North Lincolnshire's Newcomers in 2019
North Lincolnshire’s newcomers in 2019 A short statistics overview for people who plan or deliver services, and are planning for migrants who are the newest arrivals to North Lincolnshire. Photo credits: Steve Morgan [photographer] and Yorkshire Futures [source]. 1. Introduction Who is this briefing paper for? This document is aimed at people who plan or deliver local services in North Lincolnshire. You might find you are often the first people who meet and respond to newcomers in the local area. You will know that people who have just arrived in an area often need more information and support than those who have had time to adjust and learn about life in the UK. These newcomers might benefit from information about key services for example, in their first language. This briefing paper provides an overview of the numbers and geographical patterns of new migrants who recently have come to live in North Lincolnshire and were issued with a national insurance number [NINO] in 2019. We hope you will find the information presented here useful for planning services and engagement with new communities, making funding applications, or for background research for you or your colleagues to better understand migration in your area. Where has the data come from? This briefing paper was produced by Migration Yorkshire in September 2020. This document uses information from the Department for Work and Pensions [DWP] about non-British nationals who successfully applied for a NINO in 2019. We have used this as a proxy for newcomers, because new arrivals usually need to apply for a NINO in order to work or claim benefits. -

Branston and Mere Neighbourhood Plan
Branston & Mere Neighbourhood Plan 1 Branston & Mere Parish Council Page 1 Branston & Mere Neighbourhood Plan 2 1 The Neighbourhood Plan This Neighbourhood Plan has been produced by Branston & Mere Parish Council and Neighbourhood Plan Steering Group on behalf of the community. The Neighbourhood Plan will guide future land use planning in the settlement between 2020 and 2037. From previous public consultation events held in 2016 and 2017, the community have suggested that they wanted Branston & Mere to develop sensitively and sustainably with the necessary infrastructure keeping pace with the growth over the next 17 years. The Draft Neighbourhood Plan was subjected to regulation 14 consultation that commenced on the 2nd December 2019 and finished on the 27th January 2020. The comments received during the consultation period have influenced this Submission version of the Neighbourhood Plan. The Plan has now been submitted to North Kesteven District Council where it will be subjected to further six weeks consultation and then independently examined. If successful, the community will vote in a public referendum (yet to be organised) on whether you would like North Kesteven District Council to use the Neighbourhood Plan when determining future planning applications within Branston & Mere. Branston & Mere Parish Council Page 2 Branston & Mere Neighbourhood Plan 3 2 Foreword The Localism Act 2011 granted powers to Parish Council’s to prepare land use planning documents and the Act provides an opportunity for local communities to have direct input into the development of their local area by preparing a Neighbourhood Plan. The New Right Think Tanks and Policy Change in the Uk
THE NEW RIGHT THINK TANKS AND POLICY CHANGE IN THE UK Andrew James Tesseyman DPhil Thesis University of York Politics Department Submitted, February 1999 Abstract It has often been claimed that, during the 1980s and early 1990s, the new right think tanks — namely the Institute of Economic Affairs (IEA), Centre for Policy Studies (CPS), and Adam Smith Institute (ASI) — had a major impact on policy-making and policy change. This thesis addresses such claims by examining three reforms in which the new right think tanks have been attributed an influence — bus deregulation, education reform, and prison privatisation. It seeks not only to empirically assess their impact, but also to relate these findings to the policy-making literature, in particular the Rhodes Model which emphasises policy continuity and the Advocacy Coalition Framework which seeks to explain policy change. It is argued that the new right think tanks had an impact on all three policy changes, as members of "advocacy coalitions", although the nature and extent of this impact varied. In some cases, the TEA, CPS, and ASI were able to have a direct impact on policy change, obtaining access to policy-makers through coalition allies. In other cases their impact was indirect, in shaping the broader "climate of ideas". The new right think tanks also contributed to new patterns of policy formulation, although there is limited evidence of any long-term structural impact on policy-making in these areas. It is also argued that the case studies raise a number of issues for the Rhodes Model and the Advocacy Coalition Framework, although these could be addressed by integrating the two to develop an approach to account for both policy continuity and policy change.
