These relations evolved under conditions in which both countries understood and valued the need for cooperation, but also were aware of its limits and the dangers of too close a partnership. U.S. security dealings with Saudi Arabia are an extreme, perhaps unique, case of how security ties unfolded under conditions in which sensitivities to those ties were always a central —oftentimes dominating—consideration. This was especially true in the most delicate area of military assistance. Distinct patterns of behavior by the two countries emerged as a result, patterns that continue to this day. This dissertation examines the first twenty years of the U.S.-Saudi military assistance relationship. It seeks to identify the principal factors responsible for how and why the military assistance process evolved as it did, focusing on the objectives and constraints of both U.S. -

1 The University of Washington Bothell Democracy, Strategic Interests & U.S. Foreign Policy in the Arab World: A Multiple Case Study of Bahrain, Egypt, Jordan & Saudi Arabia Kelly Berg A Capstone project presented in partial fulfillment of the requirements for the degree of Master of Arts in Policy Studies through the School of Interdisciplinary Arts and Sciences June 2015 2 Abstract What determines U.S. foreign policy in the Arab world? In order to address this question, an inductive multiple case study of Bahrain, Egypt, Jordan and Saudi Arabia was conducted. These four Arab countries were selected due to their varying political positions and relationships with the U.S. I argue that the U.S.’s prioritization of strategic interests trumps or, in some cases, stifles support for the democratic process within the context of U.S. foreign policy in the Arab world, and that “democracy” is only advocated for when it serves U.S. desire for stability and hegemony throughout the region. Examining Bahrain, Egypt, Jordan, and Saudi Arabia demonstrates that political stability in the region, resistance to terrorism and unrest, Israel’s interests, and economic gains through oil and weapon production and sales are the U.S.’s key priorities. Blanchard Specialist in Middle Eastern Affairs January 23, 2015 Congressional Research Service 7-5700 www.crs.gov RL33533 Saudi Arabia: Background and U.S. Relations Summary The kingdom of Saudi Arabia, ruled by the Al Saud family since its founding in 1932, wields significant global political and economic influence as the birthplace of the Islamic faith and by virtue of its large oil reserves. Close U.S.-Saudi official relations have survived a series of challenges since the 1940s, and, in recent years, shared concerns over Sunni Islamist extremist terrorism and Iranian regional ambitions have provided a renewed logic for continued strategic cooperation. The full effect of the ongoing upheaval in the Middle East and North Africa on the kingdom and on U.S.-Saudi relations has yet to be determined. Official U.S. concerns about human rights and religious freedom in the kingdom persist, and some Members of Congress have expressed skepticism about Saudi leaders’ commitment to combating extremism and sharing U.S. policy priorities in the Middle East, North Africa, and South Asia. However, Bush and Obama Administration officials have referred to the Saudi government as an important regional partner in recent years, and U.S. arms sales and related security cooperation programs have continued with congressional oversight. Since October 2010, Congress has been notified of proposed sales to Saudi Arabia of fighter aircraft, helicopters, missile defense systems, missiles, bombs, armored vehicles, and related equipment and services, with a potential value of more than $90 billion. At home, Saudi leaders are weighing a litany of economic and political reform demands from competing, energized groups of citizen activists. -

During a 32 year career at The Wall Street Journal she served as diplomatic correspondent, foreign editor and finally as Publisher of the paper. She won a Pulitzer Prize for International Reporting in 1984 for her coverage of the Middle East. She is chairman of the RAND Corporation. The topic of leadership has been researched and debated a great deal; however, the leadership style adopted by higher education institutions within a particular context and culture has been considered very little. The primary aim of the Doctorate research study carried out herein is to examine and evaluate the relationship between leadership styles, i.e. transformational and transactional, productive organisational energy and academic and administrative staffs’ job satisfaction in public and private universities of Saudi Arabia. In fact, during the latest few decades, the leadership body of literature has expanded beyond the focus on traits and behaviours and also provided the theoretical basis for understanding the nature of each variable, which is highlighted in the research study.
