CONCEPT REPORT

PROJECT BACKGROUND

KPC Medical College and Hospital Society (KPCMCHS) has set up “KPC MEDICAL COLLEGE AND HOSPITAL” at 1F, Raja S.C. Mullick Road, P.O. & P.S. - Jadavpur, Kolkata – 700032, West Bengal.

The project proponent under Phase-1 programme had constructed the following:  Hospital building – Partially G+2 and partially G+4  Institution building – G+4  Non–teaching Staff quarters – G+5  Girls’ Hostel – G+5  Block V (Hospital / Hostel) – G+4

Environment Clearance had been obtained from Ministry of Environment & Forests vide No. 21-308/2006-IA.III dated 26th October, 2006. Consent to Establish (NOC) had been obtained vide Memo. No. 1529-2N-241/2005 dated 31/03/2006 for the 750 bed hospital. Consent to Operate had been obtained vide Memo. No. 23/2S/CON(BM)–2174/2007 dated 19/07/2016.

THE PROJECT

The project proponent now intends to take-up an expansion programme, under which the following shall be constructed: 1. Extension of 1 floor above Hospital building and horizontal expansion 2. The Hospital site is located in a prime location. It is well connected with rail, road and airways to different parts of the country. The hospital is being developed into a self-sufficient campus in all respects. The total site is devoted for promoting excellence in any scientific endeavor, by comprehensive ergonomic, environmental planning for buildings, roads, water supply, drainage, sewage disposal, lawns, gardens, etc. so that to ensure 100% space utility. complex is planned and would be constructed at strategic location to optimize the functional efficiency of various facilities and its utilization. Good landscaping will improve the aesthetic quality of the site.

THE PROJECT PROPONENT

KPC Medical College & Hospital Society, Jadavpur (KPCMCHS) is a Society registered under the West Bengal Societies Registration Act, 1961 and has its registered office at 758 Marshall House, 25 Strand Road, Kolkata – 700 001. The KPC Medical College and Hospital is located at 1F Raja S.C. Mullick Road, Jadavpur, Kolkata – 700032. The institution has been promoted by the KPC Charitable Foundation, USA & KPC Foundation, . Dr. K. P. Chaudhuri is the founder member of KPC Foundation, India and is the main promoter. KPC Medical College & Hospital is well known in Eastern India for its healthcare facilities. It is also a pioneer in private medical education in West Bengal.

As per the provisions of the MOU entered into with Department of Health & Family Welfare, West Bengal on 25th July, 2003 KPCMCHS had acquired 48.034 acres of land at Jadavpur on a 99 year lease from the Govt. of West Bengal, to set up a Medical College and General Hospital. The Medical College came into existence in 2009 when the first batch of MBBS students was admitted. The Institute is a Medical/Healthcare education complex consisting of a Medical College, Nursing College and Nursing School. The Medical College campus includes state of the art academic facilities, laboratories and a 750 bedded Hospital. The first few batches of MBBS students who were admitted since 2008-09 have already completed their education from the college with degree awarded by The West Bengal University of Health Sciences. The total number of students pursuing MBBS Course is 750 (comprising of 5 batches of 150 annual admissions).

Dr. K. P. Chaudhuri is the President of the Society and is a founder member of KPC Charitable Foundation, USA and KPC Foundation, India. The KPC Medical College and Hospital Society, Jadavpur was registered on August 14, 2003 with 10 founding members including 3 Govt. of West Bengal nominees. PROJECT SITE

The proposed expansion project shall be developed on 1,94,441.63 sqm (48.034 acres) of land which is already under the possession of the project proponent at 1F, Raja S.C. Mullick Road, Within Ward No. – 102, Borough - XII of KMC area, Mouza – Jadavpur, P.O. & P.S. – Jadavpur, Dist. – Kolkata, Pin – 700 032. The site coordinates are Latitude - 22°29’38.25”N and Longitude - 88°22’23.91”E.

The site is located within the heart of the city, well connected by roads so that it can be accessed by patients very easily. Jadavpur Railway station is adjoining to the project site. Netaji Subhash Chandra Bose International Airport is located at a distance of 19 km from the project site. Road Access & Public Transport: The project site is located at the heart of the city and is very well connected to different parts of the State. Jadavpur Railway station is adjoining to the project site. Netaji Subhash Chandra Bose International Airport is located at a distance of 19 km from the project site.

The available public transport facilities are excellent and these transport systems are running most efficiently. The Hospital location is well connected through public and private bus services and rail network. Taxies, auto rickshaws and rickshaws are available round the clock.

Water Supply: An efficient water conservation plan has been put in place.

