Eisenhauer ALL RIGHTS RESERVED ii ii ABSTRACT OF THE DISSERTATION Up in the Air: Informing and Imagining Climate Adaptation along the New Jersey Shore by DAVID C. EISENHAUER Dissertation Director: Robin Leichenko In this dissertation, I examine the challenges posed by climate change to the New Jersey shore region as well as efforts to inform and support successful adaptation policies. The core argument of the dissertation is the region needs transformational change in the near term if a socially and ecologically vibrant future is to be achieved. Informing the design and supporting the implementation of sustainable transformational pathways requires engaging with the deeply entrenched cultural, economic, and political commitments that configure contemporary development within the New Jersey shore region. By drawing upon archival and historical research along with semi-structured interviews and participant observation, I demonstrate that historical and contemporary processes have contributed to material and imaginative path dependencies within the shore region that have led to governance and management prioritizing private property rights and economic growth over ecological and social sustainability. I argue that to support more just and sustainable pathways, practitioners working within the boundaries of science and policy must engage more with the political, imaginative, and normative dimensions of collective life in the New Jersey shore region. -
Beach Replenishment
Beach Replenishment 3 Background programs comprise DEP’s Coastal Management Program. The Coastal Management Program is comprised of a network of offices within the New Jersey Department of Environmental Protection that serve distinct func- tions yet share responsibilities that influence the state of New Jersey’s Beach replenishment is the addition of sand to beaches, usually to coast. U.S. Fish & Wildlife Service Wallkill River National Wildlife Refuge Comprehensive Conservation Plan February 2009 This blue goose, designed by J.N. “Ding” Darling, has become the symbol of the National Wildlife Refuge System. The U.S. Fish and Wildlife Service is the principal federal agency responsible for conserving, protecting, and enhancing fi sh, wildlife, plants, and their habitats for the continuing benefi t of the American people. The Service manages the 97-million acre National Wildlife Refuge System comprised of more than 548 national wildlife refuges and thousands of waterfowl production areas. It also operates 69 national fi sh hatcheries and 81 ecological services fi eld stations. The agency enforces federal wildlife laws, manages migratory bird populations, restores nationally signifi cant fi sheries, conserves and restores wildlife habitat such as wetlands, administers the Endangered Species Act, and helps foreign governments with their conservation efforts. It also oversees the Federal Assistance Program which distributes hundreds of millions of dollars in excise taxes on fi shing and hunting equipment to state wildlife agencies. Comprehensive Conservation Plans provide long term guidance for management decisions and set forth goals, objectives, and strategies needed to accomplish refuge purposes and identify the Service’s best estimate of future needs. These plans detail program planning levels that are sometimes substantially above current budget allocations and, as such, are primarily for Service strategic planning and program prioritization purposes. The plans do not constitute a commitment for staffi ng increases, operational and maintenance increases, or funding for future land acquisition. Landscape Project data are easily accessible and can be integrated with the planning, protection and land management programs of non-government organizations and private landowners and at every level of government- federal, state, county and municipal. Landscape maps and overlays provide a basis for proactive planning, such as the development of local habitat protection ordinances, zoning to protect critical wildlife areas, management guidelines for imperiled species conservation on public and private lands, and land acquisition projects. Most importantly, the information that is readily available in the Landscape Project can be used for planning purposes before any actions such as proposed development, resource extraction (e.g. timber harvests) or conservation measures occur. The maps help increase predictability for local planners, environmental commissions, and developers and help facilitate local land use decisions that appropriately site and balance development and habitat protection. The Landscape Project maps allow the regulated public to anticipate potential environmental regulation in an area and provide some level of assurance regarding areas where endangered, threatened or species of special concern are not likely to occur, affording predictability to the application and development process. Thus, Landscape Project maps can be used proactively by regulators, planners and the regulated public in order to minimize conflict and protect species. This minimizes time and money spent attempting to resolve after-the- fact endangered and threatened species issues. -

Enriching Place, the theme of this first combined History and Historic Preservation Conference is an evocative phrase for New Jerseyans. After witnessing the power and destruction of Hurricane Sandy last year, we are all more aware of how important place is. How important landmarks are as repositories of our shared experiences. How we use buildings and sites from our history to map a road to our future. This year’s program features author Tony Hiss who will speak to the idea and reality of place and how people experience it. His remarks will lead us into a full day of classroom sessions, tours, exhibits and workshops that will educate us about the details of preservation and accreditation, examine the necessity of disaster planning and recovery, and expand our understanding of special places in Newark, on the Raritan Waterfront and at the Statue of Liberty. During the day please visit with the sponsors and vendors in the exhibit area.
