THE STATE OF NEW HAMPSHIRE

To the Inhabitants of the Town of Sunapee, N. H., in the County of Sullivan in said State, qualified to vote in Town Affairs:

You are hereby notified to meet at The Sunapee School Gymnasium in said Sunapee, N. H., on Tuesday, the 13th day of March, next at nine of the clock in the forenoon, to act upon the following subjects:

Article 1. To elect one Selectman for three years, and all other necessary Town Officers for the Year ensuing.

Article 2. To hear the reports of the Selectmen, Trea- surer, Auditors, and Committees, or other officers hereto- fore chosen, and pass any vote relating thereto.

Article 3. To see if the Town will vote to raise $3,000.00 to pay Machinery note, and $1,500.00 for the interest on its notes, and pass any vote relating thereto.

Article 4. To see if the Town will vote to raise $5,500.00 for Town Officers Salaries, $2,500.00 for Town Officers Ex- penses, $750.00 for Election and Registration, $150.00 for Municipal Court, $2,500.00 for Repairs and Expenses of Town Property, $4,000.00 for Police Department, $40.00 for Vital Statistics, $6,000.00 for the Fire Department, $200.00 for the Health Department, $3,000.00 for the Nurse Association, and pass any vote relating thereto.

Article 5. To see if the Town will vote to raise $25,500.00 for Highway Summer Maintenance, $1,200.00 for the Town Dump, $19,500.00 for Highway Winter Mainten- ance, $8,000.00 for Road Oil and General Expenses of the Department, $5,000.00 for Machinery Maintenance, $5,000.00 for Street Lights, and pass any vote relating thereto.

Article 6. To see if the Town will vote to raise $1,100.00 for the Library, $4,000.00 for Town Poor and Aid to Soldiers and their families and Old Age Assistance, $1,350.00 care of the Cemeteries, $10,000.00 for the Water Department, in- cluding debt and interest, and pass any vote relating thereto. Article 7. To see if the Town will vote to raise $200.00 for the Dartmouth-Lake Sunapee Region, and pass any vote relating thereto.

Article 8. To see if the Town will vote to raise $100.00 for White Pine Blister Rust, and pass any vote relating thereto.

Article 9. To see if the Town will instruct its Select- men to hire money in anticipation of taxes for the years 1962-1963, and pass any vote relating thereto.

Article 10. To see if the Town will vote to raise the sum of $1,050.00 for Band Concerts at Sunapee Harbor and Georges Mills during the summer season of 1962, and pass any vote relating thereto.

Article 11. To see if the Town will vote to raise $1,700.00 for the collection of Garbage, and pass any vote relating thereto.

Article 12. To see if the Town will vote to raise and appropriate the sum of $200.00 for the Memorial Committee, and pass any vote relating thereto.

Article 13. To see if the Town will vote to raise $800.00 to maintain the Information Booth, and pass any vote re- lating thereto.

Article 14. To see if the Town will vote to raise $400.00 to be paid the Newport Hospital in Newport and raise $400.00 to be paid to the New London Hospital, and pass any vote relating thereto.

Article 15. To see if the Town will vote to raise $800.00 for the Board of Trade, and pass any vote relating thereto.

Article 16. To see if the Town will vote to raise and appropriate the sum of $2,000.00 for the Sunapee Recreation- al Committee, and pass any vote relating thereto.

Article 17. To see if the Town will vote to raise and appropriate the sum of $4,000.00 for the purpose of employ- ing engineers or other qualified personnel to conduct a sur- vey to determine whether the Town should construct a gravel packed well to be used as the source of water supply for the Town, and pass any vote relating thereto. Article 18. To see if the Town will vote to accept the so called Ridge Point Road (off Birch Point Circle) and pave the same, and pass any vote relating thereto.

Article 19. To see if the Town will vote to sell the land on the Job Creek Road, formally used as a wagon road by Alfred Martin and given by him to the Town, and pass any vote relating thereto.

Article 20. To see if the Town of Sunapee will vote to have the Town Clerk, Tax Collector and Water Rent Col- lector hold specific hours at the Selectmen's room, and post their specific hours in four public places such as: Sunapee Post Office, Georges Mills Post Office, Wendell Post Office and Mt. Sunapee Post Office, and pass any vote relating thereto.

Article 21. To see if the Town will vote to raise $800X0 for Civil Defense, and pass any vote relating thereto.

Article 22. To see if the Town will approve an Ordin- ance and By-Law, permitting Theatrical performances after 6 P. M. on Sunday's by the Lake Sunapee Playhouse at Georges Mills during the months of June-July-Aug.-Sept., and pass any vote relating thereto.

