Minutes of Hook Parish Council held on Tuesday 2nd April 1991 at the conclusion of the Planning meeting.

209 Apologies for absence Apologies for absence were submitted from Parish Councillors P. Boswell, P. Edmonds and J. Morgan who were all on holiday.

210 TEN MINUTE RULE The Chairman welcomed Mr. & Mrs. Morris, the dentist from Hook Parade to the meeting, and stated it was the Parish Council policy to invite members of the public to discuss with the Parish Councillors any matters of Parish concern at this moment. Mr. & Mrs. Morris explained they had attended the meeting because they were interested in the item relating to the Local Plan particularly the effect of the document of the Dental Surgery at Hook Parade. Members noted their concern and the Chairman gave a brief explanation of the Parish Councils policy regarding the area in question.

211 MINUTES The Minutes of the meeting held on 19th February were confirmed and signed as a correct record subject to the alteration of the name Camben to Costain in the second line of Minute 200 (a) and also the alteration in the name of the Minutes dated 21st March for the Planning Meeting held on 19th March, these should read "Minutes of a meeting of Hook Parish Councils Planning Committee" also in response to a question the Clerk confirmed that the Minutes of the Parish Councils meeting dated 19th February had been circulated with minutes of meetings held in March.

212 MATTERS ARISING FROM THE MINUTES The Chairman read through the minutes and arising therefrom it was noted: a) Hartletts Park - Warden that no interest had been shown in this appointment to date. b) King George V Playing Field that no meeting had been convened but the Clerk confirmed he would call a meeting as soon as he was able, but explained that pressure of work had overtaken the situation at the present moment in time.

213 REPORT OF DISTRICT COUNCILLORS a) Councillor Mrs. R. Flowers - that she had received a letter from the Director of Technical Services which indicated

that the pedestrian subway under Griffin Way South had been cleared of graffiti twice and that the subway, together with Griffin Way South was on maintenance which expired on 7th March 1991. The developers would again repair the subway and remove the graffiti so that the subway could be adopted and maintained by County Council as a highway structure. That with regard to the painting of murals on the walls of the subway the local Constable and Youth Club had been informed this was a matter between themselves and Hampshire County Council after adoption had taken place the District Council and the developer did not wish to become involved with this prior to adoption. That with regard to adoption the roads work was progressing and all should be adopted within a few months except for Wild Herons which required a large amount of remedial work to renew ponding problems. That with regard to dead trees, these were situated towards the top section of Griffin Way South and Charles Church had given an undertaking to replace these, but this had not been effected and a further attempt would be made; that the landscaping works further down Griffin Way had not yet been adopted and the developer would be required to carry out necessary remedial works before the areas were adopted. Mrs. Flowers also reported on the effect of the Environmental Protection Bill which would alter the amount of attention the District Council gave to specified areas eg. major roads would be dealt with on a weekly basis and estate roads on a monthly basis, for example, and finally that the Health and Housing Committee were to undertake a refurbishment of the Hook Public toilets.

b) Councillor P. Jennions - reported that with regard to the Environmental Protection Act there was to be an exhibition of the type of cleansing expected for different areas throughout the Distict, but he was sure the whole area would receive an upgrading in the standard of cleansing. He commented on the inclusion of the building "The Acorn" in a list of buildings of local interest being compiled by Hart District Council and in connection with this the Chairman asked if he could take on board the need to include in this list the property "The Old Forge". He also commented on the need for tree replacement along Griffin Way North, that he had raised a question of the Director of Finance concerning the Hawley Parish Precept and the statement that Hook was the highest precept and finally he was to investigate the problem of the garage building between 11 and 12 Ash lea.

214 REPORT OF CHAIRMAN a) Planning Committee - the minutes of the Planning Committees held oft 5th and 19th March were confirmed and adopted. b) Amenity Committee - the minutes of the Amenity Committee held on 5th March were confirmed and adopted. c) Hart District Local Plan - Working Group - The comments to the Director of Planning submitted by the Parish Council

amended to the notes of the working group held on 5th March were noted and adopted. d) Garden and Cemetery Committee - the minutes of the meeting of the Garden and Cemetery Committee held on 19th March were confirmed and adopted.

