Frugal Innovation may be seen as a new way of doing business by conceiving products and services respecting the balance between the triple bottom line pillars: Economic, Environmental and Social. Despite the fact that Frugal Innovation’s concept and boundaries often differ when taken from different perspectives, nobody argues against the statement “do more with less”, which suggests not only the market volume that Frugal Innovation aims to supply, but also the concerns on minimizing the use of resources. Since its first use in 2010, several authors from different fields have studied Frugal Innovation; however its link with Social Sustainability is still not clear in the literature. Therefore, this work intends to cope with it by presenting the Framework for Frugal Innovations’ Social Assessment (FISA). The framework was built with four types of information - which resulted by the application of a multi-methodological strategy: (1) frugal characteristics, (2) Social Value and Social Impact concepts, (3) the most significant stakeholders for Frugal Innovation, (4) the most relevant social areas to assess Frugal Innovation.

In this fashion Ortega y Gasset (1986-2011) Years Twenty-Five the First Union: Spain in the European once dramatized the need to “Europeanize” Spain. The results over the first twenty five years of EU membership have been truly impressive. When Spain became a member of the EC, some of the best and brightest of Spain’s govern- mental cadres and universities joined the expanded European institutions, taking on positions of responsibility. The most prominent chaired the European Court of Justice (Gil-Carlos Rodríguez Iglesias) and the Parliament (Enrique Barón, José- María Gil Robles, and Josep Borrell), holding key positions in the Commission, and filling the newly created position of High Representative for the Common Foreign and Security Policy (Javier Solana). Spain, in sum, “was not different”, contrary to what old-fashion tourist publicity for the country used to say. It was a European country like any other that was returning to its natural home after a long exile. Spain, in turn, received considerable benefits from EU membership through funds for regional investment policies, agriculture and rural develop- ment, and the modernisation of national infrastructure. From an index of 60 percent of the European average in 1986, today Spain’s income per head is in the range of 105 percent, with some regions surpassing 125 percent. From being a country that was a net receiver from the EU budget, Spain today is a net contributor. Reflecting this development, the present volume examines different di- mensions of the deepening relationship between Spain and the rest of Europe through membership of the EU (its history, and its impact on policy development on economic growth and on relations with third countries).

The terms and conditions are available online at www.iea.org/about/copyright.asp PORTUGAL 2009 Review Energy Policies of IEA Countries PORTUGAL 2009 Review Portugal has made considerable efforts to strengthen its energy policy since the last IEA in-depth review in 2004. A large number of IEA recommendations have been successfully implemented, including greater diversification of the energy mix and increased energy policy co-ordination. A new National Energy Strategy, published in October 2005, identified three principal means for meeting Portugal’s policy goals: the promotion of renewable energy, increased energy efficiency and competition in energy markets. Over a short period of time, Portugal has become a leader in terms of renewable energy development. Well-designed incentive mechanisms and the adoption of ambitious targets ensure hydro, wind and other technologies will continue to grow. The National Action Plan for Energy Efficiency was enacted in 2008, and Portugal aims to implement energy efficiency measures equivalent to 9.8% of total final energy consumption by 2015. This plan complements a well- developed and co-ordinated climate change policy. Further steps have been taken towards the liberalisation of energy markets, including the innovative creation of a single operator for the transport of natural gas and electricity, natural gas storage and operation of the Sines LNG terminal. Still, a number of challenges remain. Energy markets are not as competitive as policy makers may have wished, and energy research and development policy co-ordination needs to be strengthened.

Empirical results clearly show that, besides variables that proxy local populations’ needs and the macroeconomic situation of the country, political variables condition the granting system: (1) grants increase in municipal and legislative election years; (2) the larger the number of years a mayor has been in office, the larger the amount of funds transferred to his/her municipality. These effects are particularly strong for grants that are not formula-determined.     PORTUGAL 2018 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Portugal, which includes the archipelagos of the Azores and Madeira, is a constitutional semipresidential representative democracy with a president, prime minister, and parliament elected in multiparty elections. Observers considered presidential elections in 2016 and local government elections in 2017 free and fair. Civilian authorities maintained effective control over the security forces. There were no reports of egregious human rights abuses during the year. The government investigated, prosecuted, and punished officials who committed human rights abuses. Section 1. Respect for the Integrity of the Person, Including Freedom from: a. Arbitrary Deprivation of Life and Other Unlawful or Politically Motivated Killings There were no reports that the government or its agents committed arbitrary or unlawful killings. b. Disappearance There were no reports of disappearances by or on behalf of government authorities. c. Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment While the constitution and law prohibit such practices, there were credible reports of excessive use of force by police and of mistreatment and other forms of abuse of prisoners by prison guards. In 2017 the government-run Inspectorate General of Internal Administration (IGAI) received 772 reports of mistreatment and abuse by police and prison guards. Complaints of physical abuse consisted primarily of slaps, punches, and kicks to the body and head, as well as beatings with batons. The complaints were against the Public Security Police (PSP), the Republican National Guard (GNR), PORTUGAL 2 and the Foreigners and Borders Service (SEF), with 406, 288, and 22 complaints, respectively. The IGAI investigated each complaint. In 2017 the government conducted 102 investigations of members of the security forces.

Using a large and unexplored dataset we show that political variables condition the granting system, and that their importance changed over time. While tactical manipulation in the distribution of grants among municipalities seems to exist only in the early years of democracy, opportunistic effects are stronger in the latter years. We argue that the latter effect is due to a change in the political environment and to the electorate’s lack of information on intergovernmental grants. Introduction Working with a large cross-section of countries, Brender and Drazen (2005) argued that empirical evidence of a political budget cycle exists but that the result is driven by a group of “new democracies”, which included Portugal. Since democracy was re-established in Portugal in 1974, the country has evolved from a “new” to an “established” democracy, which makes it an appropriate laboratory for further investigation of Brender and Drazen’s findings.

I am thankful as well to my family and closest friends as they were the main key for my determination to accomplish and complete this dissertation. i Abstract Specialisation occurs when the concentration of economic activities of a region is focussed mainly in a few sectors or when a region has a higher share of a sector in comparison to the benchmark territory. Several studies have identified specialisation as a determinant of regional economic growth even though it is still uncertain the role it plays. This research aims at analysing the economic disparities among Portuguese regions and relating the observed different economic growths with the regional productive composition structure. By using absolute and relative specialisation indices, we first described the evolution of the specialisation of the Portuguese regions in the 2000-2015 period and then, by resorting to three different shift-share approaches – the classic shift-share analysis formulated by Dunn (1960), an extension of the classic shift-share proposed by Esteban- Marquillas (1972) and a modern shift-share method proposed by Artige and Neuss (2014) – we were able to decompose the levels of economic growth observed in each region against the growth observed in the nation into different components.
