The Commission first adopted rules requiring broadcast stations to maintain public files documenting requests for political advertising time more than 80 years ago,1 and political file obligations have been embodied in section 315(e) of the Act since 2002.2 Section 315(e)(1) requires radio station licensees, among other regulatees, to maintain and make available for public inspection information about each request for the purchase of broadcast time that is made: (a) by or on behalf of a legally qualified candidate for public office,3 or (b) by an issue advertiser whose advertisement communicates a message relating to a political matter of national importance.4 Section 315(e)(3) of the Act requires stations to upload information about such requests to their online political files “as soon as possible.”5 Section 73.1943(a) of the Commission’s Rules requires stations to maintain and make available for public inspection information about all requests for broadcast time made by or on behalf of candidates for public office,6 and section 73.1943(c) requires stations to upload such information to their online political files 1 See 3 Fed. -

Application 1. Hubbard Broadcasting Inc. (Hubbard Broadcasting) filed an application to remove its non-Canadian conventional television station KSTP-TV Minneapolis, Minnesota, from the List of non-Canadian programming services authorized for distribution (the List). KSTP-TV is an ABC affiliate broadcasting from St. Paul, Minnesota. 2. In support of its application, Hubbard Broadcasting indicated that KSTP-TV’s signal is not available for direct reception in Canada. The applicant also stated that it could not confirm whether it had obtained all the necessary rights for distribution in Canada or whether it exercised preferential or exclusive programming rights in relation to the distribution of its KSTP-TV programming in Canada. Moreover, Hubbard Broadcasting argued that the feed being retransmitted in Canada may be a feed specifically modified for Canada, in violation of the Copyright Act. 3. Hubbard Broadcasting also claimed that it had received complaints from Canadian viewers regarding signal quality issues, including technical problems with closed captioning at times when the station did not experience technical issues with its broadcast feed. The applicant stated its objection to any unauthorized modifications to its signal, including simultaneous substitution, commercial insertion practices and altering or eliminating closed captioning. -

EX ALDERMAN NEWSLETTER 106 November 27, 2013 By John Hoffmann THE DALTON TWO-STEP: Mayor/Cigarette Lobbyist Jon Dalton once again performed his now familiar “Dalton Two-Step” move at Monday’s Board of Aldermen meeting. Two weeks earlier Dalton stepped down from the dais, recusing himself from the Maryville University rezoning issue which involved a lot of wealthy residents in opposition on one side and George Stock, a campaign contributor on the other. Dalton did not want to alienate rich Republican residents or the folks at Maryville University. Dalton used his claim that sometime in the past, someone, but he doesn’t know who from his very large law firm of Lewis-Rice once represented Maryville in some matter, that he really didn’t remember, but it was a clear conflict of interest. However, in 2005 Dalton did not think he had a conflict of interest when he signed a $17.5 million contract with the West County EMS&FPD to provide fire and ambulance service to Town and Country. For the first five months of 2005 Dalton, as a partner with Lewis-Rice was a lobbyist in Jefferson City for WCEMS&FPD. 1 Dalton’s memory was also selectively faulty on Monday when Dalton oversaw the passing or Bill 13-47 for the city to enter into a contract with the WCEMS&PFD regarding cost sharing for the uses of MYGOV services. It is amazing that Dalton can recall that someone at his law firm once handled something for Maryville University, but he cannot remember that he worked for the city’s largest contractor for FIVE MONTHS, despite the fact that I keep reminding him and that it is online on the Missouri Ethics Commission’s website for lobbyists. -

Mother’s Day may be past, but moms are still incredibly important when it comes to radio. Is radio still incredibly important to them? In 2021, American mothers are more connected to the internet than ever, consuming more audio online but listening to radio less, says a new study. According to Moms and Media 2021, an Infinite Dial report released last week by The Research Moms of Edison Research, 89 percent of U.S. mothers own a smartphone and 46 percent own smart speakers, a 39 percent increase from 2020. “More than ever, we in radio have to lean in to this group and find out how to keep and grow their loyalty,” says John Shomby, owner/CEO of Country’s Radio Coach Inc. “They’ve been introduced to more avenues of entertainment [TikTok, for example], and the industry must find a way to get and stay in the middle of that.
