System-Wide HCT EdTech Professional Development Certification Framework! Continually emerging technology in the 21st century has created an even stronger need among the Higher Colleges of Technology (HCT) to provide staff with high quality Professional Development (PD) sessions to support the latest HCT initiatives of mobile learning, learning-by doing and educational technology in general. This document provides a system level educational technology PD framework which will be implemented by the central EdTech team with the help of the college level EdTech professionals.! ! System-wide certification benefits include:! • common learning outcomes and assessment strategies which ensures consistency and maintains overall system quality.! • nationally and internationally benchmarked.! • used by staff as evidence of PD in their annual performance appraisals (PEP).! • serve as a “Recognition of Prior Learning” to gain credits in future studies.! • endorsed and recognised by the HCT leadership and PIE unit.! • part of a central registry, which aids in tracking and auditing for accreditation purposes.! ! Existing models the framework is based on! ! The framework is based primarily on the TPACK Model (http://www.tpack.org). It also draws on best practices from the SAMR Model (Ruben R. Puentedura, 2009) and HCT's LBD strategy (http:// www.hct.ac.ae/learning-by-doing/)! ! ! ! ! ! Technology ! Creating Content and Digital ! Usage ! ! Skills Learning Objects! ! ! ! ! ! ! Pedagogical! ! Skills! ! Learning Domains based on TPACK "2 of "18 EdTech PD Framework Version 1 - HCT EdTech Department SAMR Model ! ! All staff entering the HCT system are expected to be proficient in most areas of the three learning domains as shown in the first diagram, but they come with differing levels of expertise and backgrounds. As well, being proficient in using technology doesn't mean they are effectively integrating pedagogy, content and technology. There is an understanding that faculty have a strong knowledge of their content area, but may need to develop their pedagogical and technological skills in order to engage students and the elevate the learning process. Considering this, we need to prioritise our delivery strategy and target certain groups of teachers that fall under the following broad categories:! ! ! 1.! Pedagogical Skills Training! ! Some staff have high technical proficiency in their respective fields but need assistance in being effective “teachers” in the true sense. They require pedagogical training in areas such as “Learning by Doing”, "Learning Approaches", "Classroom Management", “Assessment Strategies”, “Cultural Sensitivities in the UAE context” and “Teaching Strategies for second language English learners”! ! ! 2.! Technology Training! ! Some staff have strong pedagogical training as part of their teaching qualifications, but require technology training in areas such as mobile device usage, learning management systems (LMS), HCT Portal applications and various operating systems. ! Staff that fall into this category have been able to move up to the modification or redefinition stage of the SAMR model. In the modification stage the user of technology has redesigned the tasks being presented to the students. While in the redefinition stage the user has created new activities and is effectively combining pedagogy, content and technology. (Ruben R. Puentedura, 2009). Even though these staff members are using technology successfully, there is a need to support them and encourage them to further develop their skills. This could include becoming mLearning Champions and/or EdTech professionals. Possible training for these staff members could include App creation, advanced multimedia application use, creation of eTextbooks and online course creation.! ! Moving from the substitution stage to the redefinition stage doesn't happen overnight. Many of our staff are well versed in the use of technology in the classroom, especially iPads, but they are still considered to be in the augmentation stage. In other words, they are using the new technology, but they have not changed the way they present material or engage the students. Professional development opportunities need to be made to allow them to fully utilize the technology in an effective manner. ! ! ! The structure of the certification program! ! • The smallest unit of training is a “module”.! • Some modules have pre-requisites.! • Each module is linked to one or more of the learning domains mentioned above. ( Peda Create Tech)! • A number of modules make up a certification.! • Each certificate requires approximately 40 hours to complete which could include a combination of face- to-face, online or blended learning scenarios.! • Certifications can have three levels (Introduction, Intermediate, Advanced)! • All certifications are competency based which means participants need to demonstrate and show evidence that learning has taken place.! • Participants that are successful will gain a "certificate of competency" with a transcript that details the modules passed and the competencies gained. Those who don't meet the competencies will be given a "certificate of attendance” and will be given further opportunities to complete the missing competencies.! • Staff that have received previous training prior to the new certifications don't need to redo the entire course. If they provide sufficient evidence that they meet the competencies and complete the assessments they will be given the certification.! Roles! ! • Course Coordinator: One of the Central Services (CS) EdTech team members will take responsibility for setting the course descriptors, course outline and assessments strategies. This person will collaborate with the local EdTech professionals and ensure consistency in delivery of the course and the reporting of the course deliverables. ! • Instructor: EdTech professionals at all campuses in conjunction with the CS EdTech Team.! • Auditor: A designated committee will audit and evaluate the courses to ensure consistency. In addition, the course outcomes and effectiveness will be reported to HCT PD system ! ! ! ! Registration and Tracking! ! • Blackboard will be used to handle the registration and keep track of grades.! • Course information and notifications will be pushed via the Mobile Learn app.! • Mobile apps will communicate with Blackboard’s WebDav server (http://mylearn.hct.ac.ae/bbcswebdav). This serves as a central repository which stores course content and participant submissions.! ! Four Certifications (for the near future - others to be added later)! !
