ReformationSocieties.org. 7 ABOUT THE SPEAKERS Barbara Duguid was born in Jos, Nigeria, to a missionary family that moved to a new country every 4 years. She graduated from Radford University with a B.S. in Medical Technology, then returned to Africa to work in the laboratory of a mission hospital in Monrovia, Liberia, where she dallied in tropical medicine and met her Scottish husband. Iain and Barb have been married for 31 years and have 6 grown children. Together they have planted 4 churches alongside Iain’s full time calling as professor of Old Testament. They now live in Glenside, PA, where Iain is teaching at Westminster Theological Seminary. Barb earned her Advanced Counseling Certificate from CCEF in Glenside, PA, and greatly enjoys the privilege of watching beloved fellow believers grow in grace. She also teaches Bible studies, speaks at retreats and conferences, and writes the liturgy used for church services each week at Christ Presbyterian Church in Glenside. She is the author of several books including: Prone to Wander: Prayers of Confession and Celebration and Extravagant Grace: God’s Glory Displayed in Our Weakness. Elizabeth Groves attended Dartmouth College and Westminster Theological Seminary, where she has taught Hebrew since 2009. She is also involved in the ESL ministry at her church (New Life PCA in Glenside, PA). Her husband Alan taught Old Testament at Westminster for a quarter of a century before his death from cancer in 2007. They have four married children and four grandchildren. Elizabeth’s book Grief Undone: A Journey with God and Cancer was released in the spring of 2015. Her mini- book Becoming a Widow: The Ache of Missing Your Other Half was published in 2012. Stephanie Hubach serves as Mission to North America’s Special Needs Ministries Director. Mission to North America (MNA) is a Permanent Committee of the Presbyterian Church in America (PCA). She also currently serves on the Lancaster Christian Council on Disability (LCCD). Steph is the author of Same Lake, Different Boat: Coming Alongside People Touched by Disability and All Things Possible: Calling Your Church Leadership to Disability Ministry. She has been published in By Faith magazine, Focus on the Family magazine, and Breakpoint online magazine and produced a Christian education DVD series based on Same Lake, Different Boat. McIntire’s “crusade” against the Federal Communications Commission and the Fairness Doctrine brought national attention to the doctrine. This attention influenced the FCC, and in 1987, the Commission repealed this regulatory policy. WXUR is the only radio or television station in American history to be denied license renewal by the FCC as a direct result of Fairness Doctrine violations. This dissertation argues that McIntire and WXUR are underappreciated factors that contributed to the demise of the doctrine. Introduced in 1959 when Congress amended the 1934 Communications Act, the doctrine required radio and television stations to meet two requirements: (1) devote a reasonable percentage of broadcast time to discussions of issues of public importance within the community the licensee served, and (2) design and provide programs so that the public had a reasonable opportunity to hear different and opposing views and arguments on the public issues of interest within that community.
