Unit Commander (Captain) is responsible for processing citizens’ complaints, the administrative review of officer involved shootings and in-custody deaths, and the investigation of allegations of non-criminal misconduct by sworn members of the Police Department. The Commander receives and reviews all incoming correspondence and complaints, and reviews and approves all completed investigations. The Internal Affairs Unit Commander also notifies the Chief of Police of matters which may affect the Department’s professionalism and integrity, including cases involving serious police misconduct, criminal misconduct by a member, and cases involving serious bodily injury or death. Homicide Unit – Directed the Homicide Unit, staffed with five sergeants, forty-seven detectives, one patrolman and eight civilian support personnel. The Unit has investigative and case management responsibilities for the rendering of basic services for over twenty different offenses which include the major categories of death, assaults, traffic-related crimes and fatalities, and DWI related offenses. Key Accomplishments – While Commander of Internal Affairs, completely revised the Department’s Officer Concern Program expanding the criteria for selection into the program, served as a sitting member of the City of San Antonio’s Municipal Integrity Committee, revised criteria and ensured a holistic review of officer’s actions and complaints. Additionally, successfully implemented the IA Pro Software program which improved the tracking, management and timeliness of Internal Affairs cases, Co-Chaired the Police Executive Research Forum Internal Affairs Subcommittee, Managed the City of San Antonio’s Reception Center as a member of the City of San Antonio’s Incident Management Team during national disasters, Revised the Department’s Disciplinary Policy providing section commanders the ability to proactively address disciplinary issues within the Department. While managing the Homicide Unit, implemented a formalized case review process which ensured thorough case investigations achieving the highest homicide clearance rates in the documented history of the Department. Sergeant 2000-2006 Patrol Division (Uniform Field Supervisor) – Monitored and mentored patrol personnel within several service areas throughout the City. Provided oversight and supervision for crime scenes. Research and Planning Supervisor – As part of the Office of the Chief, has the responsibility of supporting the Chief of Police (and Command Staff) in the identification, development, and implementation of the goals and objectives of the Department through continuing research, statistical evaluation, strategic analysis and planning, specialized computer program operations, publication activities, and the development of new programs and/or procedures. Community Services Unit Sergeant (SAFFE) – Provided leadership and guidance to SAFFE Officers engaged with social and civic community organizations furthering the Department’s relationship with the community.
