Uganda Ministry of Education and Sports THE REPUBLIC OF UGANDA MINISTRY OF EDUCATION AND SPORTS SPECIFIC PROCUREMENT NOTICE (SPN) International Competitive Bidding (ICB) Project: Uganda Post-Primary Education & Training Expansion and Improvement (ADB Education IV) LOAN NO: 2100150018143 Proposed Construction of 7 New Seed Secondary Schools (SSS) and Expansion of 5 Seed Secondary Schools (SSS) Lot 9, Lot 10, Lot 11, Lot 12 and Lot 13 CONTRACT IDENTIFICATION NO.: P-UG-IAC-001/WRKS/11/09-13 Date: October 2011 1. This Specific Procurement Notice (SPN) follows the General Procurement Notice for this project that appeared in the UN Development Business online of 1st July 2009. 2. The Government of Uganda has received a Loan from the African Development Fund (ADF) towards the cost of Uganda Post-Primary Education & Training Expansion and Improvement (ADB Education IV) Project and intends to apply part of the funds to cover eligible payments under the contracts for Proposed Construction of 7 New Seed Secondary Schools (SSS) and Expansion of 5 Seed Secondary Schools (SSS). 3. The Ministry of Education and Sports (The Employer) invites sealed bids from eligible bidders for the execution of the above works. Bidding is open to all qualified bidders as defined in the ADB’s Rules and Procedures for the Procurement of Goods and Works (November 2008 edition). Eligibility for suppliers, contractors and consultants by country of origin is not a requirement. All countries are eligible. 4. Works have been divided into five (5) Lots with each Lot constituting a separate Bid as follows:- Lot 9: Construction of Ogoko SSS (Arua District), Construction of Apoo SSS (Yumbe District) and Expansion of Rumogoi SSS (Yumbe District). Lot 10: Construction of Purongo SSS (Amuru District), Patongo SSS (Pader District) and Expansion of Ayer SSS (Apac District). Lot 11: Construction of Kanara SSS (Ntoroko District) and Expansion of Bubandi SSS (Bundibugyo District). Lot 12: Construction of Bufunjo SSS (Kyenjojo District), Construction of Katungulu SSS (Rubirizi District) and Expansion of Kamwenge SSS (Kamwenge District). Lot 13: Expansion of Buhanika SSS (Hoima District). Please note that each Lot constitutes a separate bid. 5. Bidders are free to bid for one, any combination or all the Lots. Bids will be evaluated separately for each Lot on the basis of the minimum qualification criteria indicated in the solicitation document. For a Bidder to qualify for multiple lots, they must meet the aggregate qualification requirements for the lots under consideration. An estimate of quantities for the various items comprising the works is included in the Bills of Quantities (BOQs). 6. Bidding Documents (and additional copies) may be purchased from the following address, upon submitting a written application for the bidding documents and payment of a non-refundable fee of UGX150,000/= (One hundred and fifty thousand shillings only) or an equivalent amount in convertible currency for each Lot. Bids shall be valid for a period of 120 days after the deadline of bid submission and must be accompanied by a Bid Security in United States Dollars of the amount shown below for each respective Lot. HIGHLIGHTS AMID HEAVY RAINS, HUMANITARIAN ACCESS IN PARTS OF KARAMOJA AND TESO HAMPERED BY DETERIORATING ROAD CONDITIONS OVER 1,000 CHOLERA CASES REGISTERED IN KARAMOJA SINCE APRIL 2010 90% OF IDPS IN NORTHERN UGANDA NO LONGER LIVING IN CAMPS, BUT LAND CONFLICTS AND LANDMINES IMPEDING RETURN IN SOME AREAS II. SECURITY AND ACCESS SECURITY The general situation in Karamoja remained fragile, according to the United Nations Department for Safety and Security (UNDSS). Cattle raids, including on protected kraals, particularly affected Moroto and Kotido, with some resulting in fierce clashes between the Uganda People’s Defence Forces and the raiders. In South Karamoja incidents associated with food distributions involved theft of food and non-food items (NFIs), and attacks on food distributors as well as on food recipients. Following three road ambushes in Alerek sub-county of Abim District during the month, UNDSS issued an advisory limiting UN movement along the Abim-Kotido road to between 09.00Hrs and 16.00Hrs with effect from 28 June 2010. Three civilians were killed in one of those ambushes. In northern Uganda, Amuru District officials and partners carried out a joint assessment in the wake of a violent land dispute that occurred in Koli village of Pabbo sub-county on 23 June. Preliminary findings indicated that one person was killed and several others injured in the dispute involving two clans. Some 40 huts were torched and many members of either clan had fled the village. Also of concern in the region during the reporting period were raids by illegally armed Karamojong, particularly in Pader District.

Active case search continues in all communities, health facilities and on formal and informal border crossing in all districts especially in the high risk ones. Alert cases continue to be picked, isolated, treated and blood samples picked for testing by the Uganda Virus Research Institute (UVRI). The alerts are highlighted in the specific district reports below under the Surveillance section. Vaccination of frontline health workers started on 7th November, 2018 and will cover the five high-risk districts of Bundibugyo, Kaseses, Bunyangabu, Kabarole and Ntoroko. 1 2 c) PREPAREDNESS ACTIVITIES IN THE FIELD AND NATIONAL (PROGRESS AND GAPS) VACCINATION Vaccination of frontline health workers started on 7th November 2018 in Ntoroko district without any incident. Twenty (26) targeted health care/frontline workers at Karugutu HC IV, Stella Maris Ntoro HC III and Rwebisengo HC IV were vaccinated. There is high demand for the vaccine in the district MoH and WHO are going to increase the number of vaccination teams to meet the demand. Over the weekend, 4 teams with 12 members each will be trained.