Article 23. To see if the Town will instruct the Select- men to purchase a new four wheel drive Front End Loader, issue short term notes to be paid with in 5 years for same, notes issued under this article shall not exceed $15,000.00 and pass any vote relating thereto.

Article 24. To see if the Town will vote to raise $4,000.00 to replace Water Main on Garnet Street, and pass any vote relating thereto.

Article 25. To see if the Town will vote to instruct the Selectmen to enact an Ordinance and By-Law to the effect that all restaurants or places in which food is served to the Public shall be closed to the public and the carrying on of business there in prohibited, after the hours of 1 A. M. and before the hours of 6 A. M. on all days of the week, and pass any vote relating thereto.

Article 26. To see if the Town will vote to raise and appropriate the sum of $5,000.00 for the purpose of widening s

River Road so-called, building an adjacent parking area, and to instruct the Selectmen to acquire what ever land is neces- sary and to take action required to complete this project, and pass any vote relating thereto.

ENGINEERS REPORT OF THE SUNAPEE FIRE DEPARTMENT

January 1 to December 31, 1961

In 1961 the Fire Department answered a total of eleven alarms all of which were in the town of Sunapee. On October 13 we had an Open House at the Sunapee Station which was well attended. Insurance on the men, station and equipment now runs r over 30 - of our budget or $1,400-1,500. This points up the fact that it is no longer possible to adequately the Department on a budget that has not been increased in over ten years. Along with operating expenses, we have two main non-re-occuring items that must be taken care of this year.

1. A new heating system must be purchased for the Georges Mills Station. 2. A new pump should be purchased for Engine II in the Sunapee Station. We were unable to procure radio equipment in con- —

AN APPEAL FROM YOUR FOREST FIRE WARDEN

In these days of constantly rising taxes and wages, any unnecessary expense is an added burden on everyone's pocketbook—yours and mine. Forest fires cost money and damage our valuable woodlands. Lightning sets some forest fires, but we have no control of lightning. Children cause many fires. Ninety-eight percent of our forest fires result from human carelessness—our carelessness. This, we—you —and I can do something about. When we require you to obtain a permit for out-of- doors burning or forbid you to burn on days of high fire danger or set up regulations—hours, etc., governing the use of the town dump we are simply protecting yours and the town's interests. The ever present threat of forest fires is the concern of all of us; the responsibility for preventing them is ours and the costs of extinguishing are ours. We can do something about this problem, by being aware of and alert to the danger and by cooperating with your warden. Do the things that are required of you

1. Follow the warden's directions. 2. Secure the required burning permit. 3. Keep your fires under control. 4. Completely extinguish your fires before leaving them. 5. See that your children are properly cautioned.

Activities at the Library this year have included a free film program twice a month during January, February, March and April, using films furnished by the Audio-Visual Center at the University of New Hampshire. For National Library Week there was an Arts and Crafts exhibit ar- ranged by Mrs. Guy Alexander, a story hour for the small children by Mrs. Charles Weinstein and Mrs. Clarence Col- lins and a special full-length film was shown on the Life of

Albert Schweitzer. Due to ill health I have been unable to donate the extra time necessary to have a film program this Fall and Winter but expect to again arrange a program of films for the coming year.

Books have been given to the Library this year by: Burt Gould, Richard H. Webb, Ray Lawrence, Mrs. Harriet Stocker, Mrs. S. Gilroy Chandler, Mrs. Charles Weinstein, Mrs. Ernest Rainey, Theodore Fortune, Dr. Arthur Nilsen, George Steele, Mrs. Burton Cady, Mrs. William Plaine, Mrs. Florence Rollins and Mrs. Robert Meyer. Magazines were given by Mrs. Lillian Ross and Louis Holbritter.

On September 1st I obtained from the State Library, a large collection of books about "Careers" and also books giv- ing information as to College requirements and other help- ful information for particular use by the High School stu- dents and their parents. A preliminary meeting was held in October with the School Board and Principal and the Superintendent and the Board of Library Trustees and Librarian to determine hew the Library can best cooperate with the school in view of the requirement for a High School Library in the School's program to be accredited.

REPORT OF THE SCHOOL BOARD

A special effort has been made this year to work out a plan for more complete library services for the school teachers and pupils, and for the townspeople and summer residents who use the town library. No final plan has been completed but we hope to have a more helpful library system in use by the beginning of the next school year. This system would provide for one library service for both the town and the school.

The new gymnasium and auditorium have been in use during this school year for regular classes and for school and community programs.

