    THE FOOTBALL ASSOCIATION OF WALES EXCEPTIONS PANELS GUIDANCE IN RESPECT OF YOUTH PLAYERS Unless otherwise defined in the Appendix to this guidance note, defined terms used in this note are set out in the FAW’s Points Based System criteria for Governing Body Endorsements. 1. From 4 June 2021 onwards, the PBS will be amended in respect of Youth Players. a. The youth criteria set out in paragraphs 48 of the PBS will form part of the main criteria of the PBS. b. The youth criteria set out in paragraphs 47 and 50 to 53 of the PBS will be removed from the PBS. c. The process for requesting that an Exceptions Panel consider an application for a Youth Player who does not meet the passmark of 15 points will be amended (as set out further in this document). 2. The purpose of making these changes is to simplify/streamline the criteria as regards Youth Players but to ensure that Clubs still have access to promising Youth Players. 3. These changes will apply to the Summer Transfer Window in 2021 and will be reviewed thereafter. 4. The purpose of this document is to provide guidance on the process for requesting an Exceptions Panel in respect of a Youth Player. Minimum requirements 5. In the revised PBS, there is no minimum points threshold which a Youth Player must achieve in order for the Club to request an Exceptions Panel. A Club can therefore request an Exceptions Panel for any Youth Player who does not meet the passmark of 15 points (and is not required to evidence that exceptional circumstances prevented the Player from achieving 15 points).

Therefore, this research will present theoretical framework and organizational approaches in project management and management in sports, whereas basic project phases will be elaborated through sports aspects. Furthermore, the specific features of project management in sports and organizational structure of football associations will be particularized in order to offer an insight into a possibility of positioning new football organization with an aim to form and manage a regional league. Taking into the account all the specifics of the sport and project management, the aim of this research is to offer an idea of forming a regional football league, and furthermore, to impose the necessity of founding an independent and impartial organization which will manage cited league.     International Journal of Sports Science & Coaching Volume 10 · Number 6 · 2015 1103 From Talent to Professional Football - Youthism in German Football Bettina Grossmann and Martin Lames Faculty of Sports and Health Sciences, Technical University Munich, Germany, Germany E-mail: [email protected] ABSTRACT The aim of this study was to investigate the impact of the German youth academies conducted by the clubs of 1st and 2nd Bundesliga and the role of the U17 Bundesliga as a part of the German talent development programme in football. We examined all 821 U17 Bundesliga players born in 1993 and tracked their career development until season 2012/13. It was found that less than 10% were able to sign a contract for a professional team in Germany (1st, 2nd and 3rd league), while more than 45% quit playing football before advancing onto senior level. 29 out of 36 (80.6%) 1st Bundesliga players born in 1993 (season 20012/13) were trained in a professional youth academy, two players were educated in a 4th league club and five players were transferred from a foreign country. Youth academies and the U17 Bundesliga are crucial for the development of German talents, since a very good football education with weekly challenges in league is beneficial. However, one can be worried about the physical as well as mental and emotional stress those young players are exposed to, which might lead to an earlier end of their careers. A migrant can register for a club without a GBE but, in order to play any football, he must have obtained a GBE, been assigned a Certificate of Sponsorship by that club and secured leave to remain under Tiers 2 or 5 of the PBS (subject to satisfying any other eligibility requirements of The Scottish FA and any competitions the club participates in). 2. A club can apply for a GBE for a migrant at any time during the Season. In order to apply for a GBE, a club must hold a valid Sponsor’s Licence under Tier 2 and/or Tier 5 of the PBS.
