Aplicação de Resultados 127 ANEXOS 128 FEDERAÇÃO PORTUGUESA DE RUGBY Relatório de Actividades & Contas 2014 11 de Março de 2014 Mensagem do Presidente Uma análise atenta e séria do Relatório e das Contas referentes a 2014 mostra à evidência a continuidade e a sustentabilidade de uma política de recuperação económica e financeira levada a cabo nos últimos anos a par de uma quase invariável manutenção da actividade desportiva desenvolvida, tanto a nível nacional como internacional. Na verdade, a gestão equilibrada e rigorosa de um Orçamento cada vez mais participado e realístico tem permitido recuperar um passivo crónico sem pôr em causa a manutenção e, em alguns casos, a superação dos objectivos previstos no Plano de Actividades aprovado em Assembleia Geral. Na verdade, continuou a aumentar o número de jogadores e de Clubes inscritos na FPR, participantes nas múltiplas competições organizadas nos diferentes escalões etários com uma carga competitiva muito importante, tanto em ternos domésticos com internacionais. Em termos de resultados desportivos, numa análise simples e objectiva, verificou-se que as diferentes Selecções Nacionais tiveram um comportamento muito meritório, com um destaque particular para a manutenção no Circuito Mundial de Sevens e a excelente prestação da Selecção Feminina no Campeonato da Europa, sem esquecer a “ performance “ das Selecções de Sub -18 e Sub-19, com a manutenção no Grupo de Elite e a presença no WR TROPHY, respectivamente. Comportamento menos satisfatório teve a Selecção de XV que, não comprometendo a presença no Grupo A, não logrou alcançar a desejada qualificação para o Campeonato do Mundo. A FPR organizou, mais uma vez, o Campeonato da Europa de Sub-19 e o Torneio de Apuramento para o Grupo de Elite, o que demonstra a confiança e a credibilidade que as Entidades, nacionais e internacionais, manifestam relativamente à nossa capacidade organizativa. Internamente intensificou-se o apoio aos Clubes, não apenas com uma maior presença dos técnicos da FPR como - muito particularmente – com a manutenção do pagamento de seguros desportivos, aos escalões mais jovens, às raparigas e aos Clubes Emergentes, sem esquecer as verbas importantes destinadas à arbitragem. As Associações Regionais, apesar das muitas dificuldades financeiras da FPR, continuaram a ser apoiadas na medida do possível, agora com a introdução de regras -que tardam a ser implementadas com normalidade - que permitirão uma gestão mais correcta e um apoio mais atempado. É uma situação ainda mal resolvida e que obrigará a um esforço bilateral tendo em conta as reais disponibilidades da FPR e a necessidade da prestação de contas, cada vez mais sujeitas a um maior controlo, o que se saúda. Todavia, sem demagogia, é bom que se entenda que apesar da independência orgânica e institucional 1 FEDERAÇÃO PORTUGUESA DE RUGBY Relatório de Actividades & Contas 2014 das Associações Regionais, que gozam de autonomia administrativa e financeira, a FPR aceitou – e tem pago – os salários dos seus técnicos, suporta os encargos fixos e financia as acções por si desenvolvidas, nos termos de um Plano prévia e bilateralmente aprovado. Não está, nunca esteve, nem vai estar, em causa a importância das Associações Regionais. Esperamos e desejamos que continuem a desenvolver a sua actividade desejavelmente com base nos seus recursos próprios com o apoio da FPR, que não deixará de o fazer. Relativamente às Contas, verifica-se que houve um aumento importante das receitas fundamentalmente pelo maior apoio das Instituições internacionais à organização de eventos e à actividade das nossas Selecções Nacionais. A dependência do Orçamento do Estado é já inferior a 30 % o que mostra bem o esforço que tem sido feito na procura de outros financiamentos que não apenas os estatais. Numa análise superficial surgem situações de aparente desequilíbrio entre receitas e despesas ou entre verbas orçamentadas e efectivamente despendidas, a maioria das quais justificável por opções estratégicas ou por questões meramente contabilísticas. Em qualquer caso é muito importante referir o resultado positivo do exercício que se cifrou em 78.096,50 € e a diminuição do passivo, não pelos valores que desejávamos, mas muito significativo, sem dúvida. As obras no Centro de Alto Rendimento do Jamor continuaram e garantem hoje em dia condições de trabalho adequadas à Alta Competição. Em termos práticos parece ser legítimo concluir que, genericamente, o Plano foi cumprido nos termos previstos e que o Orçamento, onde se verificou um aumento da receita e da despesa, foi gerido com rigor o que permitiu a recuperação já referida. Sem pretender ser exaustivo, espero que os Sr. Delegados tenham ocasião de poder analisar toda a vasta informação fornecida, ficando naturalmente disponível para, na próxima Assembleia Geral, poder esclarecer qualquer dúvida ou omissão que seguramente irão surgir. In years gone by, this report would be prepared as a reflection on the past season as all enjoyed decent break before focusing on the requirements for the next year. It appears those days are now well behind us, as the season grows inexorably longer – as I write this report, well into November, around 60 – 80 referees are still being appointed on a weekly basis for both 7s and 15s competitions. This a matter of concern for the QRRA, as it places a heavy additional burden on our administrators, Appointments Officers and particularly on our long suffering referees (some of even the most dedicated of our members have needed to declare unavailability so that they can recover from injuries or preserve their bodies for the year ahead).

Its objective is to introduce a to date little explored case of Pacific Islander trans-border mobility within the Pacific region.