Other major needs of the school, yet to be accomplished, include the following: a more complete academic program; a broader general program that will more satisfactorily prepare students for good citizenship and for earning a liv- ing without additional education; additional Health ser- vices; a program of Student Guidance; and the elimination of alternation of courses. These recommendations were made for this school in December, 1957 and do not refer to any requirements of the new Minimum Standards for New Hampshire Secondary Schools now being prepared.

We appreciate the work that is being done by the Librarian at the town library and by the teacher in charge of the school library and wish to express our sincere thanks to Mrs. Davies and to Mrs. Colcord and their assistants. We wish to express our appreciation, also, to the members of the Board of Trustees of the Abbott Library for their in- terest in the town and school libraries and thank them for their assistance in working out a more satisfactory plan for a Sunapee Town and School Library.

REPORT OF THE SUPERINTENDENT OF SCHOOLS

To the Citizens of Sunapee: I submit herewith my fourteenth annual report as superintendent of Schools. Enrollment

The enrollment for the school year 1961-62 is 26S divided as follows: Elementary (Grades 1-8) — 194 High School (Grades 9-12) — 74 Next year the high school enrollment should increase about 20 students—as this year's Senior class has 10 mem- bers and the present Grade 8 has 31 members. This larger high school enrollment should help to reduce the present high per-pupil cost of Sunapee High School for there will be more students to fill the number of courses now being offered. School Library Considerable time and thought has been given to im- proving the services of the School Library. Meetings be- tween school personnel and personnel of the Town Library are bound to improve communications between the two libraries and make for an improved use of both facilities. At our request, Mr. C. Paul Quimby, Director of Secon- dary School Services with the New Hampshire Department of Education, reviewed the Sunapee School Library set-up. He also spoke to the Sunapee P. T. A. on the same subject and stressed the need for a strong school library and how failure to have a good program of library service would prevent many educationally desirable instructional things from happening. He strongly recommended obtaining some- one with some professional training as a librarian who could organize and plan the library collection and also work to develop an increased use of the library as an instructional tool by both faculty and students.

6-6 School Set-Up Present plans for September 1962 call for the operation of Grades 7 & 8 with Grades 9-12 in a 6-year Junior-Senior High departmental set-up. This should result in better utiliz- ation of the faculty by allowing each to concentrate to a greater extent than at present in his major field of prepara- tion. Most teachers cannot work as effectively in their minor 85

field. Usually their preparation and interest is not as ade- quate in the second or third minor field of teaching. Natural- ly, the students suffer when the instructor has a limited background in a particular subject.

Evaluation of Sunapee High School

The membership of Sunapee High School in the New England Association of Secondary Schools and Colleges re- quires an evaluation of the school by a Committee repre- senting the Association. Failure to comply could result in serious implications for graduates of Sunapee High School who are college-bound, for this Association has virtually be- come the accrediting agency for New England.

Such an evaluation consists of three principal parts:

1. Self-evaluation by the Staff 2. Visit by a Visiting Committee 3. Written Report of Visiting Committee

The faculty of Sunapee High School under the leader- ship of the Principal has been diligently at work on Part I of the Evaluation—which must be completed before the Visiting Committee arrives for a three-day inspection of the school. They have held weekly meetings since early in the fall and I wish to commend them for the fine profession- al manner in which they have taken this added, time-con- suming though necessary, assignment.

The three-day visit of the Visiting Committee is sched- uled for the latter part of March of this year.

The Report which this Committee is required to make should prove of great value to the school as it attempts to make improvements and carry out necessary changes to keep abreast with the offerings of other schools throughout New England and the country. Respectfully submitted, GORDON B. FLINT

REPORT OF TEACHER CONSULTANT

Departing from the usual format of reporting in a variety of activities connected with this position, I should like to devote my remarks to only one area of the curriculum which has, during recent years, taken on new importance and shifts of emphasis—MATHEMATICS. Much has been written in this field, and many groups and researchers have experimented with subject matter beyond that found in standard arithmetic texts, demon- strating that pupils can learn with enjoyment and under- standing much more mathematics than that to which they have been traditionally exposed.

It is true that the results of standardized tests have shown that we "measure up" quite well in terms of national norms, but it is also true that these measures are based al- most entirely on computation efficiency rather than a deeper understanding of the structure, power, and beauty of mathematics. It is not, therefore, out of a sense of failure that we take a closer look at this important subject, but rather out of a sense of duty and responsibility to our young people in this rapidly advancing technological age.

