It is a student-led organization that teaches leadership through service to others. Members of the Kiwanis International family, Key Club members build themselves as they build their schools and communities. Key Club has approximately 260,000 members in approximately 5,000 clubs. Key Club is represented in 36 countries. The Florida District of Key Club is one of 34 districts that make up Key Club International. It is comprised of more than 22,000 members in almost 400 clubs within the state of Florida and the Cayman Islands. Formed in 1939, Florida was the first district in Key Club. Its board of trus- tees consists of 49 student members and is advised by 18 adult members on the Kiwanis Committee on Key Club. The Florida District of Key Club is a Florida registered corporation and approved by the U.S. Internal Revenue Service as a section 501(c)(3) charitable organization with tax exempt status. Mission Statement Key Club is an international student-led organization which provides its members with opportunities to provide service, build character and develop leadership. Vision We are caring and competent servant leaders trans- forming communities worldwide. 4 Key Club Information Pledge I pledge, on my honor, to uphold the Objects of Key Club International; to build my home, school and community; to serve my nation and God; and combat all forces which tend to undermine these institutions. Objects • To develop initiative and leadership. • To provide experience in living and working together. • To serve the school and community. • To cooperate with the school principal. • To prepare for useful citizenship. • To accept and promote the following ideals: -To give primacy to the human and spiritual, rather than to the material values of life. -To encourage the daily living of the Golden Rule in all human relationships. -To promote the adoption and application of higher standards in scholarship, sportsmanship and social contacts. -To develop, by precept and example, a more intelligent, aggressive, and serviceable citizenship. -To provide a practical means to form enduring friendships, to render unselfish service and to build better communities. -To cooperate in creating and maintaining that sound public opinion and high idealism which makes possible the increase of righteousness, justice, patriotism and good will. 5 Governor’s Welcome Florida and Cayman Island Key Clubbers, Can you believe another service year has already flown by? It has been an inconceivable honor to serve as your District Governor for the 2017 -2018 term, and it is with absolute pleasure that I welcome you to our 80th District Education and Leadership Conference. DCON is an occasion for training, recognition, education, and, perhaps most importantly, celebration! From enrapturing speakers, to engaging workshops, to esteemed awards, to exemplary scholarships, to electing the subsequent leaders of our district, I am positive that this weekend will be an unforgettable experience that will leave you in- spired, enlightened, and desiring more, whether it be your first confer- ence or final one. This year’s District Education and Leadership Conference is a very special one for all of us. Thank you for joining us in Celebrating 80 Years of Key Service as the oldest district in all of Key Club International. We are truly fortunate to be a part of the Mighty, Mighty Florida District and host one of the largest conferences in all of Key Club International with nearly 2,200 attendees, making it my sincere hope that you depart this weekend with some newfound friends. Thank you again for all of the service you have done this year. Whether it be for The Eliminate Project, The HEALTH Project, or another initiative, every life that you have touched has made a genuine difference. I formally welcome you to the Florida District’s 80th Annual District Education and Leadership Conference. Your 2017-2018 District Board has put in countless hours to ensure the success and enjoyment of this event. We have a lot of sessions in store for you this weekend including but not limited to the: Circle K Pool Party, Service Fair, Awards Ceremony, Talent Show and so much more I couldn’t list them on this page. I am also pleased to announce that we have some amazing and inspirational people in our presence this weekend like our Key Club International President William Sims, Key Club International Trustee Jared Dutko and who could forget our Keynote Speaker Erin Fischer. Lastly, please remember that there are other guests and conferences at this hotel. Be sure to follow all rules and regulations outlined in the Code of Conduct that you signed before coming to DCON and act how a true Key Clubber would. Whether this is your first time attending, last time attending, or both, I hope that you will take advantage of the incredible opportunities offered to you this weekend. During your time in Orlando, you will be given the chance to hear em- powering speakers, elect your new district leaders, as well as to attend enriching workshops. Through these experiences you’ll gain a better understanding of Key Club and your own leadership abili- ties. I can’t wait to spend my weekend celebrating you and all of your successes! You will undoubtedly be surprised at how fast the confer- ence goes by. Hopefully you’ll be leaving with more friends, more knowledge of Key Club, and a better insight into your personal leadership style. If you’re an underclassmen, I encourage you to hold these memories close before you know it, you’ll be attending your final DCON; take a lot of photos, and most of all, enjoy your- self! Serving as the Florida District’s International Trustee has been the honor of my lifetime. I feel incredibly fortunate to work with such an incredible district with equally incredible leaders.

    Monitoring and Oversight of General Obligation Bonds to Improve Broward County Schools: SMART Program Quarterly Report Review for the Quarter Ended March 31, 2018 Q3 2017-18 Presented to the Broward County Bond Oversight Committee May 21, 2018 Dear Fellow Taxpayer, In November 2014, Broward County voters approved an $800 million bond referendum to renovate and repair Broward’s aging school facilities, upgrade school safety and security systems and purchase new computers and educational technology. A citizen bond oversight committee (“Committee”) was appointed to encourage greater accountability, transparency, public support and confidence in the use of the general obligation bond funds. The Committee is charged with ensuring that bond proceeds are used in compliance with the purposes set forth in the bond programs, as approved by the School Board of Broward County. Broward County taxpayers must hold the School Board accountable for making smart business decisions and doing the high-level planning and project management necessary to minimize the risk to the County and to make sure every dollar of bond proceeds is spent consistent with the purposes set forth in the bond programs, as approved by the School Board of Broward County. Superintendent Robert W. Runcie has expressed a commitment to an open and transparent process to guide the oversight of the general obligation bond program and has asked Florida TaxWatch to provide high quality, independent research and analyses to help the bond oversight Committee to effectively carry out its oversight duties and obligations. To that end, Florida TaxWatch has agreed to: (1) provide a research report on industry or national “best practices” to aid the Committee in its oversight of the bond-funded capital outlay program; and (2) review quarterly reports submitted to the Committee and present our findings to the public during the regular (quarterly) Committee meetings.
