Application 1. Hubbard Broadcasting Inc. (Hubbard Broadcasting) filed an application to remove its non-Canadian conventional television station KSTP-TV Minneapolis, Minnesota, from the List of non-Canadian programming services authorized for distribution (the List). KSTP-TV is an ABC affiliate broadcasting from St. Paul, Minnesota. 2. In support of its application, Hubbard Broadcasting indicated that KSTP-TV’s signal is not available for direct reception in Canada. The applicant also stated that it could not confirm whether it had obtained all the necessary rights for distribution in Canada or whether it exercised preferential or exclusive programming rights in relation to the distribution of its KSTP-TV programming in Canada. Moreover, Hubbard Broadcasting argued that the feed being retransmitted in Canada may be a feed specifically modified for Canada, in violation of the Copyright Act. 3. Hubbard Broadcasting also claimed that it had received complaints from Canadian viewers regarding signal quality issues, including technical problems with closed captioning at times when the station did not experience technical issues with its broadcast feed. The applicant stated its objection to any unauthorized modifications to its signal, including simultaneous substitution, commercial insertion practices and altering or eliminating closed captioning.

From the printing press to the satellite dish to the smart phone, technology has played a critical role in accelerating the speed of news and Hubbard Broadcasting has long stood in the intersection of news and innovation. As a pioneer in radio and television, Hubbard Broadcasting has a history of leadership, having been among the first with regularly scheduled radio and TV newscasts, all-color television stations and other journalistic and technological improvements. Hubbard launched the first satellite newsgathering truck and SNG operation with CONUS 1, and was the first in satellite T\/ with its U.S. Satellite Broadcasting.     "Minnesota's-first radio station was 9SV, owned and operated by 19-year-old Robert Witschen, who broadcast phonographic music in 1920 to the few who could pick it up on their cat's whiskers sets. Schilpin hired Witschen in 1922 to build a station and give the Times a voice, WFAM. But the lack of advertisers---due to a lack of listeners with sets---forced the station to close down five years later. When Schilpin decided to try again in 1938, Witschen became the Chief Engineer for KFAM (the original call letters had been taken over by another station, and Schilpin's second choice, KSTC was, according to the FCC, too similar to St. Paul's KSTP).” KFAM-AM came on the air in 1938 and KFAM- FM was added a decade later…among the pioneer FM stations in Minnesota. ST CLOUD THE TRIPLET CITY JOHN DOMINIK 1983 Radio in Minnesota Radio in Minnesota, as in other parts of the country, began with experimental broadcasts in the 1910s. These often originated in the physics or engineering departments of colleges and universities. The University of Minnesota made its first radio transmissions in 1912, and in 1915 broadcast an entire football game with a spark gap transmitter. The University received a license for experimental station 9XI in 1920. Similar stations at St. John’s University and St. Olaf College also began during this period. Station 9XI at the University of Minnesota eventually was replaced by WLB, which became the state’s first licensed AM station on Jan. 13, 1922 (twenty three years later WLB would change its call letters to KUOM).

A Well, my dad was a pilot and he flew for the Internal Revenue Service during Prohibition, had a successful company in Louisville and Mattingly-Hubbard Motor Car Company – Mattingly’s grandson became an astronaut. And he and Mattingly bought used surplus WWI airplanes and rebuilt them and resold them. And then they tried to start an airline and that went broke about 1921 or 22, using surplus airplanes. In fact, in Louisville, Hubbard Field, my dad named the field, was there must have been til about 30 or 40 years ago and then it changed the name of it. Then the depression came, an earlier depression, and they went bust and he came home to Minnesota and he got excited about the possibilities of radio and so he built his own transmitter. The way he got into radio was that in the early 1920’s all they played on the radio was, as he used to say, the fat lady singing opera to the accompaniment of the piano. And we had WCCO, which was owned by Washburn Crosby Company, which is now General Mills. And they had this radio station, which was an experimental station. And they’d play the fat lady singing opera to the accompaniment of the piano. And you couldn’t at that time play records on the radio. You couldn’t go from the needle, the stylus, to the transmitter.
