THE COUNTY OF CUMBRIA (VARIOUS ROADS, GRANGE-OVER-SANDS) (CONSOLIDATION AND PROVISION OF TRAFFIC REGULATIONS) (ORDER 2005) VARIATION ORDER (NO.5) 20>< 1. The Cumbria County Council hereby give notice that it proposes to make the above Order under Sections 1, 2, 19, 32, 35, 35A, 38, 45, 46, 47, 49, 51, 53 and 64 of the Road Traffic Regulation Act 1984. 2. The effect of proposed Order will be to: - (a) Retain the “Limited Waiting 1 hour, No Return within 1 hour, 9 am – 6 pm” parking bay which is 24 metres in length, on the west side of Kents Bank Road, Grange-over-Sands, but to (b) Introduce a “Loading Only, 6 am – 9 am” restriction on 14m of the bay, so that the whole of the bay will be subject to limited waiting between 9 am and 6 pm but a 14 metre length will be dual purpose, ie. subject both to limited waiting between 9 am and 6 pm and for loading purposes only between 6 am and 9 am outside the proposed new Tesco development. Cumbria County Council Early Years (Speech, Language and Communication) Peer Challenge 3rd – 6th December 2019 Feedback Report Page 1 of 13 1. Executive Summary Cumbria has good partnership working at operational levels which aim to meet the needs of children in the early years. Staff are passionate about their work and aim to deliver services to provide the best start for the youngest children in Cumbria. Strategic leadership and oversight of the early years agenda needs to be improved and the current governance arrangement through the Cumbria Alliance of Systems Leaders (CASL) is not fully effective. The governance arrangements to oversee the developing Early Years Strategy will need to be considered and the Cumbria Children’s Trust may be the best forum for this. However, this Board is in need of a review and refresh. The health landscape is complex, with two Clinical Commissioning Groups, one based in the south, Morecambe Bay, which also covers part of Lancashire, the other in north Cumbria. Relationships are established and improving. This brings challenges in terms of service provision and the capacity of strategic leaders to work across two counties. Partnership working at a local level is well-developed and is based on professional and organisational respect. Signs of Safety has been well received and is the basis for strengths-based conversations to tackle difficult issues. There were examples of services and settings working together to address need, despite a lack of strategic direction. Families and children are at the heart of what they do. The new specification for the 0-19 Children, Young People and Families Health and Wellbeing System has enabled commissioners to work together to develop a holistic approach and bring partners together.

Biodiversity in Community Strategies Guidance Notes for the Community Planning Process in South Lakeland including suggested actions for each LSP task group to take on board to enhance biodiversity in South Lakeland Produced By the Cumbria Biodiversity Partnership July 2004 2 Guidance note for the South Lakeland Local Strategic Partnership for the incorporation of Biodiversity issues into its Community Strategy Biodiversity for pleasure, health, economic growth and education South Lakeland is extremely rich in natural wonders, from the huge expanse of Morecambe Bay teeming with birds, to the amazing natural phenomenon of limestone pavement at Hutton Roof with its woodland plants hidden away in the crevices in the rock. The nature conservation importance of many of these areas has been recognised by their designation as County Wildlife Sites, Local Nature Reserves, Sites of Special Scientific Interest (SSSI), and some even have the European designation of candidate Special Area of Conservation (cSAC). Many of these special areas are readily accessible and provide a chance to experience nature first-hand. So, in addition to being havens for wildlife, they provide people with the chance to stop for a moment and appreciate the natural world around them. The sense of well-being that arises from this experience is hard to beat. Access to natural greenspace and wildlife is now recognised for its benefits for people with mental illness or stress. Even being able to see trees and other aspects of nature can increase people’s recovery times from physical illnesses, and over 300 studies suggest that time spent in green spaces such as Local Nature Reserves is good for physical, mental and social well-being.

Cumbria County Council People Cumbria House 107-117 Botchergate Carlisle Cumbria CA1 1RD T: 01228 226868 E: [email protected] Katherine Cowell Regional Schools Commissioner – North Email to [email protected] 3 January 2021 Dear Katherine We are writing following our communications with you on Saturday 2nd January to formally express our concern about re-opening primary schools in Cumbria on 4 January, and to recommend that as a minimum the districts of Carlisle and Eden are added today to the group of areas that are part of the DFE Contingency Framework, and consideration given to all areas of the county to be covered by this framework. Cumbria is currently experiencing high rates of transmission of the new strain of SARS-COV-2, which is resulting in high and very rapidly rising numbers of new cases across most of the county. In Carlisle and Eden rates are particularly high, now standing at 816 new cases per 100k population per week in Carlisle and 605 in Eden. While other parts of the county have rates lower than the England average, they are rising very rapidly: in Allerdale rates have doubled in the last five days, and in Copeland and Barrow-in-Furness the doubling time is currently four days. While firm evidence about this new strain is still only emerging, our experience in Cumbria suggests that its known increased transmissibility does apply in the school environment. We run a daily Outbreak Control Team meeting that oversees our response to every reported incident of Covid-19 in an education setting; this is led by a Consultant in Public Health supported by an infection prevention and control team dedicated to supporting schools, both with advice and guidance and with contact tracing in the education environment; we also locally contact trace community contacts of cases associated with schools.

The Grange-over-Sands Community Led Plan 2014 2 Grange-over-Sands History1 community led plan “A resort town in Lonsdale Hundred, North of the Sands, Lancashire” The settlement of Grange was very much linked with Cartmel History 2 Priory. Around 678 AD King Egfrith of Northumberland Renewing the vision for Grange‑over‑Sands 3 granted the Cartmel peninsula to St. Cuthbert, Bishop of Lindisfarne, so that he could establish a monastery here. An Community profile 4 early church dedicated to St Cuthbert was built at Kirkhead, Community led plan: the process 4 but all trace of this has disappeared. Cartmel Priory itself was founded in 1189, and the monks gradually established Community led plan: the approach 5 their influence over the peninsula. They lived in a group of cottages on the edge of Morecambe Bay. ‘Grange’ Closing comments 16 comes from the French word ‘Graunge’, meaning granary - Individual comments from members of the community 17 as this was where the monks of nearby Cartmel Priory stored their grain, until Henry VIII dissolved England’s monasteries COMMUNITY LED PLAN – ACTION PLAN 18 in 1536. Grange then continued as a quiet fishing community, virtually untouched by the Industrial Revolution ... until in 1857 the railway came.