215 S.P.I.S.E. A press release by SPISE had been circulated concerning the Berkshire Strategy for the County. This was received for information. The Chairman then stated that SPISE had also indicated that pressure was now mounting on District Councillors regarding development at Railroad Heath which had received 978 objections to the proposal contained in the Hart District Local" Plan and of these 369 had objected to development at Railroad Heath. The Chairman indicated that a danger to Hook, in this matter was that eight additional sites for. development Which had been put forward by land owners, Developers and Agents at: Elizabeth Barracks, 176.4 acres Hawley Hill, Blackwater 10.9 acres Martin Lines, Church Crookham 8.6 acres Land east of Holt Lane, Hook 39 acres Land North West of Hook 469 acres Land off Cobbetts Lane, 54 acres Land at , 113.3 acres Land at Hitches Farm, Fleet 500 acres Members discussed the implications particularly to Hook and noted the need for the District Council to maintain its five year supply of land available for housing and also the reduction in the number of housing units to be allocated and it was agreed that the Parish should keep a watching brief on the situation particularly the information to be published by the Department of Environment concerning household projections in August and to be aware of the changed pattern of housing requirements between the District and County Council; these findings would be reported during May/June and to await the date of the Public Inquiry.

216 HOOK COMMON The meeting was informed that the Clerk, Mrs. J. Bonnin had had a meeting with Lord Fitzharris at Greyhill Hill on 4th March and that a number of matters affecting the Hook Common had been discussed including litter, the fact that the memorial green was a Village Green and that his Lordship was interested in keeping the common in good order and took an active interest in it. King George V land was discussed and the need to increase the size of the land holding near the play equipment was noted. The Chairman concluded that it was a useful meeting and maintained a personal contact with the Lord of the Manor.

217 HIGHWAY MATTERS a) The meeting was informed that waiting restrictions were to be imposed at Elms Road and Bell Meadow Road, the Hampshire County Council wele making the necessary road traffic order. b) That road signs around the area needed to be cleared,the Clerk was asked to request this of the Hampshire County Council.

c) That road name plates were required to be replaced or repaired at Memorial Road, Newnham Road and Griffin Way/Old Redding Road.

218 ACTION ROUMANIA a) Ungureni Orphanage Trust. A letter was submitted from Mrs. Angela McAnt, Treasurer of the above trust which stated that Dr. Darmady and the team working on the Romainian Orphanage project thanked Hook Parish for its donation to the fund. b) Cristesti, Cireului in Transsylvania. A letter was submitted from the Secretary of the Committee Romania, Hoogkallostraat, B.9120 KALLO, Belgium which listed shortages and needs for Action Romainia and expressed the hope that people in Hook would be able to help. That a 7 ton truck would be leaving in September from Belgium and perhaps they could help distribution from Hook, . Members noted the situation and considered the first thing that needed to be done was arrange for transport, however, it was also suggested that a co-ordinator was required for this scheme to be effective and it was agreed the matter should be raised at the Annual Village meeting.

219 REPAIRS TO PLOUGH A letter was submitted from Playground Services which stated that to support the handles of the Plough on two posts with a flat metal rectangular loop welded onto the face of each post would cost £372.00. Members were of the opinion that the handles needed to be fixed to each other in a rectangular form and that the Clerk progress this suggestion.

220 HOOK TIDY GROUP A letter was submitted from the promotion executive for 7-eleven which indicated that the 7-eleven stores would give a free of charge drink for every full sack of rubbish that was brought into the store on a litter pick day. Members considered that this was a step in the right direction on behalf of the management of the store and agreed that the Hook Tidy Group be informed of the letter and that the Parish Council should make an appropriate reply which should incorporate a request for sponsorship of litter bins. resolved that: i) the Chairman of Amenity discuss the matter with the Hook Tidy Group. ii) the Clerk make a suitable reply to the letter.

221 SQUASH CLUB ACCESS A letter was submitted from the Hook Village Community Association which stated that a variety of security access system had been looked at and the most practical and robust system was quoted at £5,000 including VAT and installation.. The Association was, therefore asking the Parish Council would grant a loan over a three year period to finance the installation of the security access system with the HVCA acting as guarantors in the event of any shortfall. A set of notes concerning the constitution for a squash club were enclosed with the letter. Although members looked with favour on the idea of a loan, considered that more information was required on the type of membership for the club and those people wishing to play squash. It was suggested that a meeting should be arranged to discuss the matter.

223 HARTLETTS PARK The Clerk reported that to date work was progressing, poor weather had prevented works on phase II landscaping starting but this was expected to start soon, the gravel path would be raised at its low points, the gate would be erected in the near future, lighting of the footpath was progressing and he was holding payment on part of the account for supply of the equipment. The situation was noted.

224 HEBRON COMPUTERS The Clerk submitted a letter from Hebron Computers who would supply Parish Planning System for the consultation process the total cost was £970.00. Members asked if the system could be viewed and suggested that a comparision should be made with another supplier if possible. The letter was noted.

225 ANNUAL VILLAGE MEETING The Chairman reported on the situation to date and the Clerk confirmed that printing of the Parish Report was underway and he would deliver the reports to Hart Courier by 4th April for distribution on the 10th April.

The Chairman closed the meeting in accordance with standing orders. Arising from which was noted that an encroachment appeared to be taking place on common land at Morris Street. The Clerk confirmed he would progress the matter as soon as possible.
