However, Irish Travellers are also among the most disadvantaged and marginalised people living in Northern Ireland and can face multiple deprivations in relation to health and well-being, housing, education, racism, mortality and discrimination. The Race Relations (NI) Order 1997 identifies the Irish Traveller community as an ethnic minority thereby making it unlawful for members of the community to be discriminated against on the basis of their ethnicity. In 2003, the strategic role and responsibility for the provision of accommodation for Irish Travellers was transferred from local District Councils to the Housing Executive under the Housing (NI) Order 2003. The Housing Executive supports the right for everyone to have access to decent adequate housing. Our corporate vision is that “Everyone is able to live in an affordable and decent home, appropriate to their needs, in a safe and attractive place”. We are therefore pleased to present the Irish Travellers Accommodation Strategy 2020- 2025 (the Strategy) which sets out how we plan to provide Irish Travellers with access to good quality, culturally appropriate housing accommodation which fosters a sustainable, vibrant Traveller community and promotes inclusion, a sense of belonging and security. We wish to express our sincere gratitude to those organisations, services users and our own staff within the Housing Executive who took the time to work with us in the development of this Strategy. Their input was invaluable and, we hope, has resulted in a Strategy which will lead to improved housing outcomes for Irish Travellers. In addition to those who worked with us in the development of this Strategy we also wish to thank those individuals and organisations who submitted consultation responses. The Strategy proposes a number of key actions and includes an implementation plan laying out a work programme over the next five years to achieve these. The success of this Strategy goes beyond ‘bricks and mortar’ and the task ahead will not be easy but we are confident that we can work with our partners across all sectors to face the challenges required to ensure the provision, and sustainability of suitable, culturally 4 sensitive Irish Traveller accommodation which addresses housing need and protects and promotes Irish Travellers’ cultural identity in NI. Planning for, providing and managing culturally sensitive Irish Traveller accommodation is both complex and challenging. Accommodation is linked with a range of deprivation factors experienced by Irish Travellers such as health and well-being, education, racism, mortality and discrimination (see Section 2.0). There is no one single solution to the many challenges experienced by Irish Travellers. However, by improving the condition of the accommodation in which they live, where this is possible, and seeking to provide additional accommodation where it is needed, we can help reduce some of these problems and contribute to improved overall outcomes for the Irish Traveller community. Background The strategic role and responsibility for the provision of accommodation for Irish Travellers was transferred from local District Councils to the Housing Executive in 2003 under the Housing (NI) Order 2003. The Housing Executive has conducted research into Traveller accommodation in NI since 2002 which has helped inform the development and provision of Traveller accommodation over this period. The 4th Irish Traveller Accommodation Survey 2018/19 was completed in January 2020 and is the supplementary evidence used to inform this Irish Travellers Accommodation Strategy 2020-2025. The Strategy This Strategy aims to: Address the range of accommodation needs of Irish Travellers; Ensure the provision of adequate and suitable accommodation for Irish Travellers that meets their needs, promotes their equality of opportunity and promotes good relations among Traveller households and between Travellers and other members of the community. The Strategy has four objectives: 1) To develop a Traveller Specific Accommodation Needs Assessment; 6 2) To provide safe and culturally appropriate accommodation for Irish Travellers to reside and travel to; 3) To support the Irish Traveller community to remain in their accommodation of choice through easily accessible housing services; 4) To create mechanisms that foster good relations for the Irish Traveller community. Key Actions The Strategy contains 12 key actions: 1. To review our housing application and housing solution processes to ensure Travellers are aware of the full range of Traveller-specific accommodation options; 2. To continue to develop our ethnic monitoring and record keeping systems, including the collection of data on Irish Traveller communities, to better understand the impact of housing services and to help inform future planning and service provision; 3. To adapt our Housing Needs Assessment methodology to facilitate the assessment of Traveller-specific accommodation needs; 4. To undertake a review of transit sites to establish, through a generated needs assessment, the existing and future demand for transit sites in NI within the Irish Traveller community; 5. To undertake a strategic review of all our Traveller sites to identify options for their future improvement or replacement. We will also review the current emergency halting, transit or serviced site classifications for each of our sites to ensure they reflect how the sites are being used in practice; 6. To investigate