Daily water demand of the proposed project during operation phase will be 5719 KLD, out of the total water demand 3634 KLD will be the fresh water demand and rest 2085 KLD (toilet flushing – 1732 KLD, landscaping – 353 KLD) will be recycled from treated wastewater. The fresh water will be supplied by KMC water supply system.

The wastewater will be collected through a well-designed sewer network leading to STP. The existing STP is of capacity 800 kld. The proposed STP will be based on SBR (Sequential Batch Reactor) technology followed by tertiary treatment and UV radiation for disinfection. Treated water, meeting the relevant norms will be used in non-critical purposes within the complex.

Drainage & Rainwater Harvesting: The drainage system has been set-up in the project site taking into consideration the natural drainage pattern of the area, configuration of the existing sewer lines, etc. so that setting up of the proposed project does not disturb the existing drainage pattern of the area.

Rainwater harvesting (RWH) scheme will be incorporated inside the project area as per the RWH guideline of SEAC.

Rainwater Harvesting Calculation A rainwater harvesting scheme following the guidelines of SEAC has been developed. Since it is a hospital project, there shall be no groundwater recharging. We are proposing an underground storage tank of 1400 KL capacity, having dimensions (length 25.3 m x breadth 18.5 m x depth 3 m). Such stored rainwater will be used in suitable non-critical usage in the project. The existing water bodies shall be further utilized for storage of rainwater as the freshwater requirement of the total project is 3634 KLD.

Solid & Biomedical Waste Management: The hospital will generate both general and bio- medical solid waste.

The domestic solid waste / garbage will be segregated at source for biodegradable, in-organic recyclables and in-organic inert material during operational phase (18,960 kg/day). Total MSW will be stored at a place within the site. Organic component will be managed in house by installing mechanical composter, inorganic recyclables will be sold to vendors and inorganic inert material will be stored at a place within the site (VAT). From there it be collected, transported, treated and disposed off by KMC.

Around 275 kg of Bio-Medical wastes per day would be generated which would be collected timely in a planned manner at the place of origin as per State Pollution Control norms by housekeeping staff via closed transport system to closed storage yard. Colour coded special closed containers will be provided in storage yard which would be removed for disposal by safe transport method. Arrangement has been made for the disposal of Bio-Medical Wastes in an approved central Incinerator for Biomedical waste disposal on a routine and regular basis as per the State Pollution Control norms and regulations. In general the BMW disposal will abide by the regulation of BIOMEDICAL WASTE MANAGEMENT (AMENDMENT) RULES 2018. Agreement with Medicare Environmental Management Pvt. Ltd. (formerly SembRamky Environmental Management Pvt. Ltd.) for BMW disposal is there for the existing hospital and for the expansion part new agreement shall be made. Copy of the existing agreement has been enclosed.

Parking Facility: Considering the fact that parking remains a major problem for most of the public buildings, the project proponent proposes to have adequate parking area in the premises and basement areas. The overall parking space is expected to accommodate about 7634 numbers of cars and 94 numbers of buses.

Fuel, Gas and Energy: This would be made available from petroleum companies having adequate storage in Kolkata. Fuel will be used for power backup and gas will be utilized for kitchen and Pantry services.

Items of Bulk Consumption: All items of bulk consumption such as medicines, groceries etc. are available in and around the project location. Hence no problem is envisaged in procuring the items of bulk consumption.

Fire Protection System

The fire protection system has been designed to conform to National Building Code 2005 & guidelines of Tariff Advisory Committee.

Fire Hydrant system will comprise of the following:

 Fire ring main with yard hydrants  Wet risers serving all levels with single headed landing valves, first aid, fire hose reel & other accessories

Intelligent, analogue / addressable type fire detection and alarm system will be provided at appropriate locations. Manual alarm station shall be provided at each exit location and shall have talk back facility. Adequate sprinkler arrangement shall be made.

Special fire exits will be made at strategic locations. Security Manager will be stationed who will inform Fire Brigade / Police Station / Hospitals / Local Administrations in case of an emergency/ disaster.

MAN POWER

Kolkata being a metropolitan city, enough skilled manpower as required in health care and institutional establishments is available. Employees from different categories will be brought under employment. In addition to this direct employment opportunity, the hospital complex will also generate opportunities for indirect employment.

The proposed project will have extensive plantation of 2723 number of trees. Total area measuring around 41378.35 sqm (around 21.28% of the total plot area) will be used as exclusive tree plantation area.

PROJECT COST

Estimated Total Project Cost is Rs. 1650 Crores for the expansion part of the project. The total money shall be utilised in three phases over 5 years. (Phase-1: Rs. 250 crores + Phase-2: Rs. 700 crores + Phase-3: Rs. 700 crores)
