GENERAL CODE A Member of the ICC Family of Solutions www.generalcode.com 2021 PREFACE The recording of local law is an aspect of community history; as the community develops and changes, review and revision of old laws and consideration of new laws, in the light of current trends, must keep pace. The orderly collection of these records is an important step in this ever- continuing process. Legislation must be available and logically arranged for convenient use and must be kept up to date. Contents of Code The various chapters of the Code contain all currently effective legislation of a general and per- manent nature, including revisions or amendments. The Disposition List contains a listing of leg- islation and its placement in the Code or the reason for its exclusion, and indicates the most recent legislation reviewed for inclusion in the Code. The Appendix is reserved for certain forms of lo- cal legislation that are not general and permanent in nature but are of significance to the commu- nity or conduct of government. Reserved Chapters Unassigned chapter numbers do not appear in the Table of Contents but are available for assign- ment to new subject matter in a way that maintains the Code structure. Numbering of Sections A numbering system is applied to all sections. The first number indicates the chapter number and the second number indicates the location of the section within that chapter. Histories Histories indicate the specific legislative source from which the content was derived, including the enactment number, if pertinent, and the date of adoption. Legislative histories may be found at the chapter, article, section and/or subsection level, as appropriate. Acknowledgment The assistance of the community officials is gratefully acknowledged by the editor. The codifica- tion of legislation reflects an appreciation of the needs of a progressive and expanding communi- ty. This evaluation resulted in the recommendation of a Tentatively Selected Plan (TSP), also referred to as the “Proposed Action” for purposes of the National Environmental Policy Act of 1969 (NEPA). In accordance with regulations implementing NEPA, this FS/EA compares the environmental consequences of the alternatives, including the Proposed Action, and identifies a preferred alternative (the TSP/Proposed Action).     ABSTRACT Title of thesis: DYNAMIC EQUILIBRIUM BEACH PROFILES: FORCES OF OFFSHORE SEDIMENT TRANSPORT IN MARYLAND’S CHESAPEAKE BAY Degree candidate: Lynda Bell Degree and year: Master of Science, 2020 Thesis directed by: Dr. Lawrence Sanford, Professor University of Maryland Center for Environmental Science To examine the impact of shoreline erosion on the near shore environment, it is necessary to estimate the quantity and quality of yearly sediment mass that is likely to be added by erosion. Data were collected in 2008 at ten sites along the Maryland shoreline of the Chesapeake Bay and compared to both empirical and theoretical models of offshore profiles. The data collected at each site included a series of three-dimensional bathymetric profiles from offshore transects run at each site, as well as a series of sediment core data that were acquired along each transect. Relationships between grain size, beach type, sediment composition, and strength of eroding sediments were also explored. The results showed that sands dominated offshore surficial sediments at most locations, even though the source sediments were mixtures of sands and muds. The observed offshore profiles were consistent with expectation from ocean beach profile paradigms, with the exception that the steepness proportionality factor was not related to sediment grain size. An adjusted form of the classic Bruun relationship for predicting shoreline retreat was in approximate agreement with long-term observations. In this investigation, characterisation of hydrostratigraphic units and erosion/accretion rates of the beach dune system was quantified using geomorphological and geophysical data. Depth-to-bedrock and spatial distribution of the major hydrostratigraphic units were estimated from ERT data. GPR data was used to characterise the aeolian sediment thickness and facies associations. It was found that the sediment accumulation in the south-western parts is expressed by low frequency, poorly developed dune ridges of 1-2m height combined with fresh water marshes, evolving north-eastwards into high frequency well-developed sand dunes reaching maximum heights of 9m.

Photos: Save The Bay, CRMC Photos: Save The Bay, CRMC Rhode Island shorelines are eroding, and coastal properties and public infrastructure are becoming more vul- nerable as sea levels rise. As a result, Rhode Island communities and property owners are investigating op- tions for erosion control and flood prevention. Save The Bay and CRMC, with funding from NOAA, conducted an assessment of coastal erosion and flooding impacts to municipal properties throughout the state. This as- sessment resulted in 13 coastal adaptation projects that employ a variety of alternatives to traditional shore- line hardening. These alternative methods of addressing coastal erosion and flooding include: non-structural shoreline protection using natural materials; bank re-grading; removal of coastal infrastructure; stormwater treatment; coastal buffer planting; dune restoration; intertidal shellfish reefs, and hybrid techniques that com- bine hard materials with vegetation. The assessment examined the suitability of these various shoreline adaptation techniques for locations in Narragansett Bay and Rhode Island’s southern coastal ponds. Projects were completed in Warwick, Barring- ton, Warren, Bristol, Newport, and Cranston. These projects are all examples of small-scale efforts that are relatively low-cost and simple to construct, but can still have significant environmental and public access ben- efits. Basic data 1. Country a. Overview Germany is one of the largest (357.000 km²) and most populous (ca. 82 mio. inhabitants) countries in Europe and in the Baltic Sea region. The country has a federal structure made up of 16 states (Länder) which have far-reaching legislative rights and a substantial amount of self-governance. The whole country has a temperate climate, distinctly atlantic in the northwest and more continental in the rest of the country. Winters are therefore milder than in the rest of the Baltic Sea region. Germany lies in the catchment area of three European seas: The North Sea, the Black Sea and the Baltic Sea. Most big German rivers drain into the first two, with the North Sea catchment area making up by far the largest part of the country. The only larger river flowing into the Baltic Sea is the Oder, the share of its catchment area in Germany being almost negligible though compared to its Polish part. Besides, only smaller rivers like Schwentine, Trave, Warnow or Peene drain into the Baltic. Consequentially, Germany's share of the catchment area of the Baltic Sea is comparatively small and amounts to only 28.790 km². This is the smallest of all Baltic coastal states, only inland nations like Ukraine or the Czech Republic have smaller areas.