During the first semester of the school year, it was most encouraging, and much to the credit of our school system, to see a number of elementary and secondary teachers at- tend, on a voluntary basis, a series of math meetings under the leadership of Mr. George Cunningham, Director of Math- ematics Education from our State Department of Education. Here, they received first-hand experience in the newer approaches to this subject, recognizing at times that some of the "new" ideas were only a new language for ideas al- ready known. Emphasis was given to the idea that the pro- perties of numbers were as important as the actual com- putation with numbers; that the nature of the operations with numbers was as important as the answers obtained; and that mathematics can be fascinating to many people not only because of its utility, but also because it presents opportunities to create and discover. The effect of changes already realized in Junior and Senior High School math has, and will continue to in- fluence the elementary school curriculum and there is suf- ficient reason to expect that a major change will take place 89

in the elementary arithmetic program within the next few years. We believe that our Union if43 Math Study Group was a significant first step in becoming familiar with some of these inevitable changes. New text books in math are re- flecting these changes, but much is still in the study and experimental stage, and many publishers have not yet plunged into a complete series for all levels. They have how- ever, made available supplementary and enrichment ma- terial which will strengthen present programs. A new mathematics guide for New Hampshire schools, tentatively developed at a special week-long conference last April, is now being reviewed, edited, and will receive wider distribution throughout the state by next year. This will reflect much of the "modern" trend and will be a stimu- lus for local school systems to improve the mathematics curriculum

In summary, it might be said that our brief look into "newer" approaches to mathematics education is but a period of readiness for what is to come. As studies and re- search now going on throughout the country continue to show success, we can expect that within a few relatively short years, (1) a much higher level of mathematics will be taught at all grade levels, (2) that arithmetic programs will incorporate many new topics not generally found in the traditional school curricula, (3) the precision of the language and vocabulary of mathematics will give way to greater thinking, understanding, and learning. To the Inhabitants of the School District of Sunapee quali- fied to vote in District affairs:

You are hereby notified to meet at the School Audi- torium in said District on the 13th day of March 1962 at nine of the clock in the forenoon to act upon the Articles set forth in this Warrant. Articles 1, 2, 3, 4 and 5 of this Warrant covering the election of Moderator, Clerk, Treasur- er, Member of the School Board, and Auditors will be acted upon at 9 o'clock a. m. and voting will be by official ballot and check lists and the polls will remain open for this pur- pose from 9 o'clock a. m. until 7 o'clock p. m. At 1:30 o'clock in the afternoon the remaining Articles will be acted upon.

Article 1. To choose a Moderator for the ensuing year.

Article 2. To choose a Clerk for the ensuing year.

Article 3. To choose a Treasurer for the ensuing year.

Article 4. To choose a Member of the School Board for the ensuing three years.

Article 5. To choose one or more Auditors and such other Officers and Agents as the voters may judge necessary.

Article 6. To hear the reports of Agents, Auditors, Com- mittees, or Officers chosen, and pass any vote relating thereto.

Article 7. To see if the District will vote to raise and appropriate $159,683.19, as recommended by the School Board in its annual report, for the support of schools, for the salaries of District Officers, and for the payment of the statutory obligations of the District; and to authorize the application against said appropriation of such sums as are estimated to be received from state sources, together with other income estimated at $9,864.00, the School Board to certify to the Selectmen the balance between the estimated revenue and the appropriation, which balance is to be raised by taxes by the Town. 97

Article 8. To see if the District will vote to raise and appropriate an amount not to exceed $2,800.00 for the pur- pose of purchasing bleachers with estimated seating capa- city of 360 for the Gym-Auditorium.

FISH AND GAME REPRESENTATIVES IN SULLIVAN COUNTY

Personal representation in the Fish and Game Depart- ment is provided by the law which gives each county a member on the unpaid Fish and Game Commission. In Sul- livan County this post is currently held by John W. Sargent of Georges Mills. Residing within the county there is also Conservation Officer Jesse Scott of Newport, while Officers Richard Bryant and John Frain cover certain surrounding towns within this county.

These men watch over the local interests of sportsmen and the public, bringing their requests and special needs to the attention of the Department's headquarters in Concord. While the Fish and Game Commission and Director estab- lish fishing seasons and regulations after annual public hear- ings, game laws and license fees are acted upon by the Legislature. Thus each local member of the General Court is also a representative in fish and game matters.

Other departmental services, such as fish propagation, management and research, construction activities, hunter safety education, etc., are administered from headquarters, but the public can avail itself of these services by contacting the local conservation officer or commissioner.

A Personal Footnote From Your Commissioner It is my sincere wish, while I am serving on the New Hampshire Fish and Game Commission to do a good job, by having an objective viewpoint of the Department and of my County. In so doing I ask your cooperation in this fulfillment. Let us always remember that the conservation of our wildlife and surroundings is the concern of each and every person. The quality of our state is but the reflection of the people in it.