In all 54,895 Gypsies and Irish Travellers in England and 2,785 in Wales were counted.1 While the Census population is considerably less than previous estimates of 150,000-300,000 it is important to acknowledge that tens of thousands of community members did identify as Gypsies and Travellers. In the absence of a robust figure as a comparator to the census, the ITMB undertook research to estimate a minimum population for Gypsies and Travellers in England, based on Local Authority Gypsy and Traveller Accommodation Assessments (GTAA)2 and the Department for Communities and Local Government bi-annual Caravan Count. Definitions of Gypsies and Travellers For the purposes of this report it is important to understand the varying definitions of Gypsies, Irish Travellers and other Travelling groups in official data sources.

    UN Human Rights Committee 111th session: Ireland (14/15 July 2014) Factsheet: Traveller and Roma rights in Ireland ________________________________ Travellers and Roma in Ireland There are approximately 36,000 Travellers living in the Republic of Ireland. Travellers are one of the most marginalised and excluded groups in Irish society. Traveller unemployment is at 84%, life expectancy is over 10 years less than the national population and suicide rates are over 6 times the national average. There is an estimated 5,000 Roma living in Ireland. There is no official Government data in relation to the population of Roma in Ireland. Many Roma in Ireland are living in poverty due to a lack of access to work and restrictive social welfare measures. Some Roma have to beg to survive. For those who are unable to find employment or access supports, options include reliance on charities and family or ‘voluntary repatriation’ to country of origin. The Irish Government was required by the European Commission to develop a Roma and Traveller integration strategy. However, Ireland’s strategy is inadequate and was developed with no involvement of Roma or Travellers. It contains no goals, targets, indicators, timeframes or funding mechanisms and has no reference to human rights. Recommendation: Develop a progressive National Traveller and Roma Integration Strategy, in line with human rights commitments. ________________________________ Traveller Ethnicity Despite the recommendation of many UN treaty monitoring bodies and European human rights bodies, the Irish Government still does not acknowledge Travellers as a minority ethnic group. This reflects the persistence of a mindset that legitimatises flawed policies and practice, which seek to assimilate Travellers and undermine human rights.

    Third Sector Research Centre Working Paper 63 UK Gypsies and Travellers and the third sector Dr Andrew Ryder July 2011 Working Paper Working 63 July 2011 Abstract This paper explores the development of the UK Gypsy and Traveller third sector and details factors which have impeded development. This includes a lack of resources and skills but also illustrates how in recent years important progress has been made in community development. The paper concludes that the current cutbacks and reduction in resources for community development, combined with new policies that Gypsies and Travellers perceive as being hostile towards them, could undermine progress made. The paper argues that ’positive action’ combined with greater community involvement in service delivery could strengthen the Gypsy and Traveller third sector and foster intercultural dialogue and promote inclusion. Processes evident in other branches of the third sector (McCabe et al., 2010). The paper is relevant to a number of TSRC work streams, particularly ’Below the Radar’ which explores the role, function, impact and experiences of small community action groups or organisations. Traveller culture has undergone a number of changes since the 1960s, a period of increasing urbanization and economic transformation in Ireland. With the changes in both Traveller culture and Irish society as a whole, there has been a corresponding shift to a more positive relationship between the media (newspapers, documentaries, and commercial films and television) and this marginalized group of people.

    EC/18/05/03 EQUALITY COMMISSION FOR NORTHERN IRELAND Race Equality: Briefing on Travellers May 2018 Purpose The purpose of this paper is to provide Commissioners with an update on progress towards improving the situation and experiences of Travellers. Summary Overview In 2014 the Commissioned published ‘Racial Equality Policy Priorities & Recommendations’1 setting out areas for action by government and partners. This collated and updated the Commission’s race recommendations, including those relating to Travellers. Since then, Commissioners have affirmed or approved updated positions in some policy areas, for example, with regards to housing and education. This paper summarises key positions and provides an update on the current context and progress relative to the range of Commission recommendations associated with advancing equality for Irish Travellers.
